At Noi Bai International Airport a Vietnamese News Crew from a state sponsored news agency was waiting with their camera crew along with a convoy of vans. Some security detail were on hand as well. This was the airport where the Polis team would arrive. The Minister would arrive two hours prior to the arrival of the team so that a handshake could occur on camera. News coverage of all these projects was good publicity and showed the population that their tax dollars were being spent on the betterment of Vietnam as a whole.

Markus Wakowski was a man who had been in the building trade for nearly thirty years and looked like it. His skin was tan and leathery as if he was laid out in the sun to become hard. But a construction worker had to also be flexible and be ready to be gone from his family for months. That's why Markus never had one. And that's why he was picked to be the lead foreman for the Plus GSM construction crews in Vietnam. He was also well respected and well liked amongst his peers. That is how he was able to get a hundred of his contacts, workers, and friends to sign the contract with Plus GSM and pack their bags to Vietnam. As they exited off of the plane, he noticed the television crews and security detail. He hoped none of his construction workers had managed to smuggle any narcotics the people in his line of work like to partake in. Construction was a hard job. Upon approaching the Minister, who looked like a politician in a sea of civilians and police.

"I hope you have a translator, sir. I don't speak any vietnamese but its nice to be here. I've always wanted to come to Thailand but more of a vacation than a work trip. Hard to get wasted if you are working your ass off." His voice was deep, gravely, and the polish words rolled off of his tongue as he spoke.

Minister Nguyễn Bắc Son said nothing for a moment as he didn't seem to understand, however he did open with a bow and handshake. That is when a man in a suit came up to him and seemed to translate. He seemed to listen for a moment before he laughed.
"Chà, có vẻ như bạn vẫn sẽ chờ đợi để đến Thái Lan. Mặc dù vậy, tôi cho rằng bạn không còn quá xa nữa."
He said before pointing west.
The translator then did their job "Well it seems like you will still be waiting to go to Thailand. Though, you are not too far off I suppose."
The Minister then looked back to him."Chào mừng bạn đến viet nam. Tôi mong muốn được nhìn thấy sự tiến bộ của bạn ở đây. Làm ơn đi với tôi. Chúng tôi đã sắp xếp một nơi cho bạn và nhóm của bạn ở tại dinh Bắc Kỳ."
"Welcome to Vietnam. I look forward to seeing your progress here. Please, come with me. We have arranged a place for you and your team to stay at the Tonkin palace."

The Polish man laughed before speaking. "I'll have to talk to my travel agent about booking me for Vietnam instead of Thailand." He hoped the slip of the tongue would be thought of as a joke before continuing. "Thank you, Minister. I'm sure the Tonkin palace will be as nice as the rest of your country. We can't wait to begin work and help modernize your telephone networks."

The Polish construction workers would follow the Minister and his translator towards whatever transportation was provided for them. All of them took turns waving at the camera's and offering thumbs up and heart signs as they passed by them.

The Minister gave a laugh when it was translated to him. He found it rather funny apparently according to the translator. Next the polish workers would be brought to the convoy where they would get in along with the Minster and his translator. The Cameras making sure to catch every detail, apparently very much liking the interactivity of the workers as they waved and flashed signs at them. "From the Tonkin Palace you will have access to documents where you need them, as well as transport to where ever you need." the translator would state in translating the minister."Do you have any questions?"

As the workers moved off to the convoy of vehicles, Wakowski and two others stayed near the Minister, one man and one woman. "Thank you very much, Minister. My man Kowalzka is my water man. He will need to see some survey data for the internet hub at Hanoi. I'll be leading the telephone repair and upgrade. And this lady is Wozniak. She is my cellular service guru. She'll be heading up the Cellular Structure Overhaul. So she'll need the most data. As of right now, I can't think of any questions right now but I know you must have some questions for us. Anything you want to know about the projects? Between the three of us, I'm sure we can figure out the right answers for you."

"I will be having each of you granted the required permissions and access to the relevant documents for survey data and area plans. This way nothing important gets obstructed. To help with construction efforts the Ministry of Construction will be dispatching officials to see to it that you are given the proper clearance and granted the proper materials. They can also handle the recruitment for construction efforts. A representative of their's will be waiting for us at our destination. Representatives from PEB Steel and Tan Tao Group will be there as well. Rest assured we will be putting all our effort into making sure this contract works."

"Now then, I do have some questions. My experience with the internet is rather limited, as is most of the nation. At this time our only internet connection point was brought to us when in 1991 an Australian Professor installed a modem. How fast will our connection to the internet be after the infrastructure is built compared to the current modem?

For the cell infrastructure I am aware that cell phones connect with cell towers. How many cell towers do you think will be needed to provide service to say the city the size of Hanoi here? Would it also be possible to disguise the cell towers in any way without impacting service?"

"That will be my area, sir," the smaller man who was introduced as Kowalzka spoke up. "Running these cables and establishing network equipment in governmental and public places that will offer the internet services should actually increase your network load and ability to respond to electronic communication faster and easier. The goal is to eventually have enough internet access that most if not all of your government entities will be able to utilize the internet. This should assist in legal battles, justice investigations, diplomatic missions, etc etc. The list goes on and we are glad you chose Plus GSM to expand Vietnam's influence and productivity."

The woman offered her hand to be shaken, "As my boss said, my name is Ms. Wozniak and I'm the cellphone guru. As for your question, GSM towers, which is what we will be using for Vietnam's cell sites will have a range of, at most, of thirty-five kilometers. But with Hanoi being an issue with line of site and traffic usage, we will place around twenty or so towers throughout the city. This should allow for towers to have a seamless transition without a loss of signal. Part of the final testing service will be testing the signal throughout various parts of high traffic areas to insure connectivity isn't an issue. Of course, hilly terrain, follow major highways to the other cities, would be an issue and we plan to test those as well. As for your question regarding disguising the cell sites, yes. That is possible. We can make them look like church bell towers, trees, and monuments among other things. This is often done to stop visual pollution in historic areas or areas with large amounts of flora or fauna. I hope that answers your question sir."

"How will security be when we connect to the world wide web? No doubt speed and productivity will increase from what you said, but how will this affect security as we digitize processes? Is there a way to monitor incoming and out going traffic at point of entry and exit? Like one might monitor who comes and goes at an airport."

"How will you test those issues in regards to the towers? But yes, if a tower needs to go into a historic area we will want them disguised as to not damage the sightline. What generation of cell phone towers will this be? I have heard there is 1G, 2G and even a upcoming 3G? Which G are we dealing with?"
