Your Excellency,

Based on the reporting in Polish press, as well as the positions of both our Navies' vessels and the activities of your own ships, we believe you are well aware that the party responsible for spying on our vessels and publishing their data for the world to sea is the Republic of Thailand.

Based on the RADAR signature we have been able to determine that the UAV launched was an IAI Searcher 2. This is a drone originally manufactured by Israel and sold to only a few countries. The only ones within range being the Republic of Thailand and Republic of Cyprus. As Cyprus has no interest in Israel or Palestine, and we have additional sources of intelligence showing where the drone was launched from, we have likewise come to the conclusion that Thailand is responsible as well.

As the data leak concerns both our countries' national security and we each have data and evidence that would help the other, I would like to propose a joint investigation. As part of this investigation the State of Israel is willing to provide classified manuals and schematics of the IAI Searcher 2, records from our Integrated Air Defense Network showing where the drone was launched from, and a team composed of members of Israel Aerospace Industries, the Ministry of Defense, the Israeli Air Force, and the Mossad to travel to Poland to investigate the salvaged parts and aid your own investigators. In return we would like to request a guarantee that Poland will not use the data we share to duplicate IAI's proprietary equipment, access to full investigation results, and judicial cooperation so that we may prepare and file our own criminal charges against the Thai spies in your custody.

I believe this is a very fair proposal and that it can both benefit in this investigation and serve to aid Polish-Israeli relations in general.

Thank you for reaching out to my Ministry during this trying times with an attempt to open friendly relations with my government. Unfortunately, I will not be able to assent to the joint operation as our two nations have had no prior dealings with one another. While I do appreciate the offer in regards to hosting a joint investigatory body with the Israeli's and something I look forward to in the future, Polish policy is to not allow foreign military and intelligence operatives on our soil without at least formalizing diplomatic relations with one another. I can however, apologize for any confusion caused by the Thai leak of classified documents and the straining of our future relations with the information revealed. As the operation is now no longer classified I can state the intention was to never cause unrest within Israel itself but to monitor the growing escalations between Israel and Palestine and attempt to stop the estimated millions of lives lost such a conflict would inflict. With the most recent population estimation for the Gaza Strip and the West Bank, we feel a majority of these casualties would have been children. It was never Poland's intention to interfere with the democracy of Israel nor the self-determination of her citizens. I have carbon copied our Minister of Foreign Affairs to this email so that he is up to date on what has been said and he will reach out to you shortly.

Minister Goldstein, Thank you for reaching out to my compatriot within the Ministry of National Defense and I apologize he was unable to assist you in regards to the Joint Investigation offered by yourself and your government. Unfortunately, I am unable to assent to hosting Israeli personnel on Polish soil at this time. However, as we currently do have Office of State Protection agents as well as Polish personnel within the region, I would like to counteroffer that the Israeli's lead the investigative body into the matter of the IAI Searcher 2s as this incident did develop just outside Israeli waters, involved Israeli made equipment, and also risked the security of Israeli personnel. We are happy to hand over whatever remains of the three UAVs over to your government and, most likely, the INS David Ben-Gurion which attempted contact of the OKP Gwiezdny during the operation. While Polish personnel would remain under the control of the Polish command structure, I am sure they would be eager to work hand in hand with their Israeli counterparts as long as we had a legally binding agreement that all personnel will be allowed to leave Israel following the conclusion of the operation as long as Polish personnel agree to commit no acts of espionage. Should the Israeli feel that polish operatives have committed espionage we would like to request they be removed from country via Airplane to Poland paid for by the Polish government. I will also be reaching out personally to the Isreali Ministry of Foreign Affairs to begin the opening of official diplomatic channels.
