Your Majesty,

I hope that your ruling of France and its subjects after the French civil war has been on a good note.

I am writing to you to express our sincere desire to strengthen the relationship between the Republic of Thailand and the Empire of Franch, bringing our people closer. In recent years, our diplomatic mission has spread across Asia, and we are now seeking to establish a strong relationship with European nations. France, with its rich cultural heritage and distinct history, will enhance our shared understanding of human history and its brotherhood.

I would like to propose an official visit from the Thai Deputy Prime Minister, Pitak Inthawittayanan, who is our strategic acumen and our finest politician. He has recently returned from Turkey after his successful negotiation with the Turkish Government, bringing both countries closer.

The Thai Government is excited for the potential of fruitful relationship between the Republic and the Empire, and I will be eagerly anticipating for your response.

With Highest Regard,

Thaksin Shinawatra
Prime Minister
Republic of Thailand

Empire de France
Ministère de l'Europe et des Affaires étrangères

From: Sophie Dubois, Ministre de l'Europe et des Affaires étrangères, France
To: Thaksin Shinawatra, Prime Minister, Thailand
Classification: Confidential

Subject: Official Visit from Thailand to France

Your Excellency,

On behalf of Her Imperial Majesty I wish to thank you for your well wishes and your stated desire to develop closer relations. The Empire of France seeks cooperation with nations across the globe, however right now we are focused on domestic and regional affairs first and cannot make significant commitments beyond our Empire and region. As such we will gladly engage in dialogue, it is only fair that I do inform you that at this first meeting France would not yet be in a position to agree to far-reaching agreements with a country in South-East Asia.

If the product of a state visit being capped at a commitment for further talks and possibly some kind of cultural agreement is not insufficient for your government I do hereby extend a formal invitation for the Deputy Prime Minister to meet with myself in Paris.

Sincerely,
Sophie Dubois,
Ministre de l'Europe et des Affaires étrangères,

Prelude to France

“Deputy, we have notified the French Government of our visit; do you have anything to add for our team?” Piyapak, an astute of Deputy Prime Minister Pitak Inthawittayanan informed him of the current stake. He had learned many things during his last visit to Turkey with his superior.

“There are many concerning things about the democracy and human rights developments in France. Let’s make sure we are on the same page. Let’s go.”

The Thai Deputy Prime Minister, his delegates, and security from NIA would travel to France.

Upon landing at Charlemagne International Airport (formerly known as Charles de Gaulle), the Thai representatives would be welcomed by a delegation from the Ministry for Europe and Foreign Affairs, before being escorted to the Ministry of Europe and Foreign Affairs building in Paris.

Once there the Azure Guard would escort the Deputy Prime Minister and any unarmed officials to the conference room where Sophie and her own staff were already waiting. Armed guards were informed they had to surrender their weapons if they wanted to continue following their charge once inside the building.

With their guests in attendance Sophie would lean forward to speak into the microphone so that recordings could be made and translators were at the ready. "Welcome to the Empire of France, Your Excellency. Her Imperial Majesty has asked me to pass along her regards"

"Madame Dubois, thank you for welcoming us to your country. I bring warm regards from Prime Minister Thaksin Shinawatra and the people of Thailand. We are here to discuss the potential for a fruitful relationship between our nations, but we must also address some pressing concerns." He would say before glancing his eyes around the room, quickly picking up his blue pen and place it in his suit's pocket.

"We acknowledge the end of the civil war in France and commend your efforts to restore stability. However, the international community is concerned about the human rights implications during and after the conflict. Can you shed light on how the Empire of France is addressing these concerns?" He paused. "The public execution of the Republican leadership has raised questions about due process and the rule of law. How does the Empire justify these actions, and what steps are being taken to ensure that justice is both transparent and fair?" After letting his words sink, he would continue.

"While we understand that France is undergoing a period of transition, the concentration of power in the hands of the Empress raises questions about the future of democratic governance in France. How does the Empire plan to balance executive power with democratic principles?" Smiling, he would conclude.

"We are eager to establish a relationship based on mutual respect and shared values. However, for this relationship to flourish, it's crucial that France addresses these concerns responsibly. We look forward to your response."

The French would visibly be frustrated at the surge of questions on matters that quite frankly were none of Thailand's business.

"Deputy Prime Minister, the Republican leadership was the direct cause of the civil war breaking out. Their refusal to honour the result of a public referendum was what triggered hostilities and as such they have been found guilty per an independent court of law. The Empire of France is not a democracy and we have no interest in becoming one. The Empire has democratic institutions but we are a constitutional monarchy first and a Christian nation second. Only after those two is there place for democracy. While we are open to international relations, these are matters we will not move on."

Deputy Pitak, being the diplomatic mastermind of Thailand, would gain an overwhelming relief after hearing a word from the French side, all of which were accurately foresighted by him. He would laugh to diffuse any tension; the whole delegate of Thailand would only emanate the aroma of friendliness. "Madame Dubois, I appreciate your candidness. We understand that France has its own unique political and historical context, and we respect that. Our intention is not to impose our values but to understand the landscape in which we hope to foster a meaningful relationship." He would smile at the room sincerely, trying to make them realized that they had misunderstood his intention.

