Ottoman Empire Maritime Exclusion Zone Policy
To Protect Ottoman Sultanate Interests Against Bad Actors

His Imperial Majesty, Sultan Abdullah Gul, announced that the Ottoman Maritime Exclusion Zone be effective from April 2003.

In the interest of safeguarding the sovereignty, security, and territorial integrity of the Ottoman Empire, the Ottoman government hereby established the Ottoman Maritime Exclusion Zone (OMEZ) to regulate maritime traffic in specific areas, including the Bosphorus Strait, Black Sea, Aegean Sea, and the Mediterranean Sea. This policy aims to enhance national security, control the passage of vessels, and protect the interests of the Ottoman Empire.


I. Geographic Scope:

II. Access Restrictions:

1. The OMEZ policy regulates the passage of vessels and aircraft in the following zones:

a. Red Zone: Countries marked in the Red Zone are permitted to pass through the Bosphorus Strait, Black Sea, Aegean Sea, and Mediterranean Sea without restrictions.

b. Grey Zone: Countries marked in the Grey Zone are allowed to pass through these seas and the Bosphorus Strait without having any diplomatic relationship with the Ottoman Empire.

c. Special Cases (e.g., French Empire, Vatican City): Certain countries, such as the French Empire and Vatican City, are required to pay a fee of $20 billion dollars to the Ottoman Empire to pass through the OMEZ. Failure to pay the fee may result in access denial and will be treated as hostile.

d. Blue Zone: Countries marked in the Blue Zone can freely pass through the OMEZ without any additional requirements or fees.


III. Regulations and Compliance:

2. All vessels and aircraft operating within the Ottoman Maritime Exclusion Zone must comply with the following regulations:

a. Maintain constant communication with designated Ottoman naval or air authorities.

b. Follow established safe routes and navigation instructions as per the assigned zone.

c. immediately respond to requests for identification and inspections by the Ottoman Armed Forces.

d. Refrain from any hostile or provocative actions within the zone.

e. Follow environmental protection guidelines and dispose of waste and pollutants responsibly.



IV. Penalties:

3. Violations of the OMEZ policy may result in the following penalties:

a. For countries required to pay a fee, failure to pay the fee may lead to access denial and potential legal action.

b. Seizure of offending vessels or aircraft in case of violations.

c. Legal proceedings, fines, and compensation for any damages incurred as a result of the violation.

d. Further actions in accordance with Ottoman laws and regulations.



V. Duration and Review:

This OMEZ policy, including the various access requirements and fees, will remain in effect until further notice. It may be revised or terminated at the discretion of Ottoman authorities as national security and strategic interests dictate.
