XI. IntroductionX

1.1 Background

On April 5, 2003, at 1000 Local ICT time, the Thai Airways International Flight TG409 departed from the Suvarnabhumi Airport, Bangkok, to Changi Airport, Singapore. The Flight TG409 was scheduled to arrive at 1300 Local ICT time. The incorporating and currently lost airplane of Thai Airways International is the Airbus A330-300, which served 250 passengers and 12 cabin crews including the pilot and co-pilot. Due to the unexpected storm that occurred mid-flight, it was speculated that the airplane lost its control and crashed into the ocean. The last known location of the Airbus was at 7.946902,101.481510, which was under the same weather conditions. The immediate rescue mission of Operation People Resolve is gravely challenging. Due to the unsolicited weather conditions and rapid water currents, the debris radius could be 100 km within a month. It is very unlikely that most would survive.

1.2 Objective

The immediate objective of Operation People Resolve is to ensure to swift search and rescue mission for the Thai Airways International Flight TG409. Due to the rapidly evolving nature of weather conditions, the operation will utilize extensive assets of both the Navy and the Air Force.

XIV. ExecutionX

4.1 Initial Deployment

All personnel will be reported to the respective base with all necessary equipment per the Defense Ministry documents.

4.2 Communication

Effective communication among all the units must be maintained. Any unidentified or suspicious activity must be reported to the command center immediately.

4.3 Rules of Engagement

Engagement will be in accordance with the established Rule of Engagement (ROE) with the application of Peace Time Readiness (PTR) and international laws. The use of force must be proportionate, and only used in self-defense or to deter identified threats after all non-lethal methods have been exhausted.

4.4 Support

Logistic support, including fuel, supplies, and maintenance, will be provided by the respective naval bases.

XV. CoordinationX

5.1 Inter-agency

Liaise with maritime agencies such as the Navy, Coast Guard, and Air Force to ensure maximum coverage and sharing of intelligence.

5.2 International

In case any foreign vessels or units are involved, contact must be established with the respective embassies or consulates and the situation must be reported to the Ministry of Foreign Affairs.

XVI. ConclusionX

The Defense Ministry has mobilized all necessary resources for the mission of search and rescue of the Thai Airways International Flight TG409. The Defense Ministry expects that its contribution to the search and rescue effort will help increase the chance of finding any survival and recovery effort.

With the French Government having been notified that the Thai forces were arriving, the High Commissioner would direct them to dock in the coastal village of Malabou, where there were two large bays- Nehoue Bay and Tanle Bay.

He would then order a detachment of one hundred soldiers to move out, fully supplied, on the RPN1 to Malabou from Nouméa. They would take pickup trucks with them, as well as motorbikes, bicycles and police vehicles.

Once the Thai forces arrived, their ships would be directed to either Nehoue Bay or Tanle Bay, and Thierry Lataste, High Commissioner in New Caledonia, would greet them with the detachment of soldiers as a ceremonial guard. He would also organise a change of command with the Thai commander, with their forces to be placed under Lataste's command.

If no obejction was raised, the soldiers would be ordered to form, with their vehicles, just outside the village while the supplies were unloaded. Once all the supplies had been piled up in the village, and overflowing out of it, some would be loaded into a mixture of civilian French vehicles and military Thai vehicles. The soldiers would be informed that this village would be their ad hoc camp for the duration of the operation, but most of them would be constantly on the move.

With all this done, each Thai unit would be assigned a French officer as a military advisor, with a knowledge of the geography of the region. Each infantry regiment would be given supplies, and would be briefed to begin their operation.

The 1st Marine Regiment would be given the South Province, and would have 10 men of the Signals Battalion and 10 men of the MP Company with them. The 2nd and 3rd Marine Regiments would have the North Province, along with the rest of the HAFBNC, owing to the large AINC presence in the North Province.

Each detachment would have 50 French soldiers with them, under the direct command of the French advisor.

If the Thai commander had no objection, and after Lataste offered to give them a day's rest, they would begin moving out, under the operational command of Thai forces.

Imprinted with the indelible memory of their predecessors, an armada, a metallic leviathan of defiance and courage, surged forward. Comprising seventeen formidable Endurance-class LPDs, a quintet of stoic Tankers, and five Naresuan-class Frigates - eagles of the sea - prepared for their fateful pilgrimage. Their metallic maws swallowed an army of 10,599 souls, each one emboldened by the purpose of their journey and girded for the trials they were to face in the treacherous cerulean depths of the Pacific.

Upon the arrival at New Caledonia's shores, a symphony of war erupted in the peaceful morning light. The LPDs, like ancient sea monsters, heaved their cargo onto the unsuspecting beaches. Steel behemoths, the tanks, lumbered forward, their tracks sketching an ominous testament of impending conflict into the sands. Armored vehicles jostled in their wake, and the mechanized infantry, an ironclad tide of resolve, weaved their relentless path amidst the burgeoning chaos.

Dissolving into strategic regiments, the HAFNC forces divided to conquer. The first detachment thundered towards Noumea, the beating heart of the island. Like a swarm of steel locusts descending upon an abundant field, they ravaged the metropolis, their roars echoing through the skyscraper valleys, replacing the city's pulse with their own.