"France and Thailand both have rich histories and cultural heritages that have shaped our nations. We believe that there are areas where our interests align, such as trade, technology, and perhaps even military cooperation. Would you agree?" Picking up one of the paper from his aide, he would continue.

"We understand that France is in a period of transition and consolidation. While we have noted the international concerns, we also recognize that each nation has its own way of maintaining stability and governance. Could you share more about France's future plans, especially in the areas of governance and international relations?" Pausing to catch his breath and let his words sink, he would indulge himself in joy and hopefulness.

"Given our shared interests and the potential for mutual benefit, would France be open to a series of cultural exchanges or joint ventures in technology and trade? We believe this could be a first step in fostering a stronger relationship between our nations." As he had uttered all his agenda, he would conclude his statement with a genuine voice.

"We are excited about the possibilities that lie ahead for both our nations. We respect France's sovereignty and unique path, and we look forward to exploring how our nations can support each other in this complex, ever-changing global landscape."

With the affairs of governance settled, now the French could turn towards the real meat of the talks. Sophie nodded as she directed her attention purely to Deputy Pitak rather than the full Thai delegation. "The Empire of France is willing to establish relations with any government on the basis of mutual respect. In addition we acknowledge that you have established an impressive state and as a result have given a region of the world a level of prominence it has never had in history. This is something the Empress personally respects highly. I find it is best in negotiations to just put all the cards out in the open so we can each be honest with each other and forego the usual diplomatic play. South-East Asia is an economically significant area, Asia at large is poised to be the world's highest power. France would want to be part of this rise. As such we are interested in far-reaching economic, diplomatic and cultural cooperation. At this point however we are not able to project our military beyond our immediate area, as such I am not sure to what extent military cooperation would make sense at this time" She concluded, revealing France's full position and leaving the floor open for Deputy Pitak to respond.

"That's great to hear, minister." He would reply with s smiling on his visage. "In fact, for the first step of our relationship, I have prepared a treaty for Thailand and France. We understand that France is not in a position to project its military power and when the time comes, we believe French can project it for the cause of peace." HIs aide would pick up each copy of the treaty to the French side. "I hope you like it."

Sophie would carefully study the Treaty, concluding that the terms were fair and beneficial to both sides. "Deputy Prime Minister, thank you for preparing the document. The provisions and conditions stated seem fair and reasonable to me. Before I can sign though, I must bring up one matter for discussion first. That of Israel-Palestine. As you know the French state has pledged its support to the reunification of the Holy Land and more recently we have signed a mutual defence treaty with the State of Israel. As such, under the condition of diplomatic secrecy, I must ask you what exactly your plans are for the region. As, while France wants this treaty we are hesitant to sign if Thailand may in the near future be at war with another of our allies. If Thailand does not intend to get involved with military force, we would be more than happy to sign right now"

The Thai Deputy would feel especially relief when he heard the positive receptions from the French Minister. He would now remove the blue pen from his pocket, signaling that the plan to ensure the friendship between Thailand and France based on mutual respect were going great. When he heard about the Israel-Palestine Crisis, it wouldn’t change his Decameron, but would make him happy instead as France was opened to communication.

“Minister, I thank you so much for asking on the Israel-Palestine Crisis. While Thailand have taken a strong stance against the potential backlash that might happen from such an action, we have no intention to involve militarily. While we are in position to exert our policy with force in any second, we are bound by the international to only intervene on the humanitarian matter. Thailand, Turkey, and Poland have formed a coalition to ensure that the humanitarian disaster will be minimal. Unless there is an international consensus that a military intervention from one of the World Power is need, we will not light up the tinderbox of the Middle East itself. At the moment, we are working closely with Turkey and Oman to ensure that the regional player is fully aware of any scenario that might happen and how they can address it regionally. Our only role in the Middle East, amidst the presence of our Armed Forces, is to act as a mediator. Our leased military base is under the condition of humanitarian cause and peacekeeping. We have no rights to intervene militarily. Thank you again for asking. Military intervention will never be our last resort.”

With the Thai guarantee that they would not get involved militarily against France's latest ally, Sophie was satisfied that she could safely sign the document.

"Thank you for your guarantee. With that I think this treaty can be the beginning to a fruitful and productive relationship." She said before signing on the dotted line.

Seeing the French Minister signing the treaty, the Thai Deputy Prime Minister and the delegates would applause the monumental moment in their relationship history. With the negotiation came to conclusion, he would state. "I thank you again, Minister Sophie and the representative of France. Thailand placed France as a nation of unique history and rich cultural heritage. We are optimistic about the future collaboration between our nations, and that we would emerge victoriously from bridging the gaps between our nation. Thank you again." With a soft pause and another applause, he would request one thing. "It would be our greatest honor if you would give us a tour of the Paris before we depart, would they sound like a plan?"
