Defense Minister Moreau,

The Ministry of Defense of Thailand extends greetings to the Ministry of Defense of the French Empire. We are pleased to provide an update on the Republic of Thailand Humanitarian Aid Forces to New Caledonia (HAFNC) for 2004. Following a brief pause due to Thailand's constitutional reforms in late 2003, the Republic Thai Coast Guard, a branch dedicated to securing regional Thailand's maritime interests, has resumed its humanitarian mission in New Caledonia. This report outlines the HAFNC's composition, its long-term goals for supporting the well-being of the New Caledonian people and the local French administration, and the current progress achieved in its efforts. In 2004, the Royal Thai Coast Guard (RTCG) envisioned the HAFNC playing a pivotal role in New Caledonia's development and recovery efforts. This vision considered the scenario of a temporary absence of French humanitarian or law enforcement personnel on the island. The RTCG currently delivers 33,750 TEUs of humanitarian supplies to New Caledonia on a biweekly basis, representing a significant monthly contribution of $36,247,500 in essential goods. Since the mission's inception, Thailand has invested a total of $326,227,500 in strengthening New Caledonia's basic infrastructure, thereby supporting the functionality of their basic needs welfare system.

Thailand's commitment to supporting global well-being and health extends to our mission in New Caledonia. The RTCG and HAFNC initiatives are funded by Thailand's dedicated budget allocations for such purposes. We undertake these endeavors without expectation of reimbursement. Thailand recognizes the inherent value of humanitarian support and the importance of fulfilling moral obligations within the international community. We remain open to exploring collaborative efforts that address shared goals and promote global well-being.
