The Tanzania Ambassador to the United States, Ramadhani Okoye, would make a telephone call to the US Secretary of State using an encrypted line.

Secretary of State Jackson Fitzgerald had just returned from Canada when he walked into his office, and his secretary forwarded the call to his phone. The Secretary picked up the secure line and answered it, "This is Secretary Fitzgerald," he said, "how can I help you?"

"Good afternoon Mr Secretary, it's good to speak to you. I'm calling on the behalf of the Tanzanian Government, and wish to talk to you about matters such as trade. I was wondering if now was a suitable time for you?"
