Lyudwig Chizhov the appointed ambassador to Japan since the fall of the Soviet Union and before the fall of the Soviet Union would place an encrypted private call to Yukihiko Ikeda the Minister of Foreign Affairs in Japan. Following the Coup attempt Russia had been very inward focused, but now he had been given the directive to fix that in regards to his responsibility with Japan. So he waited patiently for a pick up.

Russia had exerted an extreme amount of influence over the past few decades. Many in the government still remember those days. The path of the new Russia was still unknown to the Japanese and Hikaru knew he had to handle this call with great care. He answered the call and said in broken Russian, "Greetings Mr. Chizhov... my name is Hikaru Matusnaga, I am deputy minister of foreign affairs... Please forgive me but my Russian is a bit rusty. We are very happy to finally have contact with your government. To what do we owe this pleasure?"

Hikaru pulled out the dossier on Russia along with the instructions crafted by his office for relations with Russia. While listening to his counterpart speak, Hikaru skimmed the highlighted points of the dossier. "Our government welcomes and thanks your government for this overture. We are more than happy to establish more formal relations with Russia. We are very eager to have our regional trade increased and so we are thrilled to negotiate terms for a trade deal. "The limited nature of your navy is fine. If possible we could offer assistance with naval procurement. Currently, we ourselves are concentrated on airforce. One problem we have is smugglers entering, not exiting. There is a trend of kleptocrats in Russia using the economic reforms to their illegal advantage. One thing you may be able to help with more is the identifying of their offshore accounts. Also, for trade what does Japan have to offer?

Oh! also, this all reminds me. We were wondering if Japan may be interested in production licenses? Indefinite ones under a contract of course. If Japan were willing we may be able to go beyond our usual export models.

We understand as well there are some grievances in regards to the Kuril Islands. The southernmost islands. "Interesting, I will address these issues separately.

First, Japan is happy to assist in the discovery and prosecution of international criminal elements. Our entire planet will benefit as a result. We are happy to have our financial institutions coordinate more with Russian institutions. All privacy rights of our lawfully registered enterprises, accounts, citizens, and visitors will obviously have to be respected but with your assistance, we may be able to better detect these criminals by learning the pattern of financing they use.

Second, as far as procurement is concerned, what sort of assistance is your government offering? Our primary issue right now is spare funding to devote to rebuilding our naval capabilities. We can domestically produce most of our naval needs, however, we ultimately will need to purchase one or more aircraft carriers to serve as flagships for our navy.

Third, we export all manner of vehicles, machinery, and electronics to provide cutting edge reliability and capability for all manner of needs. Our equipment is internationally respected for its quality and reliability. We also have raw materials of iron and steel necessary to build our equipment. We see Russia's ability to export all of Japan's energy needs as a strong motivation to open trade.

Fourth, our government is extremely interested in production licenses granted the terms are reasonable and the products advantageous to our forces. While extensive, our domestic production capabilities are limited in several key areas, namely aircraft assets, as our contracts are internationally based. Some of our partners have not confirmed their intentions to honor our existing agreements. Until that time, our ability to advance our airforce is extremely limited. We would be interested in licenses in other areas that might help advanced our kinetic capabilities. "

Finally, your government's willingness to bring this historic disagreement to an end is extremely noble. We accept such terms and will formally end the conflict."

"When it comes to these Kleptocrats as they are called it is theorized that in order to avoid taxation they transfer a large ammount of their money offshore. So, one way to detect them would be to spot transactions of a large quantity from individuals. Some may use shell companies however to disguise this. There are two modes in which they obtain wealth. Smuggling cheap foreign goods, and insider trading. So, there is an element of corruption inherent in both.

As for a procurement of a naval variety, I believe we can be of assistance... We can offer the Kuznetsov-class aircraft carrier or the Kiev-class aircraft carrier. However, the selling of such a product will require a large dedication.

When it comes to trade we can offer Crude Petroleum, Refined Petroleum, Natural Gas, Coal, and Semi-Finished Iron. So I think we can fit the energy needs as described. But, I think we are especially interested in vehicles, machinery, and electronics. This would also go a far way as to undercutting the before mentioned smugglers.

I can also find out what we have to offer, so long as you know what you want. What sort of aircraft are you interested in?

For the ending of that technicality, I think that we can do something to make it more then symbolic. As mentioned before you want aircraft carriers yes? Well, we want to have a secure far east. I propose we enter talks to form an alliance between Russia and Japan. An aircraft carrier afterall is both a large investment, as well as a force projection tool."

"We will have our institutions work alongside yours to flag the suspicious activity. For our naval procurement needs, our government has been exploring the Kuznetsov-class carriers quite heavily. Power projection is not our immediate concern but we wish to build our navy around an aircraft carrier flagship. Our first goal is to ensure the defensability of our homeland. We are happy to open trade lanes with Russia as soon as possible, exchanging energy for finished vehicles, machinery, and electronics.

