The United States and Canada both share a unique cultural, political, and historical bond, as well as a geographical bond that permanently brings us together as neighbors. While this message would normally come from the Secretary of State, I felt that special attention was needed to give formal greetings to Your Royal Majesty and your government. It is my sincerest hope that our governments can establish a very close working relationship politically, economically, and militarily as we have in the past. The collective defense of North America is paramount, and the recognition of our shared cultural and historical ties is critical.

I request that Mr. William Stewart be allowed to continue to lead the United States diplomatic mission in Ottawa and be permitted to continue to represent the United States of America to the Kingdom of Canada as the United States Ambassador. If possible, I extend an invitation for yourself and your government to hold these talks here in Ottawa, at my home and office in Rideau Hall. Alternatively, the White House in Washington D.C. would also be acceptable.

Regarding your request to maintain Mr. William Stewart as the United States Ambassador to Canada, I am pleased to inform you that he has been an exceptional representative of your country. We appreciate his efforts in promoting dialogue and understanding between our governments. Therefore, I gladly extend my consent for Mr. Stewart to continue his important role as the United States Ambassador to the Kingdom of Canada.

President Gore has been in direct communication with H.R.M. The King, who has invited President Gore for a state visit in Canada. The President has informed me and the Secretary of State that he has accepted the King's offer. As the President's Chief of Staff, I am happy to organize this trip and ensure that we can get things moving along.

Firstly, I would like to establish the participants of the meeting. President Gore would be happy to have a policy-focused meeting with the King in which he may of course include whatever relevant representatives from his government that he sees fit. We request that the Secretaries of State and Defense be in attendance as well as the United States Ambassador to Canada, William Stewart. If the King would like to also have a one-on-one conversation with President Gore, that would of course be more than acceptable as well.

Commissioner Zaccardelli,

The White House has informed me that the President and the secretaries of State and Defense intend to travel to Canada for an official state visit with H.R.M. The King. As I'm sure you aware, this will be President Gore's first official state visit as President of the United States. Since the attack on Washington in 1997 the Secret Service has had to take a new perspective at how it protects the President and what measures and redundancies need to be taken. Some of these measures will seem excessive however you will note that most of these steps were the same or similar as to the precautions taken during President Clinton's visit in 1993.

With all of that being said, there is one non-negotiable term that we are required to stand by in accordance with federal law: the Secret Service must be participating in the direct protection of the President at all times. At a minimum, there must always be at least two armed agents in the same room, or just outside of any room, that the President is in.

Below are the details we have currently arranged with the information we have. If any of this seems unacceptable or unreasonable, please ask and we can discuss other possibilities:

• Special agents primarily from the Secret Service (with supporting agents from the FBI and Diplomatic Security Service) will be flown to Ottawa International Airport, along with a limited number of Air Force Security Forces who will be used to directly guard American aircraft while they are in Canada. Possible travel routes of the President over and through Ottawa will be planned out with the RCMP - the use of Ottawa's police to assist in escorting the President's motorcade and blocking streets will be crucial.
  
• U.S. Special forces will be secretly flown Ottawa International Airport. They, and their equipment, will be on standby in the event that an emergency extraction of the President is required. The Department of Defense can temporarily deploy an attaché that will be available at a Canadian military base of your choosing to directly communicate with the Department of National Defense in such a situation.
  
• The President's motorcade and other vehicles will be flown in to Ottawa International Airport. Also Marine 1, accompanying helicopters, and accompanying personnel will be flown into the appropriate airport.
  
• The Special Agent in Charge for the protection of the American delegation will make the final decision if the security detail is ready for the President to come to Ottawa. If the answer is "yes" then the following steps will happen.
  
• The American delegation will be flown to Canada via Air Force 1 (AF1) to Ottawa International Airport. The airport that is used must have all departures and arrivals delayed once AF1 is T-minus fifteen minutes from landing - in total, this will likely cause delays from 45 minutes to one hour.
  
• The Air Force will fly a few other inconspicuous aircraft to surrounding airports that can be used to transport the President and the rest of the delegation in the event that Air Force 1 is grounded in Canada, or if an incident occurs.
  
• The American delegation will be flown via Marine One to Rideau Hall. After the meeting takes place, the American delegation will return home to the United States.

If there are any questions or issues with these measures, please let me know. I would be happy to address them.

Next, I had a few questions I would like to ask:

1. In the event that the President has to be evacuated from Ottawa, but is unable to immediately leave Canada, we would like to use the American Embassy as a safe-house for American VIPs until they could be evacuated. Would this be acceptable? If so, we will temporarily send a limited number of agents there in case they are needed.
2. Is there anything that the Secret Service, the Federal Government, or U.S. armed forces can do to assist in security for this state visit?

Thank you for reaching out regarding the upcoming state visit of President Gore and the accompanying American delegation to Canada. We appreciate your comprehensive outline of the security measures and requirements. The Royal Canadian Mounted Police (RCMP) understands the importance of ensuring the safety and protection of the President during his visit.

Regarding your non-negotiable term of direct protection by the Secret Service, I want to assure you that the RCMP fully respects and recognizes the need for such measures. We will coordinate and collaborate closely with the Secret Service to ensure the President's security is maintained at all times. While the government of Canada cannot allow agents to be within the room where high-level discussions are occurring, we can confirm that agents will be permitted to remain just outside the entrance of said room, alongside our Mounties.

Regarding your specific points:

• The utilization of the American Embassy as a safe-house for American VIPs in the event of an evacuation is understandable. We will facilitate and coordinate with the Embassy to ensure the necessary security arrangements are in place, including closing down the roads from Rideau Hall to the embassy for a potential event of evacuation. Luckily, this is only two streets.
• Please direct the U.S. Special Forces to CFB Uplands, it is a solely military section of the Ottawa Macdonald–Cartier International Airport and will allow coordination to go more smoothly.

Please be assured that the RCMP is fully committed to providing a safe and secure environment for the President and the American delegation during their visit. We will work closely with you to finalize the operational details and ensure seamless coordination between our agencies. We will have a total of six-hundred members of the RCMP, alongside members of the Royal Canadian Air Force, dedicated purely to this security.
