Turkish Foreign Affairs Minister İsmail Cem would make A phonecall to his Russian Counterpart to discuss initial administration contact, Embassy Establishment, and most importantly the security of Russia and a Major Weapons offer.

"I'm doing quite fine, Thank you Minister and I hope that you are the same. I would like to first tell you what a pleasure it is to reconnect with a Russian Representative after such a long period of noncommunication between Turkey and Russia due to numerous western affairs being involved in turkey. We now though have cut any attachment to Europe and North America allowing us to communicate as we do now without interference and I can express it as quite the relief. Anyway down to buisness. I know you are probably quite tired of this question as many other governments have asked the same but I must ask what the situation is on the stability of the Russian Federation. there have been reports of widespread dissent in Eastern Russia and the Causcus Region. In particular, the Causcus dissenters Have been reported to have support from the Grey Wolves which are a far right Turkish Organization. This is especially concerning considering the past record of the group and the fact that this rising conflict is so close to Turkey which could have spillover effects. Is the current Russian government in control of this situation and is there are remaining control over major cities inside the "Causcus Emirate"?"

"While many could see Turkey as a supporter of the Emirate because of its religious views, I will assure you we have no interest in supporting a radicalist separatist government inside Russia. Turkey is capable of using its now vast military might to assist Russia if Necessary and with your approval we would like to send our non combat Embraer R-99A EMB 145 AEW&C aircraft into Russian Coastal Airspace to monitor the situation in order to assure that possible Conflict does not expand into the Black Sea. In a gesture of good faith Turkey will also close the straits to any separatist vessels and will station multiple Coast Guard Vessels in the area to enforce this. We will also like you to know that we will be deploying our soon to be assembled 1st Baltic Fleet into international waters to ensure civilian vessels are protected."

I understand you concerns and yes, I can confirm that there are reports of alleged Grey Wolves members inside this 'Caucasus Emirate'. However, the role that they play there is currently unknown and just how much support they are offering the Chechens is not known. The Russian Ground Forces are currently in the region, however, as insurgencies usually are - quelling the region of terrorism and support for them will take quite some time and may even endure longer than the communists and the other 'factions'.

The Russian government would not expect Turkey to support such organizations, but regardless of this - we will not allow any foreign forces in Russia, regardless of the situation. The Chechens do not posses aircraft that can reach Turkey, nor do they possess armaments that would allow them to injure Turkish citizens - nor do I believe they would want to do so. They also do not possess surface-to-air missiles, cruise missiles, or any missiles or any type. As such, having a Turkish AEW&C aircraft over Russian airspace will not be necessary. However, if you wish to close the straits and patrol the international waters of the Black Sea then we cannot stop you. However, we do hope that Turkey will not block Federation ships from entering and leaving the Black Sea.

The best way that Turkey can help Russia is by making their support for the Federation known and as such, remove the legitimacy of the other 'factions'."
