The argentine ambassador with jurisdiction over the territory of Zaire would olitely request a meeting with the director of international commerce of Zaire.
Tende Mobutu, Minister of Tourism and Trade for Zaire, would inform the Argentine Ambassador that a private meeting room was prepared for them to meet within the Foreign Ministry in Kinshasa.
The argentine ambassador would arrive at the Ministry of Tourism and Trade with the official embassy car, driven by his chauffeur. Once inside he would present its credentials and wait to tbe brought to the Minister. Once there he would politely greet and introduce himself.
Tende Mobutu would close the door to the private meeting room and take a seat across from the Argentine Ambassador.
"Hello sir, what can I do for you today? Would you like some water or coffee before we begin our discussions? Zaire is eager to meet with your government and discuss cooperation between our two peoples."
"Fine, Minister, thank you. Another lovely morning in your lovely country. I'll accept a coffee if its not too much trouble.
So is Argentina. My nation has been looking now for quite some time for a main african partner. Considering we are on opposite sides of the South Atlantic there are many things we could cooperate in, specially, trade, which is the first reason I wanted to talk to you."
Mobutu would pour them both freshly made coffee from his desk before continuing
"Indeed, we would be eager to work with a nation with such a proud history of development and self achievement. Zaire looks to build itself up and recover from the ravages of the 2nd Congo War. Much investment and infrastructure development will be required.
Trade will also be a cornerstone of this, as such we are most interested in opening up trade with your nation. We are most interested in shipments of wheat, tofu, and vehicles, although I would like to know more about the vehicles made in Argentina for export."
"Its to be on the same page Minister. This coffee smells delicious."
The ambassador takes a small sip and enjoys it before continuing.
"From the list of your required imports, Argentina would be more than delighted to provide wheat, among other grains, and vehicles. I must also offer you our first quality meat.
Regarding the vehicle, Argentina has many international company assembly lines, such as Ford, Fiat, Volkswagen and Toyota. All of these, and few others more, produce some of their models in their argentine factories."
"We would be curious if the wheat will be coming raw or if it is milled in Argentina and comes as flour. Flour being more immediately useful to our market. We would be most interested in importing meat alongside the soybean tofu which will immediately boost the quality of life within Zaire.
We are in the need of affordable consumer vehicles, ideally compact cars of any make and model. We also would be most interested in importing refined unleaded gasoline for use in vehicles and fill stations."
"Well, Argentina has a very important agroindustrial sector, that means that we can not only provide the raw resources but also process them as required by the customer. We could certianly export a wheat derivative such as flour. Same thing goes for the soybeans and derivatives, in the tofu form you mentioned.
As for the vehicle models, I have here a short list of some models that might fulfill your needs and are currently being produced in my country:
- Chevrolet Corsa
- Suzuki Grand Vitara
- Fiat 147
- Fiat Duna
- Ford Escort
- Vokswagen Gol"
"Excellent, we would be most eager to import bleached enriched white flour, tofu, as well as processed meats, this alongside all the above mentioned vehicles will greatly expand economic choice and opportunity within Zaire.
We would be interested in monthly shipments, and are open to negotiate shipping fees as well as the trade of our own raw materials. We would be also willing to negotiate the license to develop raw materials within Zaire in exchange for infrastructure investments and projects as well as other forms of economic aid."
"That can be arranged. Monthly shipments departing from the port of Buenos Aires to the port of your choice here in Zaire. What products does Zaire offer for export? We would certainly be interested in important materials to feed our growing industry.
As for infrastructure investments, I'm sure there are more than one company in Argentina looking to invest in foreign lands with the potential of your nation. There are even some state owned and partially state owned companies that usually engage in such practices. What would be the priorities to develop be? Is tehre a certain area where you would like to begin with?
We are looking for a main african partner, that argentine companies could use as regional hub for projects in the african continent. This obviously would mean a lot of investment and the creation of jobs for the zairean population."
