Dear Secretary John Glass,
I hope this message finds you in good health and high spirits. As the Defense Minister of the Republic of Thailand, I am writing to express our interest in initiating high-level discussions between our two nations to explore opportunities for upgrading our M109A2 Howitzer fleet to the advanced M109A6 "Paladin" Howitzers.
Over the years, Thailand and the United States have built a strong partnership rooted in shared interests, values, and commitment to maintaining peace, security, and stability in Southeast Asia. Our bilateral defense cooperation has significantly contributed to enhancing our military capabilities, fostering mutual understanding, and addressing regional security challenges.
In line with our commitment to maintaining regional stability and enhancing our military capabilities, the Thai Defense Ministry wishes to upgrade our 500 M109A2 Howitzers to the advanced M109A6 "Paladin" Howitzers. We understand that this upgrade entails considerable financial implications, and we are prepared to offer the United States strategic incentives and global incentives to facilitate this upgrade.
We recognize that the United States has a vital role to play in maintaining regional stability, and we are committed to deepening our bilateral cooperation to achieve our shared objectives. In this regard, I propose a high-level meeting between our respective defense teams to discuss the potential incentives and explore opportunities for collaboration on the M109A6 "Paladin" Howitzer upgrades.
I am confident that our joint efforts will not only strengthen our bilateral defense relationship but also contribute to regional stability and security in Southeast Asia. I kindly request your consideration of this proposal and look forward to the possibility of meeting you and your team in person to discuss this matter further.
