Greetings,

Ever since the failed coup by the Communist Hardliners Russia has been quiet and inward face in regards to the international stage. This administration would like to fix that, and would like to start things off by forging a series of friendships. One of which being with Great Britain. It is important to learn from the past to forge a link forward. Russia would like to propose the establishing of active diplomatic missions between our nations. Not only that but the start of trade agreements.

There is something else. We would like to work wit Great Britain in the catching and arresting of Kleptocrats and Oligarchs whom have gained vast amounts of wealth through corruption and smuggling. More often then not they hide their money away in foreign banks to avoid detection and taxation. The most prominent being the Swiss Bank, but likely they hide it else where as well. We would very much appreciate a cooperative effort between our nations to catch them.

At this time we believe that a phone call would be for the best. This is due to the internal issues that could arise with a state visit. I can arrange for a phone call between myself and our Minister of Justice. We can also include talks of trade-in said phone calls including the appropriate minister, but that should perhaps be kept separate for obvious reasons.

Much evidence against these Kleptocrats and Oligarchs is offshore where they hide their wealth in foreign banks. Most notably the famously tight-lipped Swiss Bank. We have already contact Italy and Germany as direct neighbors to the Swiss to help look into the foreign bank issue. We want to build a strong and stable country. These people are not well-liked by the people, and they have gained their wealth through illicit means. One thing we are also aware of is the fact that they, especially the newer ones, take to smuggling foreign goods into the nation. As a country with a famous navy would it be possible to also help by checking outgoing cargo heading towards the baltic? Not for a long period of course, as that would be expensive.

Due to the mis-scheduling of Reece Allan's appointments, Peter Lyons MP, another member of the British Cabinet had picked up the internal communication between the UK and Russia. Taking notes of what was already discussed, and opposed to back to back emails. He would invite Andrey Kozyrev to a private and encrypted phone call. This was followed by a memo to request the call to minimize the time spent sending emails back and fourth. He would wait patiently in his private office, ready to receive the Russian Communication.

After receiving the memo from Peter Lyons MP the Rusian Minister of Foreign Affairs Andrey Kozyrev would schedule a call with due haste. Using an encrypted and classified line he would call the MP, and patiently await their pick up from within his office. Doors locked, and a guard posted outside. A tape recorder recording their conversation, and a magnet on standby to erase said recording should he decide to.

The British Member of Parliament welcomed the call, embarked in his private and secure office on an encrypted line, he would answer the phone. "Good Evening." spoke Peter, a member of the British Cabinet. "How are you today, Minister?" he proceeded to ask. Awaiting an answer before the pair could get to the point.

The initial email mentioned your desire to work with our own government to do so.". The British Delegate fell silent, awaiting a response to clarify the matter.

There was a short pause, the British delegate both concerned and intrigued to help. "I shall be blunt." he responded, "How do you want us to help? Are you looking for UK Special Forces to be involved? Our Intelligence Services? Just political help? What is it you would need from the British Government and if you do want our physical involvement, how can you reassure the safety of our personnel? Not that I'm saying we'd help, but as you can imagine, I need to know all the details."

"At this stage, we merely wish for political support and law enforcement help. We are not dealing with terrorists, at least not yet so the involvement of military would be highly controversial. For now, we would like for our law enforcement agencies to communicate suspicions and leads. For instance, say a ship owned by one of these people leaves under suspicious circumstances. If you let us know ahead of time, we can intercept them once they enter our waters. Or a suspicious bank account transfer occurs, we can catch them in the act. This would make both of us look good in the process, and combat corruption and illegal activity at the same time."
