I do remember, few months earlier, our Secretary of Foreign met with your Vice President at Nigeria regarding to talk about agreements and infrastructure that Taiwan will help Nigeria to build. Sorry for delay about the response, we were busy due to internal and external works. So, for the purpose of agreement, we would like send engineers from Taipower. Our engineers are ready to depart Nigeria as soon as your response about Abuja and Lagos Nuclear Power Plant and we will bear the full expense. Also, please send your college students to study in Taiwan.

I am very pleased to have been contacted once again by your government. We of course are still happy to honor our deals to construct the nuclear power plants here in Nigeria alongside your nation. We of course are happy to receive your engineers and look forward to greeting them in both Lagos and Abuja. Our foreign ministry will make all necessary arrangements for their housing and accommodations while they survey the potential plant sites prepared by the Ministry of Infrastructure. They are very eager to begin work with you.

We have already signed a cultural exchange and education agreement, and Nigerian students have already began to take advantage of the visas and education opportunities in the Republic of China. We are hopeful for their success and eager to hear of their stories, but I personally cannot keep track of each student. Our foreign ministry notes that roughly 300 Nigerian Educational Visas have been submitted to the Republic of China. We are happy that this relationship is so prosperous and I hope to continue to work with you personally.

To study in Taiwan, my government will provide scholarship to all 300 students so that they can excel and train with professional so that they can bring prosperity to their nations. Upon reach to Lagos, our engineers will layout the plans and for cooling sources please give us the exact details to use for the power plant.

After receiving the encrypted email from Nigerian Minister of State, Taiwanese Nuclear Engineers Phoebe Hong, Phoenix Wu and Trisch Lee (Armed with T75 pistol each & Level III Bulletproof Vest), alongside with 5x Taiwanese National Security Bureau Agents (armed with T75 pistol, T91 assault rifle & Level III Bulletproof vest) would board on to Boeing 777-300ER "Taiwan Air Force Delta" Flight which is operating at Taipei City Air Base. Boeing 777-300ER , plane would be fully fueled and taxied on the runway, took off from Taipei City Air Base. The Destination is Abuja, Nigeria. Upon entering on Nigerian Airspace, Taiwanese Boeing 777-300ER would ask permission to land. "Tower One, this is Kilo-10 Albatross Zero Niner Alpha, we have Taiwanese Delegates on board, we are requesting permission to land." It would take 19 hours 30 minutes to reach Abuja, Nigeria.

After the plane has landed at Abuja International Airport, The three nuclear engineers and their security agents would leave their weapons on Boeing 777-300 ER aircraft that carried 3 Nuclear Engineers and 5 Armed Agents. They would wait for VIP convoy that will allow them to meet with Nigerian Delegates to discuss about the potential nuclear energy build in Nigeria. The 3 Nuclear Engineers and 5 Armed Agents would thus wait for convoy upon left all weapons before stepped out from the aircraft.

10 Nigerian National Guardsmen from the Abuja Base would depart for the International Airport in x3 Kalakian APCs, all 10 would be carrying AK-47 Battle Rifles, loaded with one 30 round magazine, they would each carry one spare magazine. They would greet the Chinese delegation as it exited the aircraft, smiling.

At the same time, Minister of State Viola Adaku Onwuliri and a delegation from the Department of Energy would also meet the Chinese delegation. They would exchange handshakes and pleasantries. They would then be ushered into the Kalakian APCs where they would be driven to the state department for a series of meetings.

After Taiwanese delegation would meet with Minister of State and a team from Department of Energy before they would driven to the state department. The Taiwanese Delegation would reached to State Department where they have exchanged series of handshakes with smile gesture. One particular nuclear engineer named Phoebe Hong (or called as Ms. Hong) would ask to Nigerian State Department Officials that "Shall we start meeting?" The remaining nuclear engineers Phoenix Wu and Trisch Lee along with Phoebe Hong would await for their stated meeting.

We are very excited and hopeful at the opportunity and potential that working with your Nuclear Energy Program will give to our nation. We propose the construction of two Nuclear Power Plants, both identical to the Lungman Nuclear Power Plant in the Republic of China. "This is all excellent to hear, the two proposed sites for the construction of these plants are upon two separate Nigerian Lakes, the specific site we would suggest be selected by your nuclear engineers, We suggest the following lakes: Shiroro Lake and Kainji Lake, both are of suitable size to cool the plants."

"We will provide the fund for these two nuclear power plant construction. The places would be suitable for construction which are Lagos and Warri. Please be advised, we will provide nigeria for 2700 MW for each plants. We chose these two location because given the geographical place that would constructed these two nuclear plants will provide enough electricity to all infrastructures. Recently we have constructed Lungman Nuclear Power Plant which will give Taiwan electricity more effectively. What's your thought on that?"

"Nuclear Power Plants must be built on water sights, and certainly should not be built near some of our larger cities, such as Lagos, one of the most populous cities in the world. Surely as experts in the field you are aware of the necessary requirements for the selection of location of nuclear power plants. We must insist on locations near Shiroro Lake and Kainji Lake."

"Alright then, we would like to spend 750,000,000$ on Shiroro Nuclear Power plant and it will be located in the Shiroro where it will use Shiroro lake as cooling source. We will use similar model for Lungmen. We will start the construction as soon as possible. As for the Kainji Lake, we are thinking the possible location of Kwara. How's that sound? If you agree, we will spend $550,000,000 for the Kwara Nuclear Power Plant and where it will be using Kainji Lake as cooling sources. Let us know your thoughts. So that we can start construction after you give us the green signal."

After seeing no response from Nigerian Government, assuming the Nuclear power plant deal is over. Lack of response caused privately souring relationship between Taiwan and Nigeria. The event forced Taiwanese to issue “Warning Letter” to Nigeria. The Taiwanese Delegation, which are Phoebe Hong, Phoenix Wu, Trisch Lee and along with 5 NBISS Agents would board onto armored convoy and would left for Abuja International Airport.

Upon reaching to Abuja International Airport, Phoebe Hong, Phoenix Wu, Trisch Lee and along with 5 NBISS Agents would step out from armored convoy and then board onto Boeing 777-300ER "Taiwan Air Force Delta". Taiwanese delegation such Nuclear Engineers Phoebe Hong, Phoenix Wu and Trisch Lee would armed with T75 pistol each & Level III Bulletproof Vest, alongside with 5x Taiwanese National Security Bureau Agents armed with T75 pistol, T91 assault rifle & Level III Bulletproof vest.

Boeing 777-300ER , plane would be fully fueled and taxied on the runway, took off from Abuja International Airport. The Destination is Taipei Taoyuan International Airport, Taiwan.

This journey would take 19 hours 40 minutes to reach Taiwan.
