After all votes were counted and re-counted, Vincente Fox won the presidency with 58,946,912 votes. The news would shock the country! It had been 70 years since a President from a party other than PRI won. Celebrations erupted across Mexico. Many citizens held private parades. Most citizens saw this as an end to corruption.

Vincente Fox was sitting in his party's office when he received the news. While the office broke out in celebration, Vincente sat in his chair and breathed a sigh. He would look up at the television, then at his staff. He would stand up and raise his right hand at chest level. Everyone became silent.
"This is a momentous day for Mexico. But now is not a time for celebration. Now is a time to correct mistakes and liberate Mexico." Fox said. The mood became more serious as the staff members all looked at each other.

3 days later in Mexico City

Upon taking office, the Vincente Fox raises his right arm to shoulder-level and takes the following oath:
"I affirm to follow and uphold the Political Constitution of the United Mexican States and the laws that emanate from it, and to perform loyally and patriotically the office of President of the Republic which the people have conferred upon me, in all actions looking after the good and prosperity of the Union; and if I were not to do so, may the Nation demand it of me." Fox said.

"Ladies and Gentlemen, I give you, the 62nd President of Mexico, Vincente Fox!" The announcer said at the podium.

Music could be heard in the background as Vincente Fox approaches the podium. When he arrived, the music stopped, and the crowd became quiet.

"Citizens, today is a day for change in Mexico. I have many changes in mind. Many of you that followed me through my campaign know what I hope to achieve. First let me address Mexico's current policy on trade. There isn't one. Currently Mexico only trades with Thailand. After NAFTA dissolved it created a gap for a trade war. From here on out, Mexico will emphasize free trade with all nations that wish to trade. With that being said, Mexico will end its embargo on Sweden. I understand that government does not see eye to eye with Sweden in regard to South Africa, however it is something that can be resolved through diplomacy and not with guns. On the topic of guns, my administration promised a reduction in military spending on equipment. I intend to honor that. While I do not have a current budget from last year on hand, I do promise to reduce the current spending and use that money to raise wages in our current armed forces and police. This is in regard to combating cartels and my commitment to the War on Drugs. This charade has gone on for too long. My first act as President will be to end the cartels and their supporters once and for all. I will also be signing a bill that has been sitting on the Desk of the President for some time now. This bill will allow women into the armed forces." He would flip through the pages of his speech.

"As I establish my cabinet, I will be re-focusing Mexico's current foreign policy. For a while now our neighbor to the north has been rather quiet towards us. I plan to visit President Gore within the next couple of weeks to re-establish our relations. I will also try to correct the horrible mistakes of the past few administrations and rebuild our relations with Sweden. This includes lifting the ridicules travel ban in place. Whomever I place as the new Secretary of Foreign Affairs, rest assured that I will be keeping a close eye on Mexico's direction and will personally oversee its direction. Which brings me to a new point, we will be changing our countries official name from the United Mexican "Socialist" States to the United Mexican States! Why we changed our name to that is beyond me as we were never truly a Socialist country." He would flip through a few more pages and clear his throat and take a sip of water.

"Another promise I made was to improve infrastructure in Mexico. This includes our local and rural road networks. PRI did one thing right by improving our highways and interstate networks. I also plan to renovate our hospitals by implementing modern equipment and bring our buildings up to code. Education will also be a challenge we shall overcome. I will implement a new education system, where every child shall have an opportunity to learn. The time for change is now, it is time to show the world just how powerful Mexico truly is when her citizens are united. Help me in taking Mexico into the next century! Thank you all!"

President Fox would leave the podium to the crowd chanting "FOX!" President Fox would return Los Pinos, the home of the President. He would begin immediatly by signing the bill to allow women into the armed forces and passing it to his secretary. "Time for change..." he would mutter.
