A detailed financial strategy is developed, involving a combination of government allocations, strategic partnerships, and discreet financial mechanisms. A special budget is earmarked for the project, encompassing recruitment, training, technology acquisition, and ongoing operational expenses. System Overhaul: The backbone of this project is a meticulous overhaul of the existing intelligence systems.
