Ambassador Igor Rogachyov would from his office on an encrypted phone line call Tang Jiaxuan the Chinese Minister of Foreign Affair in his office. He patiently awaited for the phone to be picked up as he sat back in his seat. He had been assigned the position of Ambassador to China, and would dutifully see his job through. There was a great deal of importance behind a relationship between China and Russia.

"Greetings, and tank you for speaking with me. I am Igor Rogachyov. I wanted to discuss the relations between Russia and China. As we share a border this is of the utmost importance. Along with that I would like to initiate negotiations for a trade agreement."

"Yes, I believe that would be the best place to start. I think we can use an overland rail route for the trade as we share a common border. Though, what resources does China have up for trade?"

We'd be more than willing to export and import via rail routes, or we could also export and import through short maritime routes such as Shanghai to Vladivostok and vice versa. "We are currently exporting Crude Petroleum, Refined Petroleum, Natural Gas, Coal, and Semi-Finished Iron. I believe that our industries can work together on this. Our raw materials for your machinery and vehicles. As for the route, I believe a mixture of the two would work. Also, I see this as a grand opportunity. We should jointly improve the roadways, and railways from China to Russia and increase infrastructure for ease of trade."

"As it stands the Trans-Siberian Railway is an important artery. We believe improving it, adding more lines and routes would increase the volume we can handle in rail. Compared to the west, the east has limited infrastructure. Which would be a problem if we are to move forward in trade relations."

"I see... yes, I believe that China would be able to fund 50% of what you have in mind. That being said; just how big of a project do you plan on this being? After all, the Trans-Siberian Railway is entirely within Russia borders..."
