CHIEF OFFICER

SECURITY CLASSIFICATION: OFFICIAL

13 January 2001

Dear Ambassador,

As the fire situation continues to evolve in the Australian Capital Territory we have reviewed all foreign embassies and high commissions that we believe would be under threat if the fire situation moved towards the suburbs of Canberra. We have rated the Ethiopian Embassy as one of the most at-risk foreign embassies due to your proximity to bushland of the Red Hill Nature Reserve. We want to take this opportunity to make sure you have a comprehensive bushfire survival plan and to make sure that you have made a decision should the embassy be put under an emergency warning, if you will evacuate or stay and defend. We also would like pre-emptive permission for ACT Fire and Rescue, the ACT Rural Fire Service, the ACT Parks and Conservation Service, the ACT State Emergency Service, the ACT Ambulance Service, the Australian Federal Police or the New South Wales Rural Fire Service to enter the embassy premises or waterbombing aircraft to drop water or other fire retardant on the premies should the fire situation begin to impact in that area. We want to reiterate that based on the situation or the operational requirements, a fire truck may not be able to attend your embassy.

Yours sincerely,
Mark Brown,
Chief Officer of the ACT Fire and Rescue.

Re: Current situation

Dear Chief Brown,
Thank you for your message and contact. Our staff has been following the ongoing situation with worry not only for our facilities but also, and specially, for the local population, infrastructure and environment.
We formally inform you that in case of it being recommended by your specialists, we will evacuate the Embassy and have already established safety protocols to safeguard sensible material and documents, therefore also allowing a quick entrance by rescue and/or emergency services to our facilities should it be necessary. As such, we only request for a notice in advance.
We have also informed our Ministry in Addis Ababa of this and remain in constant communication with your forces.
Respectfully,

Demeke Mekonnen

Minister of Foreign Affairs and International Trade
Federal Democratic Republic of Ethiopia
Addis Ababa