Elsewhere, a second contingent peeled away, their sights set on the strategic vein of La Tontouta. The international airport, nestled in the embrace of the town, was a lifeline of the island - a lifeblood artery that needed severing. The ensuing battle was an orchestra of gunfire and steel, a dance of danger where the HAFNC troopers outpaced death to capture the airstrip, asphyxiating the island's connection to the outside world.

Meanwhile, a third regiment veered towards the heartland, Kone and Koumac. The verdant maze of jungle foliage offered a battlefield of a different nature where silence was a predator and shadows veiled the face of the enemy. In this game of stealth and survival, the HAFNC forces emerged as the apex predators, their silent prowling through the underbrush leaving a path of seized territory in their wake.

Last but not least, the southern regiment bore down on Nouville, the naval heart of New Caledonia. As the Thai troops stormed the docks, the fury of their assault was a fitting symphony to this theatre of war. Overrunning the naval facilities, they proved themselves true masters of their amphibious gambit.

As the day, fatigued and heavy with the weight of conflict, began its descent, the sky was brushed in strokes of crimson and gold. Across the island, the Thai flag rose, its bold hues supplanting the French tricolor in an act as symbolic as it was significant. Amidst the gathering twilight, the flag fluttered against the dying light, an unyielding sentinel echoing a triumphant war cry. The day ended with the tale of an island conquered, a paradise wrenched from its peaceful slumber, forever transformed by the ebb and flow of humanity's conflicts.

Giving that there is 4 Naresuan-class frigates and 1 Gepard-class frigate operating at the dockyard at Nouville, their radar would detect the presence of the Polish and British vessels. Not long ago, they received a message from the Defense Ministry regarding the de-escalation of the situation and other briefing. With the entire essence of the Thai vessels were fully active, they would send a radio transmission to both British and Polish vessels.

“British Navy and Polish Navy. Ship Devonshire, Devonshire, Devonshire, and Ship Dąbie, Dąbie, Dąbie. This is HTMS Naresuan, stationed at a dockyard at Nouville. We are operating under the Thai Navy and complemented by a Kamov Ka-226. We have other three of the same type and a Gepard-class frigate complemented by a kamov Ka-226. We have another 22 vessels, 17 of which are Endurance-class LPD and 5 of which are Tanker 23000. We are currently under the guidance and command from the Thai Prime Minister in escorting a withdrawal soon.”

Under a sky flushed with the fading colors of dusk, the decision was made. The commanding officers, battle-worn and fatigued, convened under a canopy of secrecy and urgency. The withdrawal from New Caledonia had to begin. They would leave behind only the remnants, 500 personnel of RTMC: Marine Service Support Regiment, their faces etched with determination, and their 100 Ural-4320 trucks, standing silent and formidable.

In the hours that followed, the movement began, a slow unwinding of a tightly knit fabric that had held the line for so long. The once-thriving base became a scene of calculated chaos, filled with the resonant sounds of engines roaring to life and soldiers' boots pounding the earth as they mobilized for departure.

Soldiers loaded their gear, memories and camaraderie packed away with a careful, practiced efficiency. They exchanged glances, understanding without words the profound weight of their shared experience.

The first wave departed under a moonless night, their paths lit by the soft glow of headlights, a string of luminescent pearls winding through the darkened landscape. They left behind their comrades, the chosen ones, those who would remain, guardians of an almost-empty fortress.

Days turned into weeks, each phase executed with precision, each farewell tinged with the complexity of emotions that only those who have faced the realities of service can understand. The empty barracks stood like silent witnesses, holding within their walls the echoes of laughter, tears, and unspoken bonds.

The local populace watched, their faces reflecting a mix of relief, curiosity, and an inexplicable sadness. A child, eyes wide with innocence, waved at the departing trucks, his hand a symbol of the connection between the soldiers and the land they were leaving.

In the end, what remained was a landscape transformed. The once bustling base, now quiet, save for the hum of the remaining Ural-4320 trucks and the watchful eyes of the 500. A symbol of duty, resilience, and the unending cycle of human endeavor.

The Royal Thai Auxiliary Fleet would take care of all personnel transportation back to Thailand.

Receiving the open radio broadcast and a direct transmission from a Polish vessel, the Thai Captain would have responded on the same broadcast channel.

“Polish Navy, Polish Navy. This is HTMS Naresuan, Captain Somchai speaking. We have been informed by the Armed Forces Headquarters regarding the Bangkok Incident. In compliance with your request, we are deactivating our sonar, radar operations, and engines, as well as unequipping our armaments. Due to situational conditions and change of policies, all Thai Navy vessels would return to their home port in Thailand. All of these would be communicated to both Polish and British counterpart. If the Polish resisted a portion of Thai Navy to continue be there on the island, another portion would return to their home port. The Thai Armed Forces Headquarters would fax encrypted message to the Polish and British Armed Forces headquarter of their intention to withdraw military presence and only involve humanitarian forces on the island of New Caledonia. The Thai Auxiliary Force would still maintain the supply chain.
