Greetings,

The Russian Federation has been inward facing ever since the attempted coup by retrograde communist hardliners, however, we have seen fit to start changing that. We believe it would be in both the best interests of Germany and Russia to establish friendly foreign relations. Despite past disagreements, during the Soviet Era, we wish to forge a new path forward. Keeping in mind the past, we wish to use that knowledge to build and learn. Our nations are barely separated and share the Baltic Sea. So, this leaves some options open. We would like to establish trade using the Baltic Sea route. Then we would like for our two nations to work together to secure said route.

There is something else we wish to work with Germany on. Currently, in Russia, there is an emerging problem with kleptocrats or so-called oligarchs. Many have taken an opportunity to illegally smuggle goods into the country at a cheaper price then what is possible through legal means. They have also been theorized to hide away vast quantities of money in out of country bank accounts. Most notably it is thought that the Swiss Bank is a popular destination. Due to Germany's proximity to Switzerland and sharing the Baltic, we would like to work with Germany on catching criminal activity. Though we will, of course, have to somehow put a halt to our own internal matters that benefit these kleptocrats. Problem is, a lot of the evidence against them is not within our country. We would be VERY grateful if Germany were to help in ANYWAY they can.

To His Excellency Andrey Kozyrev, Minister of Foreign Affairs, Russian Federation​ It is good to hear that Russia is turning a new page after the violent coup by the communists in your nation, we will always condemn every takeover of a democratically elected power by any group, it is an attack against a nations own people. We share your common view that Germany and Russia should always strive to establish and hold friendly relations with each other, as it signifies that Europe is united in a very unstable world. We can, and want to establish trade routes with the Russian Federation, we however would like to know with what resource would you like to begin with. Germany is in a period of Defence Reorganization, and we do not yet possess the means to fittingly secure trade routes, without using our strongest vessels, which are suited for something else. However in time, we can came to an agreement for it. I'm concerned that Russia finds it self in this problem regarding the oligarchy in your nation, while the Germany Royal Constitution, prohibits the government and the nation to interfere in other nations internal struggles in which Germany is not directly or indirectly affected. We can however, help you in a external way. I will try and pass trough our legislature the authorization for my government to issue an investigation in our own Banks and the Swiss Banks in our nation, but I do not think they are directly involved in this issue. We could also come into contact with Switzerland, on your behalf and ask for their participation for this investigation. Hello,

At this time the Russian Federation can provide Crude Petroleum, Refined Petroleum, Natural Gas, Coal, and Semi-Finished Iron for trade. What resourced does Germany currently export? Also, it is a shame that Germany would be unable to help secure trade routes. However, perhaps we can offer a solution? At this time Germany and her ship selection is understandably limited. It is possible that Russia could provide some larger ships if that is the issue at hand. Otherwise, we can continue as normal.

You would be correct that Oligarchs storing their money out of country is only a small part of the issue. But, all the evidence we can gather helps greatly. We do not ask for you to get involved in our internal matters, only in what lays within Germany, and perhaps the Swiss banks.
