Dear Kristoffer Solberg (Minister of Defence, Kingdom of Norway),

I am writing to you on behalf of the Defence Materiel Administration, an organisation within the Swedish Department of Defence, responsible for the development of the Swedish Armed Forces.

The Kingdom of Sweden has for some time, in conjunction with the Kingdom of Norway, been the sole guardian of the Antarctic territory. However as the Swedish Royal Navy has progressed substantially since the claim of this overseas territory was announced and unfortunately the vision to protect mainland Sweden has overshadowed the defence of Antarctica. As such we intend to expand military capability in the region in the coming months and instead replace it with a much more advanced piece of equipment which can fill the void in our navy. I am hoping that the Kingdom of Norway will be able to do so with the sale of the Ula-Class Submarine.

We intend to purchase four of these submarines.

Naturally conversation surrounding the purchase of military equipment requires some degree of negotiation and I would be happy to accept an encrypted telephone call from your respective department in order to discuss this purchase or perhaps a more suitable alternative.

Kristoffer Solberg picked up his phone and made an encrypted call to Göran Mårtensson. If his side of the line was encrypted when he answered, he'd pick up the phone and introduce himself.
"Hallo Mr. Martensson, this is Kristoffer Solberg. I've read your message and I have briefly consulted with a few key members of the Council-of-State including the Prime Minister. The Ministry of Defense would be willing to sell Sweden four of these submarines, on the condition that your government can produce a legally-binding document signed by your Prime Minister and Secretary of Defense which states that the submarines cannot be resold or leased to any nation besides Norway... Would this be acceptable?"

Göran picks up the telephone, this also encrypted as standard, and answers with his generic greeting.

"Ah! Minister Solberg I am glad to hear from you so quickly, this request was blasted through my office from the Department of Defence, they're eager to get the production started... Of course, we acknowledge that this is one of the most advanced submarines in the world and would very much like to retain it within the Nordic region! Do you have any kind of price point to hand? I am hoping it's within our funding framework."

"The Kingdom of Sweden is our closest ally," Solberg said with much assurance in his voice. "We would like to help in whatever way we can. I hope that in the future all three countries of the Nordic Council can build an even more advanced submarine, and other equipment for our armed forces to use. In regards to price..." he said as he fumbled through a few pieces of paper on his desk. "We've never sold this before, but the price I came up with is $137,500,000 per unit. This would be a grand total of $550,000,000 for the four submarines," he noted. "Will that work?" he asked.

"I'd be happy to pay that value, I will have the funding transferred as we speak... I must thank you for your extended hand of kindness." meanwhile the appropriate costs are transferred to the Norwegian accounts.

"It's no issue, I'll make sure that the Ministry of Defense sees to their production right away. It was nice to talk to you," he said. If there was nothing else to discuss, the Minister would terminate the phone call.
