"Given the United Republic of China is the most active nation in the area, how should be proceed? Does China requires any assistance or will activate the MDP of the CIS Charter? Argentina will possibly take actions once the situation with France is secured."

"Brazil certainly will assist in any operation in the Atlantic or the Caribbean. And we are still considering our own pre-emptive strike at French and Dutch held colonies in the Caribbean.

With the French striking Alexandria, it is quite possible, but very stupid for them to possibly strike at us, since we share a border with French Guyana. We already have our forces in place. We could quickly strike a blow to all of the French assets in the Caribbean, and also monitor the Dutch and ISAF activities here as well.

What does the council think of such a move?"

All things said by Ruslan Khasbulatov are classified and will not be repeated to anyone outside of this meeting at the CIS. No way for anyone to know back in Russia until he reports back.

Ruslan Khasbulatov would enter the room adjusting his tie as he did so. He would of entered after showing his identification to the guards of the meeting place. He had been absent despite Russia having joined the CIS some time ago. A serious look on his face as he would take a seat and tap the microphone."I do apologize for my lateness, and I would like to assure that Russia has decided to go forward with a serious commitment to the CIS. This following the failure of the Serbians and their own plans. I would also like to say that Prime Minister
Alexander Rutskoy sends his regards..." he said wthh a slight motion of the hand to all those in attendance."Oh and President Baburin does as well. Anyways! Could someone hand me a transcript? Perhaps just tell me what we are at present discussing? "

The Nigerian Police would check the man's credentials before letting him within earshot of the meeting room. Upon clearing his credentials as a Russian delegate he would be ushered through the doors by a guard before the doors would be shut and a new sweep for bugs would be done. The entire building would be swept and secured once again ensuring everything was SECRET and PRIVATE. The men guarding the room would continue to stand in regular shifts being changed out as necessary to ensure max alertness.

The Nigerian Delegate would greet his Russian counterpart with a handshake and a smile before speaking.

"It is good to have you here, and we are most elated with President Baburin's ascension to power. We do hope stability and strength is returning to our Russian allies. The Serbian situation was a most unfortunate one for CIS, and one we hope not to see repeated. Currently we are discussing the application of Thailand, who needs only the Russian vote for approval, as well as Ireland, which has been rejected by all the members here even before they attacked Great Britain.

We are also discussing the meeting at which Vietnam attempted to recruit Australia in a conspiracy against the CIS. As well as our general preparedness for military conflict as an organization given the recent Franco-Argentine conflict. There is currently a meeting being conducted to organize our defense council as we speak. If you approve we would suggest formally inviting a Thai representative here immediately and informing them of their acceptance into the CIS.

Further we would support an Argentine occupation of French territory in South America, we believe it will help force their swift capitulation, and we are under the impression that Brazilian soldiers are already familiar with the area"

He would chuckle.

The argentine delegate would welcome the russian representative, and support the summary of facts presented by the nigerian diplomat.

"I would like to encourage our russian colleagues to assign a representative to the meeting in Buenos Aires as soon as possible, to begin preparing the corresponding structures.

As for the extra-continental presence in South America, we know of France's scheme with the Netherlands to safeguard its colonies all over the world. Specially French Guayan is a concern for us, should it indeed remain under ISAF control. But we do not envison an incursion there as advisable. Brazil could easily take that land, but we would be delivering ISAF the excuse they are looking to jump in formally. They also dispatched fleets to the Malvinas Islands, in another clear provocation. But we will not give them the joy of playing according to their script.

Argentine operations are currently showing the great deal of preparation we put into them and our Armed Forces in general. We have beaten back an airstrike against Alexandria, and are now waiting for the report of damage inflicted to the french. Corsica in the meantime is being reinforced. In time, we will propose a settlement to the french, as it is not convenient for us to keep territories occupied in mainland France.

"Very well, I see at the moment no need to oppose this invitation? I approve the inclusion of Thailand. As for Ireland, I believe that is more or less a lost cause at this point, so Russia shall vote against their inclusion.

I believe that Valery Gerasimov will be a good fit for the role of representative in Buenos Aires. I will have him sent as soon as possible to attend the meeting.

For the situation between Vietnam and Australia have we discussed a joint response to this apparent provocation by them? As for invading French territory in South America, I concur that at this time it would not be advisable. Though it sounds like that ISAF are intent on interfering regardless? Perhaps We should make preparations to move troops to the Norwegian Boarder? They are in the ISAF correct?"

"Excellent, we will formally invite Thailand to join CIS and appoint a permanent representative. I also have heard word that the meeting in Buenos Aires has started.

