I am glad to hear that the instability in Canada has finally ended, I know what it is like to go through a period of instability. With that I would like to offer a hand of friendship to you. I believe the setting up of a free trade agreement between our two nations would go well towards that. As the northern neighbor to our friends in the Americas we wish for Canada to be one of our friends as well. In addition to trade I have been told to discuss the acquirement of certain military items. Specifically we would apparently like to upgrade our Leopard 1A5 tanks to Leopard C2 tanks. If possible we would also like to work with you to apply the MEXAS heavy add on composites.

If you are unable to discuss that last matter I can instead contact someone else if you wish.

Thank you for your email relating to relations and procurement. A free trade agreement can be set up and I've attached a general copy of one to this email, I await your signature on such document to place it into affect. While on the topic of trade we would like to set up a trade route if possible on a monthly basis due to the nature of travel, Canada can offer the following things: Gems, Machinery, Wood, Vehicles & Mineral Fuels.

While on the note of procurement if you are able to tell us how much you are looking to upgrade I am sure I can pass this onto the Defence procurement team to organise a deal to be sorted, regarding the MEXAS Heavy from my understanding all Canadian C2 Tanks are already equipped with the the MEXAS Heavy.

I can organise the importing of Machinery, Vehicles and Mineral Fuels to Vietnam, where would you like these delivered too? We would like to import the following; Textiles, Furniture and Footwear and we would request that these are delivered to the Port of Vancouver if it is possible. The price for the 3,760 Leopard 1A5s to be upgrade would be $4,306,221.75 Per unit which is in total $16,191,393,780.00. For this to go ahead, please transfer the funds along with the tanks to Canada which they will be upgraded and then returned on completion.

The Port of Vancouver is more than enough okay for the tanks to be transported too. I don’t feel an agreement is necessary. Canada is more than happy to do the upgrading as long as the funds are transferred accordingly.

This new Canadian Administration is built on trust so hopefully that is more than enough for you to agree to it all. Once the funds are transferrred along with the tanks transferred, the upgrading will commence immediately and we will transport them back at our own cost!

I shall organise for the trade ships to dock at your requested dock.

We would merely require a document that simply states the exchange with some signatures. I highly doubt that that number of tanks could be misplaced or lost, so it is really just a formality. Also, before moving forward on it, do you have any vessels that would be capable of transporting them entirely? Currently we would need to dedicate multiple vessels to the transfer. We would be willing to compensate fuel costs.

Certainly, we have numerous vessels that can handle a total of 5,100 vehicles. We will dispatch this once the funds have been transferred, we have attached a document stating what would be happening within this upgrade process.


The Canadian Government hereby will upgrade the Socialist Republic of Vietnam 3,760 Leopard 1A5 main battle tanks to C2 Tanks for the sum of $16,191,393,780.00. Canada will also provide transport too and from Vietnam for the transportation of the tanks before and once completed from the upgrading.

CLAUSE ONE Vietnam are not allowed to conduct any military or intelligence operation against Canada for a total of 5 years (IC) if they wish for the upgrade to go ahead
