PROJECT INFORMATION | National Infrastructure Development and Modernization Project - Phase 2 1. Digital Economy Development The world is moving fast, and the means of digital capacity has increased over the years. The government will have to comprehend the new kind of economy that is based online. The government wants a better Network Readiness Index to keep up with the ever-increasing internet usage. They expect that the appropriate number of the village with internet access should be at least 85 percent. The government will have to promote the digital business to more than 1,000 by 2004. The government agencies should have a cyber security system of at least 80 percent. 1.1 The government will develop and improve the country's telecommunication infrastructure comprehensively and efficiency by: 1.1.1 The government will develop wired and wireless broadband networks to cover the country and provide universal fundamental telecommunication and social services. The goal is to make people have access to the service. 1.1.2 The government will develop an international communication network, including terrestrial, submarine cable, and satellite, and design a possible network connecting ASEAN neighboring countries. The government will manage orbit and spectrum utilization in commercial and public services to provide stability and efficiency for the international connection system. 1.1.3 The government manages telecommunication and mass communication technology and infrastructure for networks and devices integration. The government has put a clear plan to allocate idle spectrum near the end of the concession contract to optimize the country's resources usage and reduce duplication and investment costs. 1.2 The government will promote digital technology used to create added business value by: 1.2.1 The government promotes the development of entrepreneurs to transform their business into a digital system by creating a platform (Platform) for digital business electronic commerce (e-Commerce) in the agricultural, manufacturing, and business sectors. The government will encourage and support online stores and standards to promote businesses of the new generation of digital entrepreneurs (Start-up), small and medium-sized entrepreneurs, and community enterprises. 1.2.2 The government has developed a system of code standards for Thailand's products and services to create credibility, increase competitiveness, and support electronic commerce transactions (e-Commerce), electronic supply chain management (e-Supply Chain), and electronic payments (e-Payment). 1.3 The government will promote innovation in the research and development of Thailand's digital industry and space technology by: 1.3.1 The government will support research and development in telecommunications. to be able to be further developed commercially. It will focus on innovations in digital technology, high-speed wireless communication technology, software system, transceiver device, high-speed communication systems, satellite systems, and space and geo-informatics technologies. 1.3.2 The government will develop personnel in the public and private sectors, including educational institutions, to be knowledgeable and capable of supporting the development of digital technology and in line with the needs of the industry in the future. 1.4 The government will ensure cybersecurity by establishing cyber threat surveillance and response centers. To address issues and deal with threats that change with the advancement of technology, especially financial security and personal data security. 1.5 The government will improve relevant regulations and laws to promote and support the development of the country's information and communication technology enterprises and support the development of the digital economy, such as modern electronic commerce law. The government will establish standards for online identity verification systems, regulations for the use of rights of means for the development and expansion of telecommunication infrastructure, and establish a private-sector organization in the form of a professional digital council as a development mechanism. Water Supply System Development The government needs to expand its water supply system capacity to serve the people with the basic need for clean water in their daily life and enhance the management of water treatment, wastewater, water supply system, and water distribution system. The government will increase the efficiency of the water delivery system, create innovations or equipment that saves water in the household, business, and industry sectors, and transfer research to use in commercial and social waterworks. 2.3 The government will proactively reduce the rate of water loss in parallel with preventive maintenance of water supply systems throughout the country by: 2.3.1 The government will formulate a plan to reduce the water loss rate in the region where the water supply system has a high water loss rate by defining the targeted water loss reduction, indicators, and the scope of the annual investment plan to be precise and verifiable. The government will study the water loss rate appropriate for Thailand by researching methods to reduce water loss physically with the cost of water production to manage the wastewater at a suitable level and maximize benefits. 2.3.2 The government will encourage the private sector to join in the water loss reduction process with the government sector and transfer academic knowledge between government personnel and the private sector. They will coordinate cooperation between regional agencies to assist academic and operational levels in reducing water loss. 2.3.3 The government will develop information technology for water loss management that complies with international standards as a tool for managing water pressure in parallel with reducing water loss to meet the specified target level. 2.4 The government will proactively reduce the rate of water loss in parallel with preventive maintenance of water supply systems throughout the country by: 2.4.1 The government will formulate a plan to reduce the water loss rate in the region where the water supply system has a high water loss rate by defining the targeted water loss reduction, indicators, and the scope of the annual investment plan to be precise and verifiable. The government will study the water loss rate appropriate for Thailand by researching methods to reduce water loss physically with the cost of water production to manage the wastewater at a suitable level and maximize benefits. 2.4.2 The government will encourage the private sector to join in the water loss reduction process with the government sector and transfer academic knowledge between government personnel and the private sector. They will coordinate cooperation between regional agencies to assist academic and operational levels in reducing water loss. 2.4.3 The government will develop information technology for water loss management that complies with international standards as a tool for managing water pressure in parallel with reducing water loss to meet the specified target level. 