What we know, regarding the french rendition of their colonies to the Netherlands, is that it is a temporary affair... Merely putting in evidence how ISAF indirectly protects the interest and that of its allies. That would be the only way they have interfered in argentine operations as of now, but we have no securities regarding potential other operations going on.

"China would also very well welcome Thailand as a member of the CIS. Especially given the situation unraveling in Asia. However Ireland is another matter, especially with their unneeded declaration of war on the United Kingdom."

"I am unsure of the motives behind the Irish declaration of war? Was it something about Northern Ireland? Regardless, I have a suggestion. Perhaps we should send an Military attaché to Ireland as to gather intelligence on British military strength?"

"Well.. as expected, the conflicty in Ireland seems to be over... We don't really understand the motivations behind it. True, the irish desire to reunited is strong, but the irish militia was no match for the british armed forces... It made no sense at all to initiate a forced takeover.

Also, as many of you already know, Argentina has officially signed a peace agreement with France. The occupied territories of Corsica will go back to France, while the Southern and Antarctic French Territories will be handed over to the GA to decide its future. As compensation for the war, plust som other older debts, France paid Argentina the total sum of $16,000,000,000.00, and Brazil $6,200,000,000.00, the latter in concept of a breached contract.

"Gentlemen, I am sorry to interrupt the current discussion, but I have urgent news. The Russian Federation has been attacked! Today at around 5:00 AM in the morning the Belorussian 5th Spetsnaz Brigade attacked our Smolensk Nuclear Power Plant destroying the steam turbines. This was a part of a larger plan to cripple our country and military. I just received the rather morbid photos of evidence." he would say placing his phone in front of him."If I may, I would like to show everyone here the evidence. It is rather morbid. But, after hearing and seeing this I have to agree... we must go to war before it is too late."

After examining the photos of the charred bodies and the large extent of the damage to the Power facility, Brazilian representative Candido would mutter, "Quite the dastardly act. As long as it can be proven that it was the Belorussians it is an open and shut case for its total annihilation."

"Proven? The evidence is rather clear, take another look."

He would say before raising his phone displaying it clearly now.

For a duration of twenty seconds each eighteen photos were shown on screen. Twelve of which were of bodies which unlike when they were displayed on television were completely vissible with zero censorship blurring. Each of them wore VSR 3-TsV uniforms, Lifchik chest rigs, combat boots, and had either an AK-74M next to them or on them. Each of them had a similar 5th Spetsnaz Brigade patch on them. The remaining six photos were of a road map with locations such as Novovoronezh Nuclear Power Plant, Kursk Nuclear Power Plant, and Smolensk Nuclear Power Plant high lighted on it. Other locations such as the locations of the SAM installations of the 8th Air Defence Divisions on the road map were not blurred as they were on television. Other photos included the breached doors on the way to the steam turbine and then the exploded steam turbine itself.

The argentine representative to the CIS Political Board would review the presented evidence.

"This looks indeed as a vile act of cowardice. The russian Government seems to have a clear argument to intervene and dismantle any potential future threat to russian lifes and interests. However, we urge Moscow to, once control over the situation is achieved, to carry out a full fledged investigation on the reasons and perpetrators behind this act of aggresion. This will probably be also the way the international community will try to pressure the Russian Federation."

"A quick response is necessary, we must show that CIS is willing to act, we already let Vietnam and Australia get away with their plots without a response, we cannot let this continue."

"We wholeheartedly support the Russian government in this case, it is a vile act of cowardice, especially trying to injure Russian Civilians, would Russia need any aid regarding this situation?"

"Indeed!" He said slamming his fist down onto his table, though not enough to break it."Now is the time if action! Russia will secure itself against threats, by any means necessary. An invasion of Belarus shall take place, to halt this threat presented to us. It is unfortunate it has come to this, but we are left with no choice. We ask that the CIS fully support us in this endeavour, though not directly. We would like it if we are given intelegiance updates on the Pacific and Black Sea. Not only that, but we would appreciate it greatly if other members of CIS provide additional investigations to show the legitimacy of what has happened."

"Thank you, it is greatly appreciated. And rest assured, there will be a very rapid response. From what I have been informed of? The entire 10th army has been deployed. I believe this also means we must deploy our naval assets as well. Regardless, we ask that other members of CIS keep eyes and ears open. We will not require direct military assistance at the moment."

"Argentina will closely monitor the situation. We will refrain from intervening in the conflict and remain neutral, but obviously will privately collaborate with Moscow by sharing intelligence reports on movements in the Mediterranean Sea."
