The Republic of Spain continue to look at the United States of America as a staunch friend, and a nation we can count on to continue protecting democracy and freedom in the world, ensuring its peace and prosperity. As such we would like to take a more personal approach towards the buying of military equipment from your nation. The Spanish Department of Defense would like to procure new ships for your navy, and we have found that the Spruance-class destroyer is a strong candidate and will become essential in our Navy. Is your department willing to discuss the selling of this equipment to Spain? We would be looking towards buying around 8 to 12 Ships for our Navy, this would of course be payed in instalments, meaning the US would have a steady flow of funds, instead of all at once. However it depends on wether the US is willing to sell these.

Would this means that this type of destroyer is pat of the items that are black listed by the US Department of Defense? If so, would it be possible to know if another class of destroyer with the same capabilities as this one is available, as having a capable destroyer in our Nation Navy is one of my top priorities.

Regarding more on the front of relations, I believe it would bode well, to engagement in mutual cooperation in the GAPFOR Romania, which is is establishing a temporary DMZ between Moldova and Romania, is the United States available to deploy forces to aid in this endeavour taken part by South Korea, Spain and the United Kingdom? It wouldn't have to be military personnel, but logistic personnel is very much welcome as Brazil is prepared to do.

"Hello," Miss West said in a distinctly feminine voice. "It is very nice to hear your voice Mister Secretary. I am calling to discuss Spain's interest in acquiring Spruance class destroyers. While this deal was initially not going to happen, the Secretary of Defense himself informed me that the United States does presently have ten Spruance-class destroyers that are not in active use are were only built in either 1995 or 1996. These new destroyers haven't seen combat and are still in pristine condition. The Department of Defense is open to the idea of selling these vessels to Spain, with some stipulations such as they could not be handed over to another nation, entity, or individual. Also, if you would like twelve, then the Defense Department is also open to constructing two more for Spain.

"We normally do not sell this kind of equipment to other countries," she noted, "however the government is considering making an exception for Spain. Your government has been a long-time historical partner of the United States, and has recently shown strong organizational skills with its armed forces. We are interested in developing a working-relationship with Spain, within the realms of politics and our militaries. While 'alliance' may be a strong word right now, I have no doubt that we could develop a friendship that could lay the foundation for one. Do you think this is something that your government is interested in?" she asked.

Hearing the feminine voice the Secretary would silently face palm.

"I apologize, Miss West." After hearing the proposal he would be very happy. "That is prefect actually, are these Spruance's the same version as the USS Hayler? If they are we are ready to pay 100% of their production cost, as we view them as a key vessel for our navy, as they will be the main spear head in our formations, especially for Surface Warfare and Anti-Submarine operations. However you need not to worry about us selling them to other nations, we would rather either re-sell them to the US, or scrap. However that wont happen for the next foreseeable future. However we are happen to sign an agreement for it." He would pause.

"We consider the United States a strong friend and future ally, which is why I would like to propose a military exercise involving our navies, greater cooperation between both nations is a must. The US as time and time again, aligned with our ideals and ideas, and the epitome of democracy, one which we take as example to follow. We hope to continue this for a long, long time, especially in the realms of diplomacy, now with a resurgent Soviet Union, which is very concerning. I fear that a Iron Curtain is falling again in europe, if they return."

"The Spruance-class that we are offering are equipped with the 61 cell VLS and 21 cell RIM-116 Rolling Airframe Missile launcher mounted on the starboard fantail. We would be willing to part with each ship for $225-million a piece. I'm happy to hear that you would not be selling them to other nations..." she said.

"I believe the Secretary of Defense has contacted your government - we are presently making a major deployment to the... to an area east of Spain. We would benefit significantly if your Navy would be willing to deploy submarines to assist our fleet. I can talk to the Defense Department if your government would be willing to send some to join our fleet once it arrives to Gibraltar... However, as I said, this is a legitimate operation and not an exercise. If you are open to the idea, then the Secretary of Defense can fill your government in on the operation," she said.

After listening to his comments about Russia, she carefully said, "The Gore Administration stands strongly opposed to the proliferation of communism. We have made inroads into improving our relationship with the Russian Federation, but a resurgence of the Communist Party and the Soviet Union would destroy almost everything that we have so far accomplished... Time will tell, but for now there are other people that we can help," she said.

"I agree with you, we have also grown relations with the Russian Federation, and a resurgence of the Soviet Union will destroy these relationships. This is one of the reasons I believe that the United States, United Kingdom, Sweden, Spain should strive to work more closely together as I believe all our ideals are very much aligned."

"We would most certainly would like to sign this treaty with you, however due to our current funds, we would need to buy the the Kitty Hawk and its carrier wing at a later date, possibly after the next tax returns. however we can most certainly pay for the Tarawa-Class right now, if we transferred the funds today, would you be able to produce them still today?"

"Regarding the treaty, what would this entail? Would be a Defensive alliance, like the previous disbanded NATO? As if one of our nations were to be attacked, it would be considered an attack on the other?"

"The United States is presently in talks with establishing a possible defensive alliance with the Republic of Korea and possibly the United Kingdom. Would this be an issue with the Spanish government? If not, then we could begin talks for a defensive alliance between the two of us," he said.

"At the moment, there has been no discussion to establish an alliance between all four nations. So far, these have just been mutual defense pacts between these countries and the United States. However, we are very interested in establishing that kind of a defensive alliance... However, that is a bit out of my wheel-house. Our ambassador to Spain is aware of our foreign policy objectives. Would it be possible for he to meet with you or the Minister of Foreign Affairs at a time that would be suitable for your government?" she asked.

The aforementioned price of $4.5-billion was acceptable.

"Our Secretary of State is currently still held up in Moscow, however events over there have deescalated, we are in negotiations with the Russian Government to expatriate him. Regarding the possible alliance, we could create a international meeting in Madrid between all Ambassadors from South Korea, United Kingdom, United States and the Spanish Republic, in order to discuss this, perhaps from that we could take a greater sense around this and how each nation feels about the idea. Would you support this idea?"
