Hello,

I am contacting you as at this time the Socialist Republic of Vietnam is undergoing an equipment effort. We are looking for equipment that can fulfill our needs for the creation of a Airborne Division and a Naval infantry Division. There are a few pieces of equipment that your country had that we would be interested in purchasing. The FNSS ACV-15 AAPC, FNSS ACV-15 IFV, FNSS ACV-15 SPM 120mm, FNSS ACV-15 SPM 81mm, FNSS ACV-15 ARV, FNSS ACV-15 AIRDEFENCE, FNSS ACV-15 Anti-Tank, FNSS ACV-15 Ambulance, FNSS ACV-IFV Sharpshooter, Otokar Cobra armoured personnel carrier, Otokar Cobra anti-tank vehicle, Otokar Cobra reconnaissance vehicle, Otokar Cobra ground surveillance radar vehicle (ACAR?), Otokar Cobra forward observation vehicle, Otokar Cobra armoured ambulance, Otokar Cobra armoured command post, Otokar Cobra 20mm cannon, Otokar Cobra anti-tank, Otokar Cobra surface-to-air missiles, Otokar Cobra II APC, Cobra II amphibious, Panter howitzer, FNSS ACV-30, HİSAR-A, and AN/TPQ-37.

This following us working on a deal with Russia which came to be 16 x BMD-4 125-mm Tank Destroyers, 924 x BTR-MD Rakushka APC, 250 x BMD-4M ACV, 50 x Bumerang BTR-16 8x8 APC, 500 x GAZ-33097 4x4 Logistics Trucks, 10 x 2S1 Gvozdika 122-mm Self-Propelled Howitzers, 6 x Vena 120-mm Self-Propelled Mortar Carriers, 4 x Gibka-S, and 168 x GAZ Tigr 4x4 Infantry Mobility Vehicles. However as we have been making purchases from Argentina in our building of a new model military it is believed that it may be better to stay with equipment more in line with such standards. If you believe you know any equipment that can fulfill the roles presented by these vehicles please let me know.

From:
Pham Xuan Do, Minister of Defence, Socialist Republic of Vietnam

ENCRYPTED/SECRET/PRIVATE
Dear sir,

After reviewing the list you have gracious provided, I can tell you with 100% certainty that you're asking for the wrong kinds of vehicles. If you want the real hot stuff, I suggest you stick to The ACV-19, and Otokar Cobra II. Both were created during the reign of the republicans as improvements on the first Otokar and ACV-15. In the case of The Cobra, it was enlarged, and the armour redesigned to provide greater protection to its occupants after insurgents were beginning to design IEDs that were capable of cracking open the original Cobra like an egg without a shell. As for The ACV-19, it was enlarged also to provide greater space, and the ability to enhance its overall specifications in regards to engine power and all that malarkey. Apologies if I'm blunt, but you're throwing your money away if you were to go for the Cobra and ACV-15. Don't make yourself look like a sap in front of your colleagues in Hanoi, what would the wives and kids of brave Vietnamese soldiers say... If their minister of defence was a cheapskate, and allowed out of date equipment to provided to such brave fighting men. They'll crucify you!

Regardless, I have composed a slimmed down list of vehicles that provide better alternatives to the ones originally listed. Also included are some details regarding their capabilities and so forth:

Otokar Cobra II:
Otokar Cobra II APC (Driver, Gunner/Commander + 7 Passengers. Remote Controlled 25mm Weapon System)
Otokar Cobra II APC (Driver, Gunner/Commander + 7 Passengers. Remote Controlled Grenade Launcher Weapon System)
Otokar Cobra II Ambulance (Unarmed)
Otokar Cobra II Command Post Variant (Remote Controlled 25mm Weapon System)
Otokar Cobra II Recon & Surveillance (Unarmed. Observation devices and laser rangefinder)
Otokar Cobra II Short Range Air Defence (ASELSAN Anti-Air Missile Launcher)
Otokar Cobra II Anti-Tank (Laser guided 70mm Cirit anti-tank missiles.)

ACV-19:
ACV-19 IFV RCT (3 Crew + 10 Passengers. 25mm Cannon Turret)
ACV-19 AAPC (3 Crew + 10 Passengers. 12.7mm Machine Gun)
ACV-19 Tracked Logistics Carrier (Driver & Gunner/Crane Operator. 12.7mm Machine Gun for self defence)
ACV-19 Ambulance (Driver & Medic. 4 Laying or 8 sitting wounded)
ACV-19 Command Post Variant (Driver, Commander & 6 Passengers)
ACV-19 120mm SPM (Driver, Commander + 3 Mortar Crew. 120mm Mortar and 12.7mm machine gun for self-defence.)
ACV-19 LGM-V (4 Crew. Laser guided 70mm Cirit anti-tank missiles.)
ACV-19 AD (35mm Auto Cannon)

Suffice to say, most, if not all, of your airborne and amphibious requirements are sorted with these. The Cobra II and ACV-19 are both light enough to be carried by most standard transport aircraft. The ACV-19 is also amphibious, a feature we have retained from its predecessor, The ACV-15. Having these, and their variants, would mean that you'd never need to consider obtaining Gibka's, Tigr's, Rakushka's, Bumerang's and Vena's ever again.

As for the artillery you mentioned, we have a 155mm self-propelled howitzer, The Firtina, the 4.8 inch T-122 Sakarya MLRS and the 230/260mm TOROS MLRS, in addition to the Panter towed howitzer. The ranges are 40 km for the Firtina and Sakarya, while the TOROS can achieve 110 km.

Have fun digesting this information.

Best Wishes,
Hamit Baykara
