My name is Tang Jiaxuan, the Minister of Foreign Affairs for the People's Republic of China. I am contacting as China desires to open diplomatic ties with the Kingdom of the Netherlands along with other European nations. The Chinese government is interested in the Netherlands for many reasons: tourism, trade, and perhaps even militaristic equipment trade/purchasing. The Chinese government would be interested in the importation of mineral fuels including oil and pharmaceuticals. China would be able to export the following to the Netherlands: electrical machinery, machinery including computers, consumer goods, vehicles, and articles of iron and steel. Furthermore, I believe that both of our nations would benefit from a boost in tourism. The Netherlands is among the highest tourist destinations in all of Europe and China has multiple tourist destinations, primarily Hong Kong and Macau. I would like to offer the potential of giving our citizens free visas for a short time; China would allow for Dutch tourists to apply for free visas and the Dutch would do the same for Chinese tourists. If the Dutch government believes this to be a good idea, we could discuss a reasonable time-frame for these free visas. Lastly, the Ministry of National Defense wanted me to inquire in the potential possibility of acquiring a handful of Dutch ships. We would be interested in purchasing x3 Rotterdam-class Landing Platform Docks. If this is possible, the Chinese government would be able to pay for this product either through a money transfer or by producing Chinese equipment for the Royal Dutch Armed Forces equivalent to the three Landing Platform Docks. Minister Jiaxuan,

I wish to thank you for initiating diplomatic correspondence between our nations with this message. The Netherlands is looking forward to improving relations between ourselves and the Asian continent and see China as the most influential nation in the Asian community, therefore we are most eager to develop our bilateral relations.

We would be more than willing to develop trade routes with the People's Republic, however the Netherlands at this time does not maintain any form of merchant marine. May I therefore ask if China has the capacity to transport goods both to and from the Netherlands?

A 'free' visa program?, what does this suggestion entail? If you are referring to a visa exemption program, then that is something I can look into, however won't be able to make any definite promises until I discuss the matter with the Council of State.

I have also contacted the Ministry of Defence in regards for your request to purchase three Rotterdam-class Landing Platform Dock. While it is uncommon for the Netherlands to sell military hardware, we would be willing to sell the vessel for the $767,000,000.00 resulting in a total of $2,301,000,000.00 to be transferred to the Netherlands if you wish to proceed with the purchase.

To: Maximiliaan Theunissen From: Tang Jiaxuan Dearest Secretary Theunissen, The Chinese Merchant Navy can certainly carry Dutch exports to China until the Netherlands is able to get their own merchant navy in the waters. As for the visas, a Visa Exemption Program is in fact what I meant. Both the Netherlands and China are among the first nations to come to mind when discussing business and tourism. I believe that both our governments and people would benefit from such a program. Our economy would grow from the extra tourism and our people would certainly be happy to not have to pay for a visa every time they wish to go across seas for business and tourism, the cost of travel and housing is enough as is. Furthermore, perhaps we could do a temporary VEP to begin and see where it goes? Maybe a three month Program and expand it to a permanent Program if our governments enjoy the results? Finally, regarding military equipment. China is willing to transfer the money for the three Rotterdam-class Landing Platform Docks upon your say-so. We are truly greatful for your governments ability to transport the goods, we had expected to see a transport company join the international market by this time to handle Dutch transportation of goods, however it seems the market hasn't developed as we expected.

I will have to look into the legal aspects of a Visa Exemption Program, I might have to attempt to introduce new legislation that would encompass such a program, I promise to look into it and get back to you as soon as possible. I can state that we are always eager to boost bilateral tourism and are more than willing to negotiate aspects of a visa exemption program in the nearby future.

Lastly, once the funds have been received by the Ministry of Finance they'll inform the Ministry of Defence to begin the procurement of three Rotterdam-class Landing Platform Docks.

This of course does limit our ability to protect our national security through screening individuals arriving to the Netherlands. Therefore, I hope that your government is willing to keep us informed of any persons of interest in case they attempt to enter the Netherlands through one of our ports of entry. The Netherlands will of course offer the same intelligence sharing to your government.

I can also inform you that the three Rotterdam-class Landing Platform Docks have been completed and delivered.

We will be performing naval exercises with them and our marines shortly. We have recently started bringing our special forces back into operational status and the commanders of these forces have requested to ask if the Netherlands would be willing to sell the Luchtmobiel Speciaal Voertuig multipurpose wheeled vehicle?
