President Putin,

I'm sure it goes without saying that current events in Russia are extremely unsettling. I have spoken with the Joint Chiefs of Staff, my Cabinet, and select members of Congress about the present state of your nation. At this time, the United States is prepared to take decisive action against the communists and nationalists that presently occupy large tracks of Siberia and eastern Russia. However, we will not move forward with any of these plans unless we can coordinate with your government. I am willing to offer assistance, and I am sure I can garner assistance from other nations around the world as well if that is something that you desire. Please let me know how the United States can help in any capacity be it diplomatic, political, economic, or kinetic. I want you to know that the United States has no intentions of taking advantage of Russia's present instability and that we desire to help bring peace in whatever way we can.

Dear President Gore,

I will not turn away eagerly offered help and I do not wish to harm the Russian-American Relations, however, our nations are not friends. I hope you understand that my government and I will not allow foreign troops inside our borders to spill the blood of our people - hostile or not - at any time. But there are other ways to help us; the communists have spread their influence into Siberia, the neo-Fascists and neo-Nazis are headquartered in Vladivostok and have their influence in the far-east; monarchists have backed a Romanov in St. Petersburg; and terrorists are murdering innocents in the Caucasus region. My government is and must remain the legitimate one if this situation is to remain as passive as it has been. If other nations or organizations begin supporting the communists, the neo-Fascists, monarchists, or God forbid - the terrorists... things will be out of the Federation's control and things will begin to heat up and become violent and once they do there will be nothing to stop the wave of war.

Make your support for the Federation public and convince other nations to do so, that will be the best way to help Russia.

President Putin,

I understand your reluctance for allowing the United States or other countries to interfere within Russia itself - I can only imagine that if we were in this situation we would feel the same way. Unless you change your mind, I have decided that we will hold off on taking direct kinetic actions at this time. With that being said, the communist and nationalist factions that have illegally taken hold of Siberia and eastern Russia are simply unacceptable. For that reason, I am presently planning to declare quarantine of eastern Russia to prevent anyone from providing material support to these illegal factions. The United States will not invade Russian waters nor its airspace, but we will do everything we can to prevent any other nation from doing so either. I have spoken with at least one other key player on the international stage.

Because I have a basic understanding of Russian sensibilities and I know that you are tight for time, I will be blunt. The strength and legitimacy of the Tsarist faction that occupies St. Petersburg may not be equal to the Russian Federation (the legitimate government) but it rivals it. I believe that a number of nations in Europe feel that this Tsarist faction will be a more moderate government and some may be tempted to support them. At this time I think that the best international assistance the Free World can offer on a united front is condemnation of the communist and nationalist factions in Siberia and eastern Russia while the Russian Federation and the Tsarist faction are urged to settle their differences and negotiate in order to defeat the fascist/communist threat.

The alternative to this to slowly allow international approval build for the Tsarist faction until the Russian Federation finds itself in a very vulnerable situation - from an outsiders perspective this would be a very troubling move to take. If you take the path that I proposed, we should be able to isolate most nations from providing material support for any faction. Let me know what you think.
