Under Secretary of Defence for the Navy, Flora Larsson, makes a private and encrypted telephone call from her office to the Brazilian Department of War and Defense.
When answered, the Brazilians would be prompted to encrypt the call at their end and notified of the 'TOP SECRET' marking appended to the call.

One of the secretaries of the department would come into Antonio's office, telling the General of the call and its nature, Antonio would nod a thank you to the Secretary before they left the room, leaving him alone. Upon ensuring that the Call was encrypted and secure, the Chief of War and Defense would answer it.

"Hello, Secretary Larsson, this is Chief Antonio Peixoto of the Department of War and Defense, how may I help you?"

"Secretary, thank you for taking my call, it's Under Secretary Flora Larsson calling from Sweden - are you well? I am sorry to call you out of the blue however I have a request to pose to you that's likely to take you by some surprise... are you free to discuss?"

The General sat back on his seat, turning to look out the window of his office to the main street of the Imperial District, Less busy due to recent events.

"I am doing well, what about you? Indeed, I'm free to discuss, but what sort of request do you wish to make me? A Military Purchase perhaps?"

"Potentially. We need to refuel a large flotilla travelling to support our Antarctic claim in the coming days, this is following a large investment in ice breakers and naval equipment capable of doing such a task. Whilst we seek a European partner to support us with endeavour this will only get us so far and as such I ask if Brazil would be willing to support this?

We will have a replenishment vessel travelling with the flotilla to avoid the need to impede territorial waters with warships, all I need is your blessing to refuel a single replenishment vessel to allow our progression into the Southern Hemisphere...?"
