To the Portugal Government,

The Republic Thai Navy Maritime Service has been made aware of the communication between 5 maritime vessels, presumably two frigates of the same class, two corvettes of the same class, and one corvette of a distinct class with HTMS Ramrachathirat of the RTN Middle East Command (MED). The RTN HQ has submitted ticket RTN#HQ#A#0203 to our maritime service to address and represent the RTNMED. According to our understanding, the RTN HQ’s Maritime Awareness Domain (MAD) systems have identified and registered the presence and communication of five Portuguese Navy vessel near the Straight of Gibraltar. In the communication, we’ve logged the radio communication from NRP São Rafael as follow:

"This is the NRP São Rafael, of the Portuguese Navy, state your intentions of patrolling an active merchant zone under the surveillance of the Portuguese Republic, you are also too close to known territorial water of Britain, Spain and the Portuguese Republic, which can pose severe threats to national security. Over."

In respond, we’ve also logged the communication back from HTMS Ramrachathirat as follow:

“NRP São Rafael. NRP São Rafael. This is HTMS Ramrachathirat of the Republic Thai Navy Middle East Command, Naval Expeditionary Group Five, Republic Thai Navy Third Fleet. We are conducting routine patrol in the Mediterranean Sea. We are not too close or anything because other commercial vessel is far closer, and we operate under the international[ly] recognized principle of the freedom of navigation. We apologize for your inconvenience as the headquarters deems you[r] nation not as a Mediterranean nation, so your government wasn’t notified. Please visit the RTNMED website to find [out] more about our mission. If you have any concern, please contact the Republic Thai Navy Maritime Service to address your concern formally. Thank you for your cooperation and we apologize again for your inconvenience.”

The RTN Maritime Service will be using this communication with the Portuguese Government as an official ticket raised by your nation regarding the patrolling mission of the RTNMED, which is known as Operation Mediterranean I. We are seeking to understand your concerns and address those with the best capabilities as we can. The RTN is worried, especially when the issue is raised by the non-Mediterranean country, about the efficiency of our operation in maintaining safe passage of non-military vessel and international trade within the Mediterranean Sea.

Since 1998, the Republic of Thailand has assumed the role of neutral humanitarian force on global scale, in which we have assisted over 2 million sufferers and spent over $5.6 billion on aiding those in need. In our shared interest with the United States, which is the one assuming the role of global security, we have been patrolling the international water alongside the U.S. to ensure that at least one rapid response force is always ready to assist those in need.

We remain committed to addressing your concern diplomatically and at our best capability. Please consider using this communication line. If you believe that your concern is a matter of international diplomacy, please direct your question to the Republic Thai Embassy in Lisbon. If you believe that your concern is a matter of international security which is not within the scope of our mission, we suggest you to direct your concern to those countries within the region or liaison with the United States’ Navy.

To the Portugal Government,

The RTN Maritime Service is communicating with your government through this follows-up email. We’ve been made aware of additional exchanges between NRP São Rafae and HTMS Ramrachathirat. We’ve registered your concerns, in which the RTN Maritime Service will try our best to address them, as follows:

“HTMS Ramrachathirat, we acknowledge your transmission, and thank you for your clarification, we would like to however express our concern regarding the considerable distance from your normal area of operations, on the matter of maritime security and regional stability, normally military vessels are expected to operate within their designated zones, to prevent any unnecessary rise of tensions. We have to urge you to reconsider your location and follow the recognized maritime protocols in order to maintain safety in shared waters. It is essential to uphold these norms. We appreciate your cooperation and understanding on this situation.”

Firstly, we apologize for causing your government concern. As we’ve said in the previous correspondence, Portugal isn’t deemed a nation within the Mediterranean, which is the reason why our Navy hasn’t notified your government of its operation. Secondly, the Republic Thai Navy is upholding all norms you have cited in your concerns. We are operating from the Thai-installed naval facilities in Iskenderun. The Naval Expeditionary Group Five (NEG5) is operating within the Mediterranean Sea, which is their expected their designated zones of operation. The Republic Thai Armed Forces Middle East Command operated over 26,000 personnels both within the Mediterranean and on the Middle East mainland. Given the proximity of Mediterranean to the NEG5’s homebase, it is, in a reasonable way, that the Thai Navy would conduct patrol within the area. We hope this has alleviated your concerns.