Once more, we are happy to have Asia secure and have strong relations with our immediate neighbors. Our government was hoping to form an Asia-wide pact to both strengthen our peoples as well as to ensure peace in Asia. We would be very interested in exploring an alliance with Russia. Our nation is not currently in a position to wage offensive wars and therefore, we would like any alliances to be defensive."

"Hmm, I see. So, I think we can put this all into one Treaty/Alliance between Japan and Russia. A defense agreement of course. We will have to work out many of the details, but as a preface here is my suggestion. We can provide Japan as a ally with the Kuznetsov-class aircraft carrier, Su-33, Kamov Ka-31, MiG-29M, MiG-31, Su-27S, Tu-22M3, Su-25T, S-300PMU-2, Buk-M1-2, and 1L13-3 Nebo SV. "Interesting proposal, we will need to discuss the exact details before we can agree to anything, of course. We are happy with the general theory of these terms.

First, what will be the cost to Japan for the aircraft carrier and the production licenses? While a payment term is completely reasonable, and expected, if these production licenses are contingent upon our continued diplomatic relations we would imagine their value to be significantly lessened to permanent production licenses. Please note that our government has no intention to take actions against Russia or otherwise betray any alliance agreements, however our recent experience with foreign production licenses has placed us in a position to be hesitant towards them. We would also be interested in discussing terms for helicopters as well. We offer to pay a continual production licensing fee rather than a single, upfront, payment for all licenses at once. Our government is not in a position to make extremely large acquisitions at this time, so our expenditures will have to be measured as we work to revamp our nation's economy and military simultaneously. Such a payment plan would allow our government to build at a comfortable measure.

As for basing rights, we are worried about our sovereignty and opening our territory to attacks if we offer independent basing rights to Russia. We would welcome Russia ships and planes to work alongside our military at existing bases, or, if your government seeks to construct new bases, that these bases be shared with Japanese forces. We would share the costs of new base production as well. We view access to our bases as a significant value to Russia and would value this as a further discount to any payment or payments for production licenses and the aircraft carrier.

Finally, as far as the machinery, would this be a trade route whereby Japanese firms ship machinery to Russia on an ongoing basis, or does your government wish for a shipment of goods as part of payment to secure this agreement? If so, is this separate from an ongoing trade agreement between our nations? We are preparing investors to purchase a large number of cargo vessels to begin international trade and we would be happy to dedicate some of these ships to trade between our nations."

Hence, if Japan wishes to have them and their production licenses they are contingent on a alliance. Now then, you mentioned gradual payments yes? How about this, Japan can pay in an increment based on a number of a product produced. For instance, per 60 aircraft an ammount would be due. Per missile system it would be per 10. Land vehicles, per 100. But, as to ensure payments are made for holding it, an increment would also be due at the end of a month if no payments have been made.

I sorry that you seemed to misunderstand. Basing rights would be for shared bases. Not solely for Russia. This is meant to offset the loss of the strategic point that is the Kuril Isles. I do believe you are underestimating the value with which the Kuril Islands hold. Thus, this would not count towards equipment. This is a separate exchange entirely. Kuril Islands for Basing.

The shipment of machinery would be separate from trade agreements. High quality tools such as drill bits will be necessary for future production. However, what does Japan have for offer in trade?"

"It is Japan's intention to maintain peaceful alliances with our neighbors. In fact, we are hoping to eventually create an Asian-wide pact of nations which trade and support each other. "We are eager to speak with your ministers regarding production licenses as soon as possible. Another option we wish to be considered is simply a percentage fee attached to each production. This may not be the final option, but we should consider it for its ease of implementation and ease of cost analysis for our budgeting.

As far as Russia and Asia are concerned we fully recognize Russia’s presence in Asia - and out government has promoted Russia’s Asian heritage to other nations. This is why we feel that any Asia-wise pact seeking to promote peace and unity would be somewhat hollow without a Russian presence.

An intercontinental alliance would be interesting. One of the goals we had for our Asian-focused pact would be to remove outside influences from Asia and support Asian self-sufficiency. Part of that goal might conflict with European interests. That being said, more nations in agreement on favorable terms would strengthen all involved.

We suggest that we host a conference between Russia, China, Japan, and Vietnam to discuss an Asian pact and whether we would want to broaden it. Our embassy in China reports that the Chinese are amenable to an Asian-wide pact and are very interested in Russia’s position on the matter.

For our trade, we can have ships traveling potentially daily to ports on your east coast. We can have major trading, committing possibly 5 ships to travel with one set of Japanese goods and return with another set of Russian. We are very interested in energy resources. We have our own domestic iron and steel production but we could exchange these raw resources as well and allow for competition between our domestic producers so that each finds their niche price point and market. Our exact major exports list is:

1. Vehicles
2. Machinery, including Computers
3. Electrical Machinery, Equipment
4. Optical, Technical, Medical Apparatus
5. Iron, Steel

We propose the following routes:

1. Vehicles on a vehicle carrier from Japan to Russia.
2. Container ships trading Japanese Machinery, Electrical machinery and optical, technical and medical apparatuses to Russia.
3. Bulk Carriers carrying Japanese iron and Steel and returning with Russian coal and Semi-finished Iron
4. Tankers carrying Russian crude and refined petroleum to Japan.
5. LNG carrier delivering Russian natural gas to Japan.

