Rosoboronexport is Russia’s only state-controlled intermediary in the area of exports and imports of the entire range of military and double-purpose products, technologies and services. The Company is actively involved in pursuing national policy of Russia in the area of military technical cooperation with foreign countries.

The official status of exclusive state-controlled special exporter provides Rosoboronexport with unique opportunities of enlarging a long-term mutually beneficial collaboration with international partners, of strengthening Russia’s leadership in the global arms market. In its activities, Rosoboronexport supports implementation of large-scale projects aimed at the improvement of defense capacity of partner countries, and at comprehensive consolidation and innovative development of enterprises and entities of Russia’s MIC.

Rosoboronexport’s operations are overseen by the Prime Minister of the Russian Federation, Government of Russia, Federal Service of Military-Technical Cooperation, Rostec State Corporation, and are carried out in full compliance with rules of international law and provisions of the GA Charter, international commitments in the field of arms export control assumed by Russia. Only official national defense and law-enforcement agencies of partner countries can be end consumers of the military goods supplied by the Company.
Partnership
Partners is the term used by Rosoboronexport for nations with special status under Russia's export policy. Partners are nations that Russia considers close allies with the Kremlin and as such Partners have access to products which non-partners do not and as such can purchase more advanced equipment.
Alternatively, nations can purchase a Partnership Account with Rosoboronexport for a one-time payment of 550,000,000.00$ and be granted access to all partnership products without having to be considered an ally of Russia. Do keep in mind, however, that the partnership of a nation can be denied or terminated at any time without proper explanation. The one time payment of 550,000,000.00$ is non-refundable.

By purchasing a Partnership Account you are agreeing to these terms.
  • Rosoboronexport will not nor possesses the rights to sell any shares of any Russian company nor will they or possess the rights to sell or give domestic production rights of Russian equipment. To do so please contact the Russian government for authorization.
  • Rosoboronexport is not held liable how the equipment sold is used and all customers agree to indemnify Russia in the event of legal action or insurance claims. Rosoboronexport sells all products with the intentions that they are used only for deterrence, humanitarian, and defensive purposes and that they remain approved by international law and GA charters.
  • Nations and partners who purchase from Rosoboronexport cannot sell, trade/exchange, or donate/give away purchased equipment to third parties without expressed permission by Rosoboronexport.
  • Purchasers engaging in transactions with Rosobornoexport cannot resell, trade/exchange, or donate/give away purchased equipment to third parties without express permission from Rosobornoexport For the purposes of the terms and conditions the term resell shall include any actions which allow for a party which is not the purchaser of the equipment to use the equipment.
  • Purchasers are prohibited from upgrading purchased equipment or utilizing it for their own technological engineering without explicit permission from Rosobornoexport
  • Rosoboronexport holds the right to deny any purchase without given reason.
  • Rosoboronexport holds the right to change listed prices and products at any moment.
  • Rosoboronexport holds the right to withdraw maintenance licenses if sold products are used for actions against Russia and her allies or if used equipment is used in ways that go against GA charters.
  • Rosoboronexport holds the right to keep the payment and deny delivery of equipment purchased if the terms of service are broken by the client.
  • The transfer of funds by the purchaser, as stipulated in the agreed-upon payment terms, shall be deemed as an offer to enter into this agreement, thereby signifying the purchaser's acceptance of the terms and conditions outlined herein. Upon receipt of the transferred funds, the consortium reserves the right to review the terms of the offer. The act of transferring money constitutes the initiation of the offer, and the consortium retains the discretion to either accept or reject this offer based on a comprehensive assessment of the specified terms.
  • The sale price listed is subject to potential additional costs, which may be incurred based on specific tax requirements. Parties involved in the transaction acknowledge that the final price may be adjusted to accommodate any applicable taxes or duties mandated by relevant authorities. The exact amount of such additional costs will be determined in accordance with the specific tax regulations applicable to the transaction. This provision aims to inform the parties that the final cost may be influenced by tax considerations, ensuring transparency in the pricing arrangement.
  • The parties acknowledge that certain weapons platforms supplied under this agreement may necessitate additional commitments and provisions when utilized in training exercises or combat scenarios.
  • The purchaser agrees to indemnify, defend, and hold harmless Rosobornoexport, its affiliates, officers, directors, employees, agents, and representatives from and against any and all claims, demands, losses, liabilities, expenses, damages, and costs, including reasonable attorney's fees, arising out of or in connection with any breach of this agreement, negligent acts or omissions, or willful misconduct by the Purchaser.
  • In the event of a dispute arising from any transactions or the terms of services, such disputes shall be resolved in Russia under Russian Commercial Law. Both parties hereby consent to the exclusive jurisdiction of the competent courts in Russia for the resolution of any such disputes.
  • The arbitration proceedings shall be conducted in accordance with the rules of the Russian Institution of Arbitration by one or more arbitrators appointed in accordance with said rules.
  • The language of the arbitration shall be English, and the arbitral award shall be final and binding upon both parties. The prevailing party shall be entitled to recover its reasonable attorney's fees and costs incurred in connection with the arbitration.
