Your Excellency President Ahmet Necdet Sezer,

Please accept my sincere gratitude for your swift and pleasant correspondence.

The Republic of Thailand is delighted to receive that the Turkish Government is open to such a historic summit, which our government has envisioned a terrific opportunity between our two countries. Thailand and Turkey shared much of a common stance on our guiding principle, and we believe this is a solid platform where we could stand together.

We have been following the recent events in Turkey, and we are aware of your government's policy on being neutral, providing a gateway between Asia and Europe. Thailand has a great deal of respect for Turkey and its decision to be self-governed, and we shared the same sentiment for Turkish future we anticipated.

In light of this, I am proposing the historic summit between Thailand and Turkey at Ankara on the middle of January, where our representatives and I will depart to Turkey and attend the conference with your government.

If you have any question, please feel free to reach me out.

Yours in Diplomacy,

Pitak Inthawittayanan

"Alright, you all, we are taking off. Pick all baggage you take; I won't wait for anyone if we are still not all here." The words, laced with unyielding authority, flowed from the lips of Deputy Prime Minister Pitak Inthawittayanan. He surveyed the VIP lounge designated for the Thai government, his commanding posture and obsidian suit serving as a silent testament to his power.

"All are present, sir! Everyone is loading their baggage," came the obedient response from the flight operation's head security officer, Sergeant Sirirat. Despite years of rigorous training that had honed his physical prowess, he found himself dwarfed by the palpable aura of authority that radiated from his superior.

"Great. I expect this visit to be the official declaration of our foothold in the Middle East. Everyone understand?" His utterance was met with an immediate chorus of "Yes, sir!" Though he wielded his authority with an iron grip, whispers still swirled around him, casting veils of mystery over his family and those he held dear.

"It's time to go." His visage, a living sculpture of stoic detachment, turned toward one of the NIA agents encircling him. "As you command, sir," the agent responded. His towering, athletic frame was a testament to the agility of his mind and the potency of his physical strength. Yet, before he could meld into the formation of departing agents, he found himself halted by the Deputy's own hand.

"Yes…sir?" Startled by the unexpected grip of a firm hand on his left shoulder, he hesitated before pivoting to face his superior. "Supasak, do you grasp the gravity of this visit?" The question was not merely spoken; it was brandished like a sword of unspoken expectations.

"I do, sir. Turkey is poised to wield considerable influence in the Middle East, and under the guiding philosophy of Pax Thailandia, it is imperative for us to establish our presence and ensure their alignment with our democratic values." The agent's response was resolute, each word a fortress against any shadow of doubt.

"You are quite right and quite wrong; it all hinges on your perspective." His smile was enigmatic, his face a sculpted riddle. "What do you mean, sir?" The agent's voice betrayed a hint of confusion, though his posture remained a study in composure “You will know when the time comes. Let’s get going.” he declared, locking eyes with the agent in a fleeting yet intense exchange before striding into the airplane.

"Deputy Prime Minister, may you review our agenda for the meeting?" A middle-aged man, his black suit adorned with the emblem of the Thai Government, approached Pitak, who was engrossed in a pair of document books in his hands.

"Sure, allow me to conclude this first," he responded, his eyes steadfastly anchored to the papers before him. "What are your thoughts on Turkey?" This time, he shifted his focus to the man standing beside him.

"Ah, I'm uncertain, sir? Their domestic media appears to be rife with hyperbole, disseminating what seems to be false news. I suspect governmental propaganda at play," the man replied, hastily picking up another document to peruse.

"An astute observation, Piyapak. Your recent contributions as an assistant have been commendable. I trust you'll take a moment to savor this accomplishment," he said, his lips curling into a smile as he took the agenda document from the man with his left hand.

Upon Deputy Prime Minister Pitak Inthawittayanan's arrival at Ankara Esenboğa Airport, the National Intelligence Organization (NIO) of Türkiye swiftly implemented a comprehensive security protocol to ensure the safety and security of the high-profile delegation. Multiple layers of security measures are put in place, including a robust armored convoy detail.

President Sezer stood on the tarmac at Ankara's Esenboğa Airport, the warm Turkish sun casting a golden hue across the scene. As Deputy Prime Minister Pitak Inthawittayanan's delegation disembarked from their plane, President Sezer approached with a welcoming smile, his outstretched hand a symbol of Türkiye's commitment to fostering strong international relations. The Turkish flag, fluttering proudly alongside Thailand's flag, served as a vivid reminder of the unity they aimed to achieve.

"Deputy Prime Minister Inthawittayanan, it is an honor to welcome you and your esteemed delegation to Türkiye," President Sezer said with genuine warmth in his voice. He met Deputy Prime Minister Pitak's gaze with a sense of respect and camaraderie. "I trust that your journey was comfortable. Please, come in and make yourselves at home. We have much to discuss during your visit."

