Currently the national rail network of Angola consists of three separate Cape (1067mm) gauge lines: the northern Luanda Railway, the central Benguela Railway, and the southern Moçâmedes Railway. Neither of the lines connect. The railways extend from the Atlantic Coast to the nation’s interior, serving the nation’s largest towns and cities. The Benguela Railway links to the Katanga Railway at the border with the Democratic Republic of the Congo (Imperial State of the Congo).

Although the network is recognised as being the 10th largest on the continent, the condition of the network has not been maintained nor further developed since independence from Portugal in 1975. Meanwhile, the Civil War resulted in the destruction of most of the nation’s railway infrastructure and has resulted in much of the railway network rendered inoperative.

This project will repair and improve the current existing rail infrastructure, whilst dramatically expanding the national network. Currently totalling 2,761km in length, upon completion of the project, the national railway network will be 8,579km, the 2nd longest network in Africa and 26th longest globally.nFreight and passenger rolling stock for the expanded network will be manufactured in the Luanda Cazenga and Huambo rail workshops and will be designed from reverse-engineered specifications of currently owned rolling stock imported from abroad. Based off of current rolling stock specifications, it will be expected that the locomotives will be diesel-electric.

The rail infrastructure, current and future, will be in public domain but state-owned, operated under the National Institute for Railways in Angola (INCFA). Whilst train services will be provided by a nationalised company, the ownership of the infrastructure will be separate from the operation of the trains, opening up the possibility that private companies could also operate train services. Following completion, the railway network will employ approximately 40,800 people with another 88,600 jobs generated/supported through its supply-chain.

Upon completion of the project, the Angolan national rail network will be operationally integrated with the rail network of the D.R. Congo and Namibia, whilst also opening the possibility of integration with Zambia and the Rep. Congo.

Current Lines (Luanda, Benguela, Moçâmedes):
- Complete repair and revitalisation of all railroads (2,761km)​
- Complete repair and modernisation of existing stations, including the instalment of self-service ticket machines and ticket gates/ automatic fare collection turnstiles. Stations will provide cellular network coverage and will also be fully accessible to those with disabilities.​
- A new station named Estação Leste de Luanda will be constructed where the proposed airport link for New Luanda International Airport will branch from the Luanda Railway.​
- The doubling of all single-track rail networks where present, enabling trains to travel in opposite directions simultaneously. A 135km section of the Luanda Railway will be expanded to quadruple-track from Estação Central de Luanda to Zenza do Itombe to prevent bottle-necking and congestion on routes to and from Luanda.​
- Upgrading all current rail tracks to heavy rail where such is not present already, facilitating both freight and passenger traffic.​
- A 65km section of Luanda Railway will be electrified from Estação Central de Luanda to Estação de Caminhos de Ferro to facilitate future development of Luanda urban transport network.​
Caminho de Ferro do Congo Line
Caminho de Ferro do Congo Line is a railroad divided into two sections: Luanda to Soyo, and Iema to Ncaso in Cabinda. The line aims to connect Luanda to Cabinda, with a section of the line, approximately 40km, passing through the DRC. Due to the complete line passing partially through foreign sovereign territory, there exists a break in the line splitting the railroad into two sections. Thus, the lines total completion is dependent on Congolese cooperation. Nevertheless, the two sections will continue to be constructed.​
The Luanda to Soyo section will be double-track and 781km in length. 61 passenger and freight stations will be constructed on the line, adhering to modern quality standards. A 26km section of railroad will be electrified from Estação Central de Luanda to Panguila to facilitate future development of Luanda urban transport network.​
The Cabinda section will be double-track and 207km in length. 20 passenger and freight stations will be constructed on the line, adhering to modern quality standards.​
West Interconnection Line
West Interconnection Line will be the first of the 3 planned lines to be constructed linking the 3 existing Luanda, Benguela and Moçâmedes lines. The line will total a length of 662km and double-tracked. Starting as an extension of the existing Dondo branch of the Luanda Railway, it will connect to the Benguela Railway in Huambo, before concluding in Cuvango on the Moçâmedes Railway. This line will create a direct rail link from the capital Luanda to Angola's second city Huambo. 55 passenger and freight stations will be constructed on the line, adhering to modern quality standards.​
Zambia Connection Line
Zambia Connection Line is a double-track, 355km long line that will branch off the Benguela Railway at Luacano, heading south-east to the Zambia border where it will potentially link with a future Zambia line, integrating the two national networks. 10 passenger and freight stations will be constructed on the line, adhering to modern quality standards.​
West Namibia Connection Line
West Namibia Connection Line is a double-tack, 367km line that will link Angolan and Namibian rail networks. Starting in Cuvango on the Moçâmedes Railway, the line will conclude in Namacute where it would connect with the Namibian line Tsumeb to Oshikango. 14 passenger and freight stations will be constructed on the line, adhering to modern quality standards.​
Moçâmedes Line Extension
Moçâmedes Line Extension is a 189km, double-track extension extending the existing Moçâmedes Railway to Cuito Cuanavale, where it will connect to the Transversal do Leste. 6 passenger and freight stations will be constructed on the line, adhering to modern quality standards.​
Luanda Line Extension
Luanda Line Extension is a 589km, double-track extension extending the existing Luanda Railway to Saurimo, where it will connect to the Transversal do Leste. 34 passenger and freight stations will be constructed on the line, adhering to modern quality standards.​
Transversal do Leste
Transversal do Leste is a 1,692km, double-track line that will extend from the northern border with D.R. Congo at Chitato to Okavango river on the southern border where it will connect to the Tsumeb – Caprivi line in Namibia. It will connect to the Luanda Railway in Saurimo, the Benguela Railway in Luena and the Moçâmedes Railway in Cuito Cuanavale. 59 passenger and freight stations will be constructed on the line, adhering to modern quality standards.​
Transversal Norte-Sul
Transversal Norte-Sul is a 976km, double-tracked line that will extend from Uige in the north to Cuvango in the south. The line will connect to the Caminho de Ferro do Congo Line in Uige, the Luanda Railway in Malanje, the Benguela Railway in Kuito, and the West Interconnection Line, West Namibia Connection Line and Moçâmedes Railway in Cuvango. 76 passenger and freight stations will be constructed on the line, adhering to modern quality standards.​
