General Than Shwe,

I wish the peace and stability of Southeast Asia stand with us.

I am writing you this correspondence to suggest a meeting between myself and you at our border, unarmed, for the diplomatic discussion between our countries. I have been informed that an additional 90 Thai soldiers were found in Myanmar, and this number is a staggering concern for Thailand, and inherently, your government. With both our nations falling into the trap of the so-called "Security Dilemma," I couldn't ignore the fact that Western powers are intervening in this region is a legit probability. While I do not know the intention of those 95 soldiers who have illegally crossed your border, they are both criminals of our nation.

I believe it is clear from the start that none of our countries wishes for a full-scale war, and we need to prevent such a thing from happening before we fall into a Global War Paradox. I want to propose a demilitarized zone between Thailand and Myanmar that will extend up to 50 kilometers into both sides of our border during the diplomatic discussion.

I understand and recognize the ingrained mistrust your government has in our nation, and while it is not your fault too think in that way, I still apologize for being unable to prevent a coup from happening that has led to the Fourth Indochina War. This is a firm stance I have taken since the end of that war and the great purge within our military.

If you wish to learn more about why I communicated with you so suddenly after your explicit direction and rejection, it is because both Thailand and Myanmar have always shared a common cause for preventing any foreign influence within this region. While I do not know if that notion has changed, I do hope that your nation still remembers the harsh treatment the nation received from Japan, with the addition of us under their control, and the British Empire. Thailand's foreign policy of Pax Thailandia, which is more endorsed than just threatening war with Myanmar, could not be compromised. If you agree, I am willing to order the Thai military to demobilize immediately and let you suggest a place for our meeting. In return, I hope you also order the demobilization of your military as well.

Whether you still have mistrust in my government or not thus far, you are free to prosecute the Thai soldiers under your laws per the international laws, yet I still want to have a diplomatic discussion with you in person.

The United States President, Al Gore, has messaged me, which I assume is because of your request, which is concerning. While I completely comprehend the notion that happened during the military shadow government that has made the international community perceive us as an imperialistic nation, the fact that Thailand is a beacon of democracy, human rights, and freedom peace in Asia is something no one can refute or prove wrong.

I hope that my message could reach you diplomatically and we can end this crisis immediately after your agreement, and we can further discuss how our country can move forward, for the betterment of our people. And perhaps, how you can consolidate your government power to cover the entire nation peacefully.

Yours in Diplomacy,

Thaksin Shinawatra
Prime Minister
Republic of Thailand
