Secretary of Defence Peter Hultqvist, noting the undisputed past cooperation with the People's Republic of China, puts in a telephone call to his foreign equivalent.

The call would go through the Ministry of National Defense and reach the office of its Minister in charge who would use an encrypted line to answer. "Hello, this is the Ministry of National Defense. General-Minister Chi Haotian speaking. How may I be of assistance?"

"General-Minister Haotian, sir, I am Secretary Peter Hultqvist from the Swedish Department of Defence. I am glad this call reached you well, how are you?"

"Secretary Hultqvist, it's good to meet you. I am doing well, how are you?"

"It is a pleasure sir, the Swedish-Chinese relationship has certainly been unique thusfar... we've done a lot of high-value trade without much bilateral conversation!"

Peter chuckles before continuing.

"General-Minister I am very well thank you, I understand you're well underway with the growth of your Armed Forces; I'm not much of a better man but I can guess that defending a nation the size of China is no cheap feat!?"

"We can agree on that. It's always nice to form some sort of relation with the nation that yours is selling military equipment to." The General-Minister would chortle. "It certainly isn't, billions of dollars have already been spent and I must say it's hardly put a dent into what we have planned for the armed forces. There's still quite a journey left to go, but for now the People's Liberation Armed Forces are currently more than equipped to defend China."

"Well that brings me onto my next point, the Kingdom of Sweden has been saving for some time in order to allow for the modernisation and advancement in military technology and assets over the few months - were now at a stage where we have the funding to provide the latest equipment in order to protect the lives of both Swedish and foreign nationals within our borders. Part of thay development has brought great interest in rocket force, something China is overtly a field expert in... now, whilst I appreciate a lot of the technology in this area is a 'trade-secret' I'm potentially looking to invest billions in this area and would like that money to land in your hands."

He pauses briefly.

"That is of course if you're interested?"

The General-Minister would think for a few moments. "You must understand that we won't sell just any missile to you, but I suppose we could enter negotiations about the potentiality of a sale to Sweden and its armed forces. It would really depend on which missiles you wish to purchase. Is Sweden looking into anti-shipping, anti-air, or land-to-land missiles? Short, medium, long, or intercontinental ranged? There's also the question on whether you want these to be extremely mobile or not, or if you plan on them being within silos."

"Oh Minister I am consciously aware that we could sit and negotiate in this calls for hours and still leave the other end with no commitment to production. This is a sensitive subject. Sweden has shown its commitment to Chinese equipment in the past and its commitment to facilitate a strong and flourishing friendship in the future off the back of that. We are, after all, the wealthiest country on the globe and that wields great responsibility especially when we can almost double a nations income without causing much of a dent to our own economy."

"In all honesty were looking at ballistic missiles, both intercontinental and providing its financial sensible we are also interested in short to medium range missiles too. Now preferably wed like these to be more fluid and want to avoid the necessity for silos - as you can see this is where the money comes in because well need compatible TELs to support the missiles"

"Well, when it comes to intercontinental ballistic missiles we have the DF-5 with a range of roughly 13,000 kilometers. Sadly, however, due to its weight no TEL currently developed would be able to support it and therefore it must be fired from a silo. I suppose a fair price for these, if Sweden is interested, would be 30,000,000.00$ per missile. We also have the much more mobile DF-4 with a range of roughly 5,500 kilometers. It is able to be transported by a very large trailer hitched to the WS2300 tactical truck. We'd be able to sell Sweden the DF-4 at 26,000,000$ per missile and each WS2300 tactical truck at 4,680,000.00$. For short and medium range we have the following: DF-21A at a range of 1,770 kilometers and the DF-11 at a range of 750 kilometers. The DF-21A would be sold for 24,500,000.00$ and its TEL, the WS2400 can be sold for 4,920,000.00$. The DF-11 would be sold for 4,500,000.00$ and its TEL is the same as the DF-21As.

If any of these interest you then we can negotiate more."

Peter chokes on his tongue as the prices fall from the Chinese mans mouth; he briefly jots down the details as they're spoken into his notepad.

"Jesus. That's significantly more expensive than I was expecting - with the cost in mind is there any opportunity for us to purchase a domestic production licence to couple with our arrangements? It would make more financial sense for China, considering you'd earn an income on a monthly basis to enable our licence retention."

"I'm sorry to say that my government would not allow to sell domestic production rights for our ballistic missiles. But, perhaps we could negotiate on the prices. Let me know what you and your government would be willing to pay for each missile and their TELs and we can go from there."

"Well I have no idea how much the missiles cost you to produce, naturally you'll want some form of profit which is understandable. Generally we're reluctant to surpass 10% profit on products as that is usually the point where the sale becomes unfair and harder for us to justify - afterall this is being purchased with tax money."

 

[Alex]

"Yes, that's understandable. The DF-5 is our most powerful and advanced ballistic missile, we wouldn't be able to let it go for less than what I've listed it at. This is mainly due to the fact that this missile would be able to reach us from Sweden, not saying that you would use it against us, but our national safety must always come first. However, we'd be willing to let the other missiles go for 10% profit. With that said the DF-4 would be sold for 17,600,000.00$ and its TEL; the WS2300 for 4,290,000.00$. DF-21A for 17,600,000.00$ and the DF-11 for 3,300,000.00$, their TELs; the WS2400 for 4,510,000.00$.

Does this sound more reasonable?"

"I can appreciate the attention to your national security, that's obviously at the height of any form of conversation bilaterally."

"Those prices are more reasonable however I'm interested to see if you have any SLBM's available and of course submarines capable of launching them? If so, what would the pricing be for that? We have the option for European-built equipment however the prices are not cheap and they're likely to be a last resort. We would be looking to stockpile the missiles maybe in the region of 45-50."

"Yes, we do have a ballistic missile submarine, it's nuclear powered. It's called the Type 092, or Xia-class, whichever you know it by. We'd be able to sell each submarine for 1,000,000,000.00$. It can carry up to 12 SLBMs and has an unlimited range and can submerge up to 984 feet. It fires both the JL-1 and JL-1A SLBM, the JL-1 has a range of 1,770 kilometers and the JL-1A has a range of 2,500 kilometers. We would sell the JL-1 for 12,075,000.00$ for fifty of them it would add up to 603,750,000.00$. The JL-1A would be sold for 16,675,000.00$ for a total of 833,750,000.00$"

"That's certainly significantly more cost efficient, what is the difference between the JL-1 and the JL-1A? Which would be the most beneficial to us?"

 

[Alex]

"Its only difference between variants is its range. The Chinese navy needed a greater ranged SLBM for the submarine and thus spawned the JL-1A. That being said the JL-1 would be more than enough to cover all of Scandinavia, but if you wish to reach further targets, then the JL-1A would be more beneficial. If price is a concern on the SLBM then the JL-1 would be the most beneficial."

"I think we'd be looking at the JL-1A, how much would fifty JL-1A and one Xia-Class total at... just to clarify?"

"The Xia-class Submarine and fifty JL-1A SLBMs would be a total of 1,833,750,000.00$"