2.4.4 The government has improved the management structure of the water supply business by clearly separating the roles of relevant agencies between the policy-level unit, the united water supply unit, and the service unit. The government will enact a law establishing an organization to supervise the overall waterworks of the country by 2002 to provide efficient water supply services distribution to people at all levels. They will improve reliable water quality and set a fair water tariff structure between service providers and recipients. 3. Energy Development The government wants to increase the ratio of renewable energy to final energy from 13 to 32 by 2004. The government also plans to reduce the percentage of using natural gas in electricity production from 67 to 34. 3.1 The government will promote energy conservation and increase energy efficiency by: 3.1.1 The government will develop measures to support finance and create incentives to promote behavior change in the industrial, transport, business, and household sectors, such as measures or projects to encourage energy-saving and promote current public transport and rail systems usage. The government will also continue to build knowledge, understanding, and campaign to raise awareness of energy conservation and increase energy efficiency. 3.1.2 The government will improve the energy price structure to reflect actual, fair costs and develop tax mechanisms to incentivize people to change their energy-saving behavior. 3.1.3 The government actively and continuously enforces laws and regulations related to energy conservation and energy efficiency, especially the enforcement of the Building Energy Code (BEC) for new buildings and energy efficiency standards for energy producers and distributors (Energy Efficiency Resources Standard: EERS). The government will set clear policies and measures on electric infrastructure to support and support the expansion of electric cars to prepare the infrastructure to support the widespread use of electric vehicles in the future. 3.1.4 The government will encourage the public and private sectors to research and develop energy-saving and energy-optimizing technologies for machinery, materials, equipment in the production process, business operations, and livelihoods. It is to create a comprehensive benchmark for the sector, industry business, and household sectors and promote its widespread use. The government has set measures to control the use of machinery, materials, and equipment that are lower than the specified standards. They will promote and support the research and development of Smart Grid systems, covering the production system, transmission system, distribution system, and electricity. 3.2 The government will provide sufficient energy and ensure energy production stability by: 3.2.1 The government will procure power generation with fuel diversification for electricity generation by the projected fuel consumption proportion of Thailand's Power Development Plan based on spatial potential. The government will develop the transmission and distribution system to have the capacity to support the amount of electricity produced according to the potential and the electricity demand of each place. The government will also study the feasibility of setting the tariff structure by area to reflect the actual cost by comparing it with the current tariff structure. 3.2.2 The government will explore and develop new petroleum resources and drive the utilization of natural gas in the Gulf of Thailand to its full potential. Develop a natural gas pipeline network, a liquefied natural gas terminal (LNG terminal), and support the policy to promote competition. Promote natural gas pipeline transportation services to third parties (Third Party Access: TPA) at fair prices and increase investment in fuel infrastructure by developing oil pipeline transportation systems. 3.3 The government will increase the capacity of management, production, and use of renewable and clean energy by: 3.2.1 The administration will develop a product information management system and use renewable energy to plan and prepare the infrastructure system to support widespread renewable energy in the future. The development will focus on standards and supervision of energy safety, educating the public about renewable energy accurately and continuously. 3.2.2 The government will assess measures and mechanisms for promoting electricity generation from renewable energy in the form of a Feed-in Tariff (FiT) to develop and improve other promotions, focusing on cost determination that is reasonable and fair to stakeholders, producers, and consumers. The government will establish a mechanism for joint planning between the public and private sectors to support the production and use of renewable and alternative energy according to the goals of the Renewable and Alternative Energy Development Plan from the procurement stage, the preparation of raw materials, and the transport management system until the Final power generation. 3.3.3 The government will promote the production and use of biofuels in the transportation sector by using market mechanisms to make biofuels more competitive with fossil fuels. Promote renewable energy, electricity, and heat production in industrial plants, enterprises, and households. 3.3.4 The government will continually research and develop renewable energy technologies such as solar energy, wind energy, hydropower, biomass, biogas, energy crops, and waste to reduce production costs and become commercially viable. 3.3.5 The government will improve and develop the supervision of the energy industry by the laws and regulations with proper governance and keep up with the changing situations in the energy market. It will be in line with the competitive landscape of the energy industry in the future and prepare for the liberalization of the energy sector. The government will create awareness among the public about energy procurement from various sources and energy price structure determination that reflect cost and fairness between energy industry operators and consumers. 3.4 The government will promote Thailand as an energy trading center and increase opportunities for Thailand in energy development in the ASEAN region by: 3.4.1 The government will develop energy infrastructure in the country quality, reliability, and efficiency to support the energy network linkage with countries in the ASEAN region. The government will improve the law and regulations to keep Thailand as an energy trading center in the ASEAN region and increase industry development opportunities. 3.4.2 The government will push for energy cooperation in the region to develop power grids and determine the quality of finished oil to expand investment opportunities and provide assistance to neighboring countries in preparing energy infrastructure. The government will consider delivering energy assistance to ASEAN countries to create economic opportunities and build good relations between countries. 3.4.3 Promote and encourage the Thai state-owned energy enterprises to invest in expanding their business potential in neighboring countries. The government will use energy-related agencies within Thailand to integrate their cooperation to grow business channels in neighboring countries.
