The ROK Foreign Ministry would receive the letter and after verifying it and screening through the security procedures of receiving mail the senior ranking official at the Ministry, the 1st Vice Minister would open the letter as the Foreign Minster was in Honolulu. The Vice Minister opened the letter and after reading it would have a fax copy of the letter to the Consulate in Honolulu would have a copy delivered to the Foreign Minister. During the breaks between negotiations with the Americans, the Foreign Minister read the fax and would call the Vice Minister in Seoul.

The wider Korean strategy of strangling the veins of North Korea meant ensuring Vietnam was aligned with the South over the North and with the reunification process to be completed within ten days, they couldn't afford hiccup ups. That and Vietnam represented Korea a strong partner to develop and hold China accountable if it ever rose again. As well as a counter-weight for inter-Asian development and cooperation against the Imperial Japanese. The Foreign Minister spoke with the Vice Minister to write down her response. A response letter would be created and then delivered to the same address on the receiving letter. A faxed copy was sent to the Foreign Minister who reviewed it for approval, the idea of diplomacy conducted through letters amused her a little, and reminded her of what diplomacy must have been a hundred years ago.
