I hope this finds you well, at first we would like to congratulate your nation and its people for maintaining stability in this turbulent time in china's history. A sudden government is not easy to maintain stability take it from me. It certainly is impressive for a nation as large as China to prevent a collapse during a sudden change. Yet, as you more than certainly know the former administration under the PRC was a vital partner to the USSR. Being one of the few remaining communist nations in the world. With the rise of the new republican government we would like to continue positive relations and continue vital trade agreements that we had with the PRC. Not only to maintain our national survival but to maintain stability in the unstable Central Asian region. Maintaining the balance of power and keeping the peace in the region is our top priority. We hope that in the future we manage to create a cooperative relationship built on trust and peace.

Your Excellency,

First of all, Minister Li has been removed from hist post as part of the transition to the Republic of China. A new Minister of Foreign Affairs is being appointed and until then all international messages go through my office.

Second, while the Chinese people have expressed their will to remove the communist administration, we also recognize the fundamental right of a people to choose their government. As by all appearances your administration is one that enjoys popular support, we have no problem with your status as a communist nation. Any agreements that existed between our states will continue and while we may make internal changes to some of our programs, in general we continue to be open to further relations with the USSR.