We would need at minimum 5 ships but depending on the volume of deliveries from the container ships, we could add another 2 container ships to the routes dedicated to a single good and an additional tanker to give us two tankers, each dedicates to a different type of Russian Peteoleum. Additionally, we could use two bulk carriers from delivery of Russian goods to Japan, each returning with Japanese steel and iron. This could put us at around 9 ships dedicated to trade between our nations. The rewards would be great and ties us strongly together."

"You know what? I like your thinking. That makes things rather simple. The fee would have to be a little cheaper then what our standard profit margin is. 40% per unit in a production should be good for us, while not hurting your ability to produce. However, this would mean that you cannot encrypt productions. But as an outstanding nation, I do not see the need?

I think we would very much like to pursue such a conference. As indeed, it would be odd for us not to be included. When do you plan on hosting this event? We could host in Vladivostok if you wished.

"We are happy you agree to our proposal in theory about the percentage of productions. Of course, we would never abuse our domestic production right and would not hide our capabilities. We would hope that once our ties become closer, possibly with the creation of an Asian pact or broader, that the markup could come down somewhat but we understand Russia's position for now. We will accept those terms. We would like to potentially expand our production rights, however. We seek production of helicopters, artillery, logistics trucks such as the Ural 4320s, and several other assets from Russia. We our military planners would like to many many of Russia's military hardware our standard issue equipment. Given that, we feel that potentially a generalized production rights agreement would help streamline the offer. Of course, you can reject this idea and restrict it to those aircraft, or possible delineate types of Russia's equipment that Japan would not be permitted to produce domestically.

The event is planned for next month in Tokyo, we hope that the venue and dates are not an issue. China will attend and we are hoping to invite the Vietnamese.

Very well, we have access to most of these ships from one of our domestic shipping companies, International Transport Solutions. We suggest that each of our nations becomes responsible for acquiring the trade vessels that will serve their import needs. So, for example, Japan would be required to obtain a Bulk Carrier to import Russian Coal, Tankers to import crude and refined petroleum and a LNG to import the natural gas. Russia would need to obtain a vehicle carrier car teh vehicles and container ships for the machinery. If ITS does not have enough ships to meet this need, they can quickly produce more.

ITS has also asked us to inquire about Russia's civilian aviation industry. They would like to add IM-96 variants to their fleet, and possibly other smaller planes as well. We could add these civilian aircraft to a domestic production license or purchase them separately.

As this conversation will show, candidly, Japan needs a strong partner like Russia to be a close ally. We need a partner to cooperate with militarily, intellectually, and politically. We feel that that partner should be Russia. If we can sign this Asia pact, the union of Russian, Chinese, and Japanese interests would be a powerful force in the world and effectively ensure that we can secure prosperity in Asia, free from outside influence."

"Might I make a suggestion? Due to the nature of your country I would suggest the Kamov Ka-29 over the Mi-24 as it would mesh better with your navy and is also a fine assault transport helicopter. Other then that? I can approve everything you requested for production licenses. How long will you require the production licenses for? Time once initiated can be renegotiated.

But yes, once we have entered an alliance you can expect that percentage to go down to 20%. Plus, no doubt you will have options from China. Though we do not recommended direct copies of our equipment from them until they have improved their manufacturing techniques and tooling.

"Very well, the Ka-29 should do well then. We are similarly considering the Ka-27 to arm our helicopter destroyers with. We would like to immediately fill an order for 3 of these Ka-27s. We have several options offered by our manufacturers. Nissan 300ZX (Z32), Toyota Supra, Honda NSX, Acura Integra. Our vehicles provide exceptional performance at realistic prices. We have much to offer each other and we should do our best to keep purchases within the region.

Any additional guidance or suggestions on the creation of our air capabilities would be much appreciated into the future as well. We would be interested in possibly replacing the MiG-31 with the MiG-31M. The 31M is more advanced, but also far more cost effective. Potentially also including the base version of the SU-25 as well, to complement our domestic close air support aircraft. We are also interested in the Su-30 to complement the MiG-29 for more long range operations. Our goal here is not to circumvent Russian control over your products, but rather to streamline the process and allow your nation to simply collect its due profits. We would even invite Russian observers to our factories to demonstrate our commitment to fulfilling our obligations. Additionally, we wish to confirm that these licenses are inclusive of maintenance parts and equipment necessary to ensure peak performance.

Finally, we would also like authorization to purchase additional defense exports from your Ministry of Industry and Trade. As we said, we are hoping to use a number of Russian-made units as our standard issue equipment."
