Minister of State Viola Adaku Onwuliri sat in her private office, when her secretary notified her of a call from the Republic of South Africa, it was on the encrypted and private line. Viola would quickly answer the phone.

"This will work perfectly, in the meantime, Nigeria had an agreement to lease the right to domestically produce a number of South African arms, this agreement was vital to Nigerian national security and we were hoping that a simple extension of the agreement might be faxed over and signed by the new Government in South Africa."

Nigerian-Pretorian Domestic Licensing Agreement

I. The Federal Republic of Nigeria Agrees to pay the People's Republic of Pretoria a total sum of 2,000,000,000.00

II. The Peoples' Republic of Pretoria Agrees to transfer the Domestic Production Licensing, including all replacement parts and pieces of the following equipment to the Federal Republic of Nigeria:

Denel G5 155mm Towed Howitzer
Vulture UAV
Denel Dynamics Seeker Series
G6 Howitzer "Rhino"
GV6 Renoster Howtizer
GV5 Luiperd
Denel Rooivalk

III. This Agreement goes into effect upon its signature by both parties and expires ONE year after signing.

IV. This Agreement may be extended or modified with the mutual consent of both parties

"The Republic of South Africa does not succeed the signatory People's Republic of Pretoria. As such, we will not be able to fulfill the agreement as-stands and we would require payment for these production rights. I will fax you a revised contract for your perusal."


Nigerian-South African Domestic Licensing Agreement

I. The Federal Republic of Nigeria agrees to pay the Republic of South Africa a total sum of $1,500,000,000.00 USD.

II. The Republic of South Africa agrees to transfer the Domestic Production Licensing, including all replacement parts and pieces of the following equipment to the Federal Republic of Nigeria:

Vulture UAV
Denel Dynamics Seeker Series
G6 Howitzer "Rhino"
GV6 Renoster Howtizer
GV5 Luiperd
Denel Rooivalk

III. The Federal Republic of Nigeria must inform the Republic of South Africa of any sale, transfer, or loaning of equipment produced under this license to non-signatory parties.
a. The Republic of South Africa reserves the right to block production by the Federal Republic of Nigeria for non-signatories.

IV. This Agreement goes into effect upon its signature by both parties and expires ONE year after signing.

V. This Agreement may be extended or modified with the mutual consent of both parties

"We certainly will not be signing an agreement that asks for more productions for less money. At this price we are willing to offer the Nigerian government rights to produce up to four of the listed productions."