As they made their way toward the waiting convoy, Deputy Prime Minister Pitak couldn't help but reflect on the significance of this visit. It was a testament to the diplomatic ties they sought to build, rooted in mutual respect and shared goals. He knew that the journey ahead held both challenges and opportunities, but he was confident that their discussions would pave the way for a brighter future for Thailand and Türkiye.

The convoy, flanked by security personnel and dignitaries, soon departed from the airport, making its way towards the Presidential Complex in Ankara. Both leaders were keenly aware that this meeting marked a pivotal moment in their diplomatic journey, and they were determined to make it a resounding success, one that would further solidify the bonds of friendship and cooperation between their nations.

The convoy carrying President Sezer and Deputy Prime Minister Pitak Inthawittayanan, flanked by their respective delegations, made its way through the bustling streets of Ankara. As the vehicles approached the Presidential Complex, the imposing architecture and grandeur of the official residence came into view. The Turkish flags flying high atop the complex added a sense of solemnity to the occasion.

President Sezer looked out of the window, taking in the sight of the city he represented and the delegation he was about to meet. His thoughts were focused on the discussions that lay ahead, discussions that would shape the future of their nations. The journey had been a symbolic one, emphasizing Türkiye's commitment to its international partners.

As the convoy came to a halt at the entrance of the Presidential Complex, Deputy Prime Minister Pitak could feel the weight of responsibility on his shoulders. He knew that the success of their meeting would depend on the commitment and collaboration of both nations. The delegation's arrival marked not only a diplomatic visit but also a symbolic step towards a brighter future.

"Sir, we have approached the Ankara Esenboğa Airport," reported Sergeant Sirirat, his salute crisp, his posture a study in military rigor. Yet even his disciplined demeanor seemed to wane, eclipsed by the overwhelming aura of authority that stood before him.

Deputy Prime Minister Pitak fixed his gaze upon the sergeant, his eyes a cipher that defied interpretation. "Tell me what you think of their city architecture," he commanded, his scrutiny never wavering from the depths of the man's soul.

Swallowing hard, Sergeant Sirirat felt as if he were under judgment, his eyes darting momentarily to catch a glimpse of the sprawling city below. "It's expansive, sir. The city appears to harbor a significant populace and seems vulnerable to attack." Though his exterior betrayed no sign of his inner turmoil, his spirit churned like a storm-tossed sea.

He glared his eyes, sharping it as if it could pierce through the man soul. “You have read it all wrong. Not like it matters now, you are here for security. I expect you to do it well, understand?”

As the hatch of the Thai aircraft yawned open, Deputy Prime Minister Pitak stepped onto foreign soil, his visage a blank canvas, painted only with the stern expectations he held—expectations that extended even to a nation he was merely visiting.

Descending the staircase, his eyes remained locked onto a figure approaching from below. Turkish President Sezer dared to greet him with a casual demeanor, Deputy Pitak countenances a devoid of even the slightest trace of pleasure.

Upon receiving a hand gesture from President Sezer, Pitak's guard remained unyielding as he reciprocated the handshake. Regardless of how well he could gauge the Turkish leader's intentions for a fortified alliance, he had not come to partake in child's play on an international stage.

With a smile that masked more than it revealed and a soft chuckle, he responded, "President Sezer, it's my pleasure to meet with you today." He paused, elongating his grin, "It was such a satisfactory flight indeed."

As Deputy Prime Minister Pitak Inthawittayanan disembarked from the Thai aircraft at Ankara's Esenboğa Airport, President Sezer, flanked by his delegation, stood at the foot of the stairs, a symbol of Türkiye's readiness to receive their distinguished guests. His bearing was one of confidence and diplomacy, although the Deputy Prime Minister's stern expression did not go unnoticed.

President Sezer extended his hand towards Deputy Prime Minister Pitak, his demeanor gracious and welcoming. His voice, carrying an air of warmth, rang out in greeting, "Deputy Prime Minister Inthawittayanan, welcome to Türkiye. I trust your journey was comfortable. Ankara is honored to host you and your delegation today."

"Your presence here marks a significant moment in our diplomatic relations," President Sezer continued, his voice resonating with sincerity. "We look forward to fruitful discussions that will strengthen the ties between Thailand and Türkiye, and pave the way for a brighter future."

With a nod of acknowledgment, President Sezer signaled for the delegation to proceed toward the waiting convoy, ready to embark on the next phase of their diplomatic journey. As the Turkish President reached out to Deputy Prime Minister Pitak for a handshake, there was a pause, a fleeting hesitation. The weight of a glance spoke of traditions transcending borders—a silent testament to the Thai's customary greeting. Anticipating this, the president soon adopted the Wai, and only after this gesture did Pitak return the handshake, weaving together Thai customs and international diplomacy.

