Following negotiations with the current government with the PRC we have come to a very positive agreement. While not on paper at this moment they have let us know that they are willing to part ways with the Spratly Islands. This will allow us to uphold our end of the agreement with the Philippines and with Taiwan. However I believe it is time we hold a joint meeting in Hanoi to discuss these matters in greater detail. As this was agreed upon prior I would like for representatives from your ntions to arrive on the 24th. I know it is short notice, but it is important that we act upon the opportunity granted upon us
