[1] PREAMBLE

[1a] BACKGROUND​

With note to the rapid global change and huge financial and military uprising, the highly popular shipping area of the Baltic Sea and surrounding waters have flagged on numerous occasions with the Swedish Coast Guard - the potential for lawlessness, foreign unlawful entry and search and rescue capability being stretched or even completed ripped apart has resulted in the SCG deeming it necessary to push forward preventative measures and as a result an Operational Directive has been pushed to the Department of Justice pending authorisation. There is a gap in Swedish protection, the seas. It is essential that the Kingdom of Sweden begin branching out to localised law enforcement positioning in order to better understand threat. With note to the potential intelligence gathering of this operation a TOP SECRET tag has been attached to all documentation with credit to the clear risk of international tension should a leak occur (reference: Document Classification ans Security Act 1995 (portfolio holder Swedish Security Service)).​

Over the past few months Operation Tungsten had taken a back seat with little to no progress being made on maritime safety in the region. The Swedish Coast Guard stands as the coastal defence, search and rescue and maritime law enforcement branch of the Swedish Department of Justice and one of the few uniformed services in the kingdom. The coast guard is a unique service with the sole mission of maritime law enforcement with jurisdiction in both domestic and international waters. The agency hosts a number of capabilities including the mobilisation, organisation and tasking of adequate resources to respond to persons either in distress at sea, or to persons at risk of injury or death whilst also retaining capability for land based search and rescue operations.

The Director General Judith Merlin holds big plans for the agency to develop into a military-style branch retaining the emergency service capabilities but enabling offensive/defensive capabilities in times of war or uncontrolled conflict.

With the development of majorly economically developed countries in the Scandinavian region it was deemed 'fundamentally important' that Operation Tungsten gets the attention it almost certainly needs in order to ensure both domestic and regional waters are safeguarded from emergency situations and unlawful activity. In addition to these primary roles there remains an intelligence-lead response to the operation in order to enable to agency to develop a clear and informed understanding of the regions waters and how best to develop strategy and policy to effectively police these areas.

A meeting sits within the Swedish Coast Guard Operational Support Centre (SCG:OSC) in which sits a representative and adviser from the Swedish Department of Justice, various senior figures from the Swedish Coast Guard and sector commanders from all corners of the Swedish coastline. The meeting is conducted within a secure room outfitted with the latest technology whilst retaining a secure outfit preventing leads of sensitive information to the outside world, memos for this meeting are sent via encrypted internal systems in line with the Swedish Document Classification and Security Act 1995 and naturally the outside world are not informed of such activities with consideration to the 'TOP SECRET' classification given to the operation by the SDoJ.

Director General Judith Merlin sits at the head of the table, beginning the talks "Guys and girls thank you for attending this afternoon, as you're all aware we've been given notice from the Department of Justice to have Operation Tungsten mobilised in the coming weeks in order to ensure Sweden is secure from the growing nations in the region. As you know we've seen the return of both Danish and Norwegian governments which sit as our neighbours but we also have the rapid growth of the Dutch who sit only a sneeze from the mouth of the Baltic Sea. I have no doubt that the Scandinavian states of Norway and Denmark have no offensive intentions against us however not only will our deployment serve as a deterrent it will also proactively display the might and capability our agency has grown to cherish, something I know the Department of Foreign Affairs intends to use for the betterment of the region as a whole... after all friendship and cooperation will serve us all in the long run. Now, I will pass over to Sector Commander Jens Halvet who will brief you all on the coming weeks."

Jens leans into his notebook reading from a make-shift agenda he had scurried up "Alright everyone, Operation Tungsten is in its infancy and as far as plans go for right now we sit with one campaign, the Skagerrak Campaign - in this we will be focusing on waters at the very top of Denmark and at the Norway-Sweden border... honestly I cannot see us tracing much further beyond Norway than the town of Egersund on the border and I really don't want vessels venturing into the North Sea until we receive the appropriate authorisation to mobilise in that direction. On the other hand, moving back towards Copenhagen and Malmö is not the end of the world and I can almost certainly see Operation Tungsten incorporating Kattegat Sea towards the Baltic anyway, so we may as well display a capability here. Essentially we're looking at a Western Sector deployment at first with the inevitable involvement of Eastern Sector considering their extensive fleet - I would like to deploy only Western in the first instance to establish any holes in our organisational structure prior to support from the east. Throughout this operation can we ensure that personnel on board are ready for law enforcement activities as well as any maritime-rescue response you retain, we're not only there to fly the flag but also to ensure the safety of those using our waterways."

Jens glances around the room at the faces staring back at him... Operation Tungsten had begun... or at least the paperwork had.