Hearing the genuine warmth in President Sezer’s welcome, Pitak responded with a measured nod. His eyes held Sezer's, carrying a softness beneath their scrutiny, his smile enigmatic. “Thank you, President Sezer. A strong bond between our countries is, indeed, the need of the hour, and this visit is a testament to that shared vision. Let’s ensure it’s not just symbolic but substantive.” He voiced, before accompanying the Turkish President towards the convoy. Behind them, the Thai delegates, NIA agents, and security personnel moved with an icy composure, their gaze sharp and discerning, quietly assessing every Turkish official and member of the media.

Inside the convoy, seated beside President Sezer, Pitak savored a brief respite. His eyes meandered, taking in the contours of Ankara's architecture and infrastructure. A reminiscent emotion tugged at him. “Ankara's beauty reminds me of Bangkok, albeit with its own unique charm. I see potential synergies between our cities. Potential that Turkey can realize under Thai guidance.” he mused, a playful grin punctuating his observation. He patiently awaited Sezer's response before allowing his gaze to drift elsewhere.

As President Sezer is in convoy with Deputy Prime Minister Pitak, he smiles warmly and said, "I couldn't agree more. The resemblance between Ankara and Bangkok's charm is striking, and I believe there is indeed much we can learn from each other's experiences in urban development and culture. Your suggestion of potential synergies is very intriguing."

Pausing for a moment, President Sezer takes in the scenery of Ankara outside the window.

"Our nations have a rich history, and I believe it's time we strengthen and modernize our relationship. As you mentioned, let's ensure this visit is not merely symbolic but paves the way for substantive cooperation in various fields. Turkiye is open to exploring opportunities for collaboration, be it in trade, technology, or cultural exchange."

President Sezer looks back at Deputy Prime Minister Pitak with a determined expression.

"I appreciate your openness and willingness to forge this bond. Let's make the most of this visit and lay the foundation for a strong and fruitful partnership between our countries."

President Sezer pauses as the convoy continues to move.

"As we head to the Presidential Complex, I'm eager to discuss the specifics of how we can work together for the benefit of both our nations. And, of course, to learn more about Thai culture and traditions. It's an exciting time for Turkiye and Thailand, wouldn't you agree?"

As the Thai Deputy Pitak arrived at the President Complex of Turkish Nation, his visage is a visibly of disappointment from the arrogance of his Turkish counterpart. The accompanying Thai delegation is visibly present, organized, and well-prepared, radiating confidence and discipline. Upon greeting with the Turkish officials, they would ensure to only reciprocate the Thai Wai as a form of only appropriate gesture.

“Ladies and Gentlemen, I am Pitak Inthawittayanan, Deputy Prime Minister of the Republic of Thailand. I have given a chance from our esteemed Prime Minister to visit this struggling nation and offer aid to them, Turkey.” He paused, glaring at the President.

“As everyone in the room and the world know, Turkey has a very poor standard of living, no accessible technology infrastructure, healthcare, education or other services. Crime is strife. All of these represent its very low development index, which is what gives us Thailand the most concern.” He breathed, “And I have a high hope that the Turkish nation won’t be delusion in its current reality and appreciate the help from the World Power, to ensure that their citizen wellbeing and basic needs is met.” He smiled across the room with its enigmatic grin, before glaring back at the Turkish Prime Minister, his eyes pierced through the soul of a man before him.

“The Turkish economy is very poor and not stable, with being outpaced by Thailand by a factor of 10, we hope to guide Turkey into the era of prosperous. President Sezer listened intently to Deputy Prime Minister Pitak's opening speech, his expression thoughtful and composed despite the pointed remarks. As Pitak finished speaking, President Sezer rose from his seat, acknowledging the gravity of the situation.

"Deputy Prime Minister Pitak, I appreciate your candid assessment of our country's current challenges and the concerns you've expressed. It is indeed a moment of reckoning for Turkey, and we do not take your offer of assistance lightly. While the words you've spoken may be hard to hear, they reflect a reality that we are fully aware of."

He paused, his gaze now firm, meeting Pitak's unwavering stare.

"I want to assure you that we are not deluded about our current situation. Turkey recognizes the need for transformation and development. We acknowledge that our country has faced economic and social challenges, and we are committed to addressing them."

As the Thai Deputy Prime Minister Pitak heard the response from the Turkish President Sezer, he would leave out a smile, this time, a genuine grin of satisfactory.

