Greetings,

For some time Russia has been inward facing. Ever since the failed coup by hard line communist forces we have had to deal with internal forced. But now, we seek to have a view on external matters. At this time, following your acceptance of our bid for the light weight fighter we would also like to begin trade relations and formal diplomatic relations.

In addition to this, we have begun to assemble a partnership of multiple nations to assist us in combating an unfortunate threat. The fall of the Soviet Union has seen the rise of kleptocrats and oligarchs who use corruption insider trading to amass wealth. In addition to that they smuggle cheap foreign goods illegally into the country. One issue is that much evidence against them, in terms of money laundering is often hidden away in off shore sights. For instance, a popular spot is the Swiss Bank who are notoriously tight lipped about client accounts. We would like your assistance in cracking down on these oligarchs.

It is with relief that I have taken the end of your nation's coup, and it is with great solemnity that I approach the problems with which you have asked for my help with today. It is also with great pride and gratitude that I thank your nation for offering the excellent fighter which we have purchased from you, as it will provide an excellent capability for our air force until our own domestic products are ready for production. In this spirit, I am honored to accept your offer to begin trade and diplomatic relations between our countries. I would ask what goods and resources Russia is willing to trade, and for which of Rome's goods.

In response to your country's grave internal struggles, we are willing to render any assistance necessary in terminating the threat these oligarchs to Russia's, and the world's, stability and prosperity. While our military and intelligence apparati are not yet properly structured, our military police and gendarme is more than capable of providing law enforcement and military intelligence support if needed, and our other police apparati likewise would be willing to cooperate in any investigations necessary within our own domestic banks. These as well as any other assistance you need, we are willing to render.

I thank you for doing business with Russia and am glad to see that your are pleased with the rejection of the Communist Hardliners. Had they not been rebuffed it would of spelled disaster. Their past policies have been draconian and spell problems for the current issues facing us even now. Also, I am hopeful that when those aircraft are ready that they will serve you well. As for trade, we can offer Crude Petroleum, Refined Petroleum, Natural Gas, Coal, and Semi-Finished Iron. All materials that speak of the natural wealth of Russia.

Thank you very much for agreeing to help us with this issue. Though much of the work will have to be undertaken via internal measures, this will without a doubt help catch those that slip through our fingers. While Italy is not known as a hotspot for offshore banking like Switzerland or Singapore it is still possible that something may be caught over there.

Of course, I am sure these aircraft will be of the quality we demand among our aerial forces. For Trade, my country can offer Machinery, Vehicles, Electrical Machinery and Equipment, Pharmaceuticals, and plastics and articles of the same. I believe my country's most pressing need right now would be for Natural Gas, and thus would be willing to create one or more of these routes in order to secure such an agreement.

While Italy is not necessarily known as a hotspot for offshore banking, many of Switzerland's banks hold ties to Italian banks, and especially in the criminal elements in southern Italy, many of those banks and their more illicit connections are implicit in international corruption, so it most definitely is possible that we may catch some wrongdoing on the peninsula