"Matadi, Zaire, is the Port City of our nation, and where we will receive imports from abroad, from there they are transported onwards to the rest of our nation, as for the export of material out of Zaire, it is a complicated matter, and to ensure that the widespread exportation of our great raw mineral wealth isn't sifted through warlords, we require assistance in the securing of the locations and infrastructure to transport the materials from their sources in Zaire to Matadi for transport out of the country. Further, we have yet to secure our own international shipping vessels, and as such Argentina would be responsible for shipping the trade goods both too and from Zaire for the time being. Currently we trade:
We would be very interested in becoming a primary business and trade partner with Argentina, and we do represent an ideal geographic jumping point for your goods and for your strategic concerns, this is not something lost on us, and we would be very interested in such a partnership so long as it remained mutually beneficial. As such, we would propose that Argentine engineers and infrastructure specialists be dispatched to Matadi, the immediate planning for the addition of a rail line, as originally planned over the Matadi Bridge would be a good first test of this relationship, as well as the working together to update, repair, and renovate the Matadi–Kinshasa Railway so that it can run much more regularly would also greatly facilitate trade and the relations between our two nations."
"We can offer to transport zairean goods on the same ships that bring argentine products to Argentina, back to South America, at least until your nation has its own commercial navy. We would be interested in importing all of your commodities to support our growing industry. If this is in order, Argentina will submit the corresponding paperwork and inform you the names of the employed vessels for your nation to use them when you file your own forms of commerce.
If you agree, we can assemble a team of experts, consisting of interested businessmen and investors as well as engineers to survey the area and talk with your own specialists how to begin with the different projects as well as see the amounts required for the different development programs. It would be obviously a top priority to secure the main extraction areas of your country that will be connected with improved railway networks and highways, all the way out to the port areas.
This team can depart as soon as required to Zaire."
"We would be happy to transit our raw resources for refinement and use in Argentina, to help expand your economy, how much specifically are you thinking of receiving, we should begin drawing up an official trade agreement, and we would require a small military peacekeeping mission from Argentina to help our own local police secure the mines and routes the minerals will travel on until our own military has restructured and general peace is restored throughout the whole of the nation.
We would welcome these specialists immediately as we believe that with their expertise and our funding we can take the first steps in transforming the transit of minerals and trade supplies throughout Zaire. We will receive this team in Kinshasa, if you could ensure that air transit specialists are also alongside as we plan on updating the airport nearest Matidi so trade missions can fly directly in."
"In order to have everything working smoothly in regard of the shipments, I would suggest monthly cargoes, the same frequency of our own deliveries to Zaire. Ill fax you a copy of a draft for the trade agreement.
As for the dispatch of a small peacekeeping operation, that can be done, but I would suggest the details are discussed directly with our Ministry of Defence, to see the exact number of personnel and vehicles required.
We will assemble the team immediatly."

"I am however, curious of the specifics of the amount of flours and soybean products you will be providing, further I would like to ask the specifics of the meat products you offer for trade as it would be ideal to add these under the trade agreement."
"Well, we can start with a full shipment on one of the argentine merchant navy's 207,000 MT D/W Type Bulkship, which would be a monthly shipment of 207,000 metric tons of flour and soybean products. As for the specific of the meat, we are talking about export grade high quality bovine meat."
"Excellent, and this is very good, we are happy to have opened trade relations with your nation, we would be interested in adding bovine meat to the shipment, specifically processed dried and canned meats. Further, I was curious if my nation might be able to contract one of your merchant vessels for the shipment of pharmaceuticals and other trade supplies from Ireland to Zaire?
My nation would be interested in leasing up to five merchant vessels should you have them available."
"We have currently a surplus of merchant vessels, as we are still in the negotiating period with many potential trade partners. I understand this could be done without problem for some time. Are we talking of bulk carriers or any other specific cargo type?
With everything arranged regarding the trade, we will submit the corresponding paperwork to the international trading authorities."
