Secretary Wallström,
I am sure you would agree that the situation in Russia has become critical. It is only a matter of time before the various factions throughout Russia break out into some kind of kinetic conflict. We would like to prevent this if possible, however it appears that it is probably inevitable at this point. It is clear to the United States that the communist and nationalist factions in Siberia and eastern Russia are a direct threat to global peace and stability. A small but important amount of diplomatic progress was made between Russia and the United States under the presidency of Yeltsin. We are hopeful that democratic reforms will continue under President Putin. At this time, the United States is prepared to declare support for the Russian Federation, under President Putin, as the legitimate government of Russia. We feel that international support for the Russian Federation would go a long way to having some of the Russian factions fall into line. We are looking to make this announcement with a number of other countries from the Free World. The Kingdom of Sweden is the first nation that I am contacting because the President feels that Sweden's support would be exceptionally beneficial for this effort.
Please let me know if the Swedish government would be willing to co-sign a statement of support on this matter. Also, please let me know if your government is in any need of assistance at this time.
