After investigations by the FBI into the terrorist attack struck by members of the terrorist organisation Al-Qaeda, and in accordance with Public Law 107-40 (Authorization for Use of Military Force Against Terrorists) which was codified at 115 Stat. 224 and passed as S.J.Res. 23, it is now understood that with the help of the Islamic Emirate of Afghanistan, said organisation (Al-Qaeda) was able to kill innocent civilians and as a consequence, have ultimately declared war on the United States. |
