Dear Minister Tanaka,

I would like to preface this missive by conveying my condolences and deepest sympathies to yourself and the citizens of Japan for such a tragedy which has struck upon your nation on the event of what was supposed to be a joyous celebration of the new year.

We have prepared for our specialist teams consisting of 600 paramedics, 30 doctors, 70 nurses and 1500 emergency workers who have volunteered along to assist overseas with your plight should authorisation be approved.

Please advise where best to allocate resources to assist in the best possible manner in such a horrendous attack on your citizens.
