After confirming the credentials and establishing a private connection, the argentine president Esteban Cambiasso would appear on screen, gathered with Minsiter of foreign Affairs Esteban Andrada and the recently appointed argentine ambassador to Moscow.

"Mr. President, thank you very much for accepting our invitation, we can imagine you must have a very busy schedule these days. On behalf of the Government I lead, and the People I represent, let me congratulate your administration for bringing stability back to Russia after the sudden fall of the last Government. I hope we can discuss today the situation of the bilateral relationship between Argentina and Russia."

"Indeed. We are happy to say that argentine-russian relations soared not only during the last Yeltsin presidency, but also during their predecesors. Argentina sees in Russia a strategic partner, with the potential to continously boost each others economic and standing within the international political scene. Joint commercial ventures like the former company RusAr helped cement the bilateral relationship, benefiting both sides. Many nations around the globe today employ russian equipment made in Argentina.

But at this stage, our main interest would be to discuss the resuming of commercial exchange between our countries, as well as looking into scientific cooperation, specially regarding space exploration.

We would also like to hear a little about your administrations foreign policy and goals, to try identify areas of potential cooperation.

"I'm saddened to say that something such as RusAr wouldn't be possible, considering the current situation regarding Russian stocks, but I am certain that our two governments will be able to work something out that will benefit both Argentina and Russia - both in the economic and political scenes. I can't say that we can currently offer much in the way of support for space exploration, but we do have various technologies available that could benefit Argentina and that we are willing to export to your nation.

Regarding our foreign policy... at the moment, we must place all of our focus into assuring that the political turmoil here at home doesn't turn violent. If things remain peaceful and the protests and armed resistances begin to die down, our focus will return to the international community. We plan to remain 'local', focusing the majority of our political attention on post-Soviet States and neighboring countries. However, we are hoping to keep positive - or at least neutral - relations with other countries around the globe."

"We are open to look into alternative ways of association between argentine and russian weapons industries, specially related to the expansion and mdoernization of both our Armed Forces, rather than an export oriented approach like we did with RusAr.

In terms of space exploration, once our current projects, including the new space center, are completed, the Argentine Space Agency will possibly request a bilateral meeting with the Russian Space Agency to discuss potential cooperation.

As for the internal situation your nation is currentl going through, we believe in your governments capacity to keep everything peace, and while the Argentine Republic believes in the concept of non intervention in other nations internal affairs, we will be monitoring the sitaution closely and offer your Government our full assistance if required to keep democracy and the rule of law standing in yoru country.

I have been informed of Argentina's recent order of ten Oscar II-class submarines, I would like to inform you that they have entered production and should soon enter service with the Argentine navy. They will be sent alongside an arsenal of torpedos, anti-submarine missiles, and cruise missiles.

I am happy to hear of Argentina's support. Assuring that the Federation remains the dominant and internationally recognized government of Russia will maintain peace until the situation can be dissolved. "Indeed, thank you very much for the production of the submarines. Their incorporation into the Argentine Navy will expand our capabilities even more, allowing us for more consistent long range operations. Would it be of interest to Russia to hold a small hand over ceremony in St. Pertersburg? We would dispatch an argentine ship to be present with its crew and take possesion of the submarines "symbolically". While 9 of the subs would be delivered directly to Argentina, we would take possesion of one during that ceremony.

Regarding our space exploration program, our main facilities should be ready in the coming months. Our short term goal is to consolidate our launch capabilities by setting in orbit a variety of commercial and civilian satellites from our new launch pads, and then slowly work towards manned missions, with the long term goal of being able to look beyond our immediate planet. I understand Russia possess a great knowledge in such kind of operations, including hardware and vehicles. We would be itnerested in proposing a collaboration with our space programs, with Argentina providing a larger amount of the required funding, and Russia contributing with its expertise and vehicles. We would operate under a joint organization

"I believe... I understand what it is you are asking for. We do happen to have 'second-hand' submarines that could be transferred to the Argentine Navy if the proper funds and time is allocated to Russia. Due to the conflict occurring in Russia at the moment we would only be able to ship five submarines at a time. Is this okay with you? Regarding funds, the submarines were only just built and as such we would be charging full-price for them, of course. If your naval forces are still attempting to receive ten of these second-hand submarines then the price would come to: 12,005,683,200.00$ and would be sent to your nation in two batches."

"I will have members of my government meeting with leaders of the communist terrorists in Samara soon. It is my hopes that we will be able to eliminate the communist threat in a peaceful manner so that we can remove the largest of the factions that are currently tearing Russia apart. However, major pro-monarchist protests and rallies have begun in western Russia in support of this 'Catherine III'... the Chechen terrorists continue to cause terror and destruction in the Caucasus region, the Tuvans have remained peaceful, simply protecting their borders from communist incursion it seems, and the far-right groups of Vladivostok are deep within my government's pockets.

Things are rough and unstable, but it is my hopes that if the communists are removed, things will quickly return to normal."

"That is totally understandable, but we just wanted to give you that option, lets hope it will never come to that.

As for the transfer of technology, we are specifically talking about insight for the development and installation of our very own Underwater Sound Surveillance System through passive sonars, for ASW and marine traffic control. This technology exists now for some decades but we need some last few pieces of assistance to adapt it to our needs in the South Atlantic. obviously, we would be willing to pay for the services of your specialists and any potential fees.

"Ah, yes I think we can sell you the technology for such a project. However, the sold technology can only be used by Argentina for Argentina - you cannot sell this technology nor build such infrastructure for other nations or entities. If you can agree to this then I suppose we could sell it for 45,000,000.00$ per installation? Is that pricing reasonable for you?"

"Given the secret nature of the project, and our intention to keep said network under the radar, I can assure you that it was never our intention to export it. So, I can guarantee it remaining and be only used in Argentina.

Since we plan to build 6 listening stations, I understand the total costs to be transfered would be 270,000,000.00 USD. We will be transfering the amount immediatly and would liek to receive the plans, designs and technical data directly at our Embassy in Moscow if possible."