President Sezer, thank you. I believe our meeting today can be a corner stone of our fruitful and guiding relationship between Thailand and Turkey.” He sipped his Thai tea. My government, particularly in the direct support of our Prime Minister, Thaksin Shinawatra, has devised a plan and offer for the Turkish nation and its people. Thailand is in a position to lead into a prosperous era and safeguard from any international mischievous act.” He paused, visibly chuckling.

We are considering investment deal, trade agreement, and infrastructure project to initiate the economic growth of Turkey and strengthen its public service for the people. In the rapidly changing world, the military threat has become more evident, even after the Cold War. Nations deem it’s their greatest interest to fortify their military prowess. The Turkish Armed Forces rebuilding process can be expedite with our guide. The Thai Armed Forces is particularly interested in joint exercises, training programs, and Thai military base in Turkey as a symbol of our protection for your nation.” He paused again, this time, looking around the room. If the senior military officer existed, he would glare into them, before an oddly warm smile.

“In term of technological advancement, I would like to offer conditional technology transfer to Turkey. At this current state, Turkey lacks the capacity to develop and research from our own innovation. For the first phase to rebuild the Turkish nation in its post-war period, we are offering our technology with Thai solely ownership in Intellectual Property Right in Transportation, Energy and Utilities, Health and Education, and Telecommunications.” He smiled at him.

“What do you think of this offer? In the light of offering this, I would like to hear your government’s current policy, both domestically and internationally. I have heard that Turkey has a lot of beautiful places, would you like to take me for a tour, President?”

President Sezer nodded as he listened to Deputy Prime Minister Pitak's proposal, his demeanor reflecting a sense of hope and determination.

"Deputy Prime Minister Pitak, your offer represents a significant step towards strengthening the ties between Thailand and Turkey. We are grateful for your government's willingness to collaborate with us on various fronts. Your comprehensive plan aligns with our vision for the future of Turkey."

Pausing briefly to collect his thoughts, President Sezer continued,

"As for the military cooperation and the potential for a Thai military base in Turkey, I see it as a promising avenue for enhancing our national security. I will immediately contact General Hilmi Özkök, our Chief of General Staff, to explore the feasibility of such an arrangement. Incirlik Air Base indeed could be a viable option for the Thailand Armed Forces, and I believe it would serve as a symbol of our partnership and mutual commitment."

He then shifted his attention to the economic and technological aspects of the proposal.

"Your offer of investment, trade agreements, and infrastructure projects is both generous and timely. Turkey is in need of economic growth, and we welcome the opportunity to work closely with Thailand to realize these projects. I believe this collaboration will benefit both our nations significantly."

President Sezer's expression grew more enthusiastic as he addressed the technological transfer.

"The conditional technology transfer in key sectors is a game-changer for Turkey. This will undoubtedly accelerate our development and modernization efforts. We accept your offer with gratitude and are committed to utilizing this technology responsibly and to its fullest potential."

Pausing to consider Deputy Prime Minister Pitak's final question

"As for the tour of our beautiful country, I would be honored to show you some of Turkey's most iconic landmarks. It would provide us with an excellent opportunity to discuss our partnership in a more relaxed setting. We can arrange the details at your convenience."

President Sezer's response reflected his eagerness to embrace the opportunities presented by Thailand and to build a strong and prosperous future for both nations.

Deputy Prime Minister Pitak, upon hearing the response from the Turkish President Sezer, would smile a satisfactory grin explicit. Softly pulling down his necktie to the right with his right hand, the aura radiated form the Thai delegates appeared softer.

“I am happy that we have reached a common agreement regarding our bilateral relationship.” He paused, sipping his Thai tea as he beheld President Sezer. “Turkey is indeed beautiful, from what I’ve observed, and it would be an appropriate time that we leave this country in a precarious state.” As he concluded, a member of his delegates brought out a few copies of slightly thick documents on the table. As they handed over to the Turkish side, the document was “Treaty of Harmonious Accord between the Republic of Thailand and the Republic of Türkiye.”

"As I receive this treaty, Deputy Prime Minister Pitak, I want to emphasize the significance of this moment. This document not only represents the partnership between our two nations but also the hope for a brighter future for the Turkish people."

President Sezer paused, then offered a warm smile.

Deputy Prime Minister Pitak, as he signed the treaty, was visibly happy by the new era of Thai-Turkish Relationship he and his counterpart had just nourished. Extending his hand, the President Sezer, his delegates also do so with the Turkish team.

“I’m sure this is the beginning of a new era between Thailand and Turkey. But, more importantly, a starting point for an epoch of the Asian continent where countries are governed by democracy and human rights principles.” As he concluded, he would add during the tour.

“Please inform General Hilmi Özkök to send a message to the Thai Defense Ministry as soon as he has gathered all the information. We would be waiting for it.”
