Sergey Baburin policy question

So one of the things that Sergey Baburin is known for is apparently wanting to compensate the Russian people for the wrongdoings of privatization in the 90s. This involves giving every single Russian 150,000 USD. How would one best go about this? Make set it up as a running cost so money is delivered automatically? Can it go into an account so I can keep track? Also that plan would cost about 22 trillion dollars. MN economy is scaled down, so would that mean it makes sense to scale down the compensation to match? What would the equivalent be in such a case?

Opening a new Running Cost (%) would be the easiest way, as these Contributions would be taken automatically on a Tax Period. However, you wouldn't be able to track them.
Opening a Corporate Account means you would have to make the Transfers on the Forum manually, otherwise the Funds would continue to be stored in this Account.
Unfortunately, I cannot offer an Alternative Scale to match the MNverse, and would advise you choose an Appropriate Figure that Russia can afford.
