I am writing to you in confidence and would appreciate it very much if this subject could remain at your highest possible encryption level in line with the Spanish, this subject is a matter of national security which Sparrow Industries and the Republic of Spain can cooperated in.

We are looking to update our current fleet of helicopters for the army. While we have purchased from you recently two types of helicopters, we are actively seeking another one in line with our operation expectations and understand Sparrow Industries is an leading manufacturer of all types of helicopters, and are responsible for the design of the NHIndustries NH90 which we would like to purchase a few of these helicopters for a domestic production and secure an agreement in order to secure Spanish interests for at least 5 years. If this is something you'd be willing to consider I'd be happy to continue to talk to you in order to reach an agreement. Keep in mind that Spain as the manufacturing capability to produce such an advanced system in its manufacturing plants.

We have access to NH90 Helicopters through our majority stake (62.5%) in Airbus, helping us to hold a dominant position in high-performance aerospace products. Your transaction comes at a time when unfavorable changes have struck the exchange rate. There might be delays in operational testing, forcing us to reschedule planned deliveries. While the current financial crisis is global in nature, Sparrow is trying to alleviate pressures by spending surplus funds to avoid a fall in the labour market. We're in a favourable position to most, so we're able to stay trading in volatile periods like now.

Our main production line is in the United Kingdom, but we must look at reducing costs to sustain the business and it's employees. Moving the manufacturing process to somewhere more local is preferred. What models are you interested in acquiring?

This is a reason that we maintain a strong trust in the Sparrow Industries, and why it continues to be one of our main defense contractors, with the recent economic fall it it is imperative to continue productions and sales and to continue making enough profits to stabilize the nation, which we why we are deciding making an extra purchase from your company, to show our commitment to this partnership.

Currently we are looking to acquiring a Domestic Production License for a total of 148 x HT-29 Caimán which is the Spanish Version of the NH90, which we are capable of producing in our manufacturing companies with authorization by your company, if you agree that is. This would mean that 5% of the production cost of this product would be directly sent to your company, being a total of $1 755 024,375 sent to your company. This would mean that Sparrow Industries would not spend any money on the production, which would be payed by my nation, meaning that your company would just recieve a clean profit without paying production cost.

We're pleased to advise that your request for a license to produce the NH90 Helicopter has been approved. You are required to pay the prescribed license fees of $1,755,024,375.00 (including value added tax). In case you don't have a copy of our terms and conditions, these are attached. The term of this patent is no longer than four (4) months from the date of issue, and will terminate thereafter.

Sparrow industries and Spain have continuously deepened bilateral relations, so we look forward to expanding our partnership during your tenure as Secretary of Defence.

I believe there as been a misunderstanding on the price for the License, in our previous correspondence we detailed that 5% of the production cost of the NH90 TTH is $1 755 024,375 Million, which for the 148 units would come to a total of $259 743 607.5 sent to Sparrow, which is 5% of the total cost Spain will solely pay for the production of these units in its territory. Are these terms still acceptable with Sparrow Industries?

Please accept our apology for the misunderstanding with regards to the license fees. We're mostly British in nature and as such, we have adopted a different decimal separation method to the Republic of Spain. Although the percentage you have graciously offered is smaller than our usual appreciation (30%), we're happy to continue with the sum of $259,743,607.50 to demonstrate our close friendship.
