With troubling news of the Thai occupation of New Caledonia and waiting for all ministers to arrive at Downing Street for the COBR Meeting, Prime Minister Andrew Evans had taken comfort in his private quarters with a glass of water, the news on one screen of his computer and some paper with a pen in front of him for notes if needed. He'd ensured that the security services had set up monitoring on his phone lines to record his next phone call which, unsurprisingly, was to the government of Thailand. Picking up his phone, he called in the hopes of reaching the Thai Prime Minister. Waiting patiently for a response.

Within the dignified solitude of his office in Bangkok, Thaksin Shinawatra sifted through a galaxy of documents sprawled across the polished mahogany. His thoughts danced among data and strategies, like a grand master contemplating the chessboard.

The entrance of an agent from the National Intelligence Agency (NIA) disrupted the silent tableau. Announcing a call from the British Prime Minister, Andrew Evans, he initiated the meticulous process of setting up secure lines, a task that reflected both British protocols and Thai technological prowess.

Thaksin acknowledged the complexities of the New Caledonia situation, a fragile puzzle of alliances and interests. After a moment's reflection, he lifted the receiver, steeling himself for the diplomatic dance ahead.

“Thaksin Shinawatra, Prime Minister of Thailand speaking,” he declared, voice steady, his words heavy with the responsibility of representing his vibrant, hopeful nation on the global stage. Every interaction could shift the political landscape, affecting countless lives, and so he strove for a world that recognized every life's worth and dignity.

Andrew waited until eventually, the call was answered by the Thai Prime Minister himself. A quiet sigh of relief followed, it could now be a straight up conversation to highlight the facts. A few seconds in silence passed, Andrew started speaking.

"I wish I could say it's a pleasure to speak to you but the circumstances around it, are not ideal. Overnight we've had a report from the Thai Government Gazette, directly from you in fact, claiming occupation over New Caledonia that concluded with the confirmation of placing the Thai flag down. It also stated the withdrawal of the French government, which I know for certain, that didn't happen. I'd like to hear it from you direct, what is the situation and where are the truths within these reports that you have occupied New Caledonia?"

He stopped talking, he could ramble on and on but he'd rather get to the point. There is much to discuss and no doubt, other countries are carrying out the same reactions as they process the news.

“Prime Minister Evans, it is indeed a somber occasion that brings us together on this call today. I would like to begin by clarifying the recent action in New Caledonia involving the raising of the Thai flag. Please understand that this was not meant as a sign of Thai superiority or occupation, but rather a symbol of support and a deterrence mechanism against the AINC, which has been targeting French symbols. It is in no way a testament to an intent of hostile takeover.

Indeed, contrary to some media reports, our French counterparts have not withdrawn their presence. Their forces continue to guide our regiments, a show of shared responsibility and cooperation amidst the crisis. My earlier comment regarding the withdrawal referred not to the physical presence of French forces, but the unfortunate dysfunctionality of the New Caledonian local government. This has resulted in a cessation of supplies from the French mainland for over a month, compounding the humanitarian catastrophe on the ground.

Our actions have been under constant discussion with other international actors. For instance, our Foreign Minister has been in active dialogue with the U.S. Ambassador to keep them abreast of the developments. I wish to assure you and the international community that our actions in New Caledonia are not borne out of an intent for permanent presence or annexation. Our current policy prioritizes internal development of Thailand, an agenda clearly observable in recent economic indicators.

I want to stress to you, Prime Minister Evans, that no desire or intent exists within my administration to annex a territory that we have no rights to. As you well know, such a reckless action could destabilize the political balance within my own country, further inflaming support for certain radical elements. It is not my intention to create a situation that could lead to the catastrophic consequences of another conflict akin to the Indochina War.

As leaders, it is our responsibility to ensure that our actions promote peace, stability, and the wellbeing of all citizens involved. I am committed to ensuring that Thailand acts responsibly and ethically in New Caledonia. "Raising the Thai flag on the sovereign territory of another country is of course, seen as nothing but an intent to occupy and perhaps is the cause of the dilemma you're now facing. I would suggest removing the Thai flag, given it does not do anything but symbolize an occupation. This isn't the first time we've had an issue with your movements, it wasn't long ago you were on the forefront of a potential conflict in Europe by deploying a heavily armed fleet and now we're seeing Thai flags over another countries territory. This isn't as complex of a situation as you're making out to be, it's rather simple in comparison to other events.

Remove the Thai flag from flying and given the catastrophic impact this has had... infact, I would advise a full withdrawal from New Caledonia from Thailand. That would be the best decision your government could make to prevent it escalating any further.

It's no secret the French government have gone silent and as for the peace, Thailand isn't the only force capable of achieving such. It must be noted that UK forces are already operating in New Caledonia on the same request the French Government had for you; leading the peacekeeping effort is something we could change our mandate for and provide humanitarian efforts during a full Thai withdrawal.

Thailand is approximately 7,000km away from New Caledonia and providing a peacekeeping force is substituted, then it will ensure peace is maintained in the region and it's out of your main operating zone - UK control of the peacekeeping and humanitarian efforts would be temporary until a more permanent solution can be discussed with those that need to be involved, ideally mandated through the Global Assembly.

That is, if you're correct in saying it is not a form of occupation or annexation."

We acknowledge the international community's perspective that this act was seen as a symbol of occupation, and we apologize for any unintended concerns this may have raised. Thirdly, while we gradually decrease our military presence, we will actively seek the collaboration of other nations in peacekeeping efforts. The response from the Thai Prime Minister showed the positive steps a diplomatic approach could take, a few moments of silence whilst Andrew took some notes before responding, "It's great to hear of your willingness to cooperate, the focus at the moment is to de-escalat--" there was a pause as someone had entered his office, giving him an update before leaving the two Prime Ministers to talk in private. "De-escalation is the key, the Australian government have just confirmed they're considering military intervention as a result. Therefore, we need to get the ball rolling. To summarize your current intent:

Effective immediately, Thai combat troops and heavy weapons will be withdrawing from New Caledonia.

All Thai flags will be removed and over the next few days, you'll be decreasing your military presence.

I don't believe a flag is required, at all, for peacekeeping or humanitarian efforts. Nor do we need thousands of troops to deliver such a message. I concur in that a multi-national effort is required but I would heavily advise that Thailand takes more of a backseat given the huge unrest caused.

I am happy for the UK to form and head a multi-national effort and if you're happy with what has been said, I can do a press release confirming as such. I will be instructing our small presence already there to start distributing the aid we've delivered and organize the delivery of aid, and a peacekeeping presence.

The only thing I would need for you is what resources you will be offering to the multi-national peacekeeping taskforce."

Andrew Evans would, once again, be disrupted by another knock on the door and another message. The situation was changing very rapidly and the regular messages meant information was up to date.

"If you'd bare with me... we've had some further development in that the Polish military is also operating within the region. This so far means beyond France's own commitment, we've got forces from Thailand, the UK and Poland operating in the same area and as you'll know... that has some huge risks. I'm going to try to collate this into a conference call and hopefully we can make some real progress."

With that, the Thai Prime Minister would be put on hold and Andrew would quickly advise his press team to confirm peace talks are progressing well and discussions on a multi-national task force are going ahead. Meanwhile... the call would cut off for a moment before been added to a conference...
