Classified Information

Operation Background

Following a public request by the transitional government of Zimbabwe, the Republic of Argentina has decided to prepare and launch an ambitious nation-building program to stabilize and prepare the african nation for development as an autonomous and sovereign nation, capable of providing its citizens with all living needs under modern standards.

All operational information would be shared with the transitional government of Zimbabwe.

Logistical Details

As authorized by the transitional government, the argentine air bridge would connect Ezeiza airport in Buenos Aires with Mugabe Airport in Harare, where a designated sector within the airport limtis would be prepared to serve as operational and logistical base for the nation building operation. The Boeings would fly on the direct route GF-HF-IG-JH-KI, doing all necessary flights to transport the cargo and personnel safely without exceding any operational limitations.

If required, designated air force air traffic controler and operators would ensure continuous operations of Mugabe Airport.
Once authorization was formally granted by Zimbabwe, the operation would begin.

Full authorisation was given by the Provisional Executive Council unanimously. The entirety of Mugabe International Airport would be permitted for use as the main terminal of international support for Zimbabwe due to the cessation of civil air travel since the removal of Robert Mugabe. As for the airport itself, the council were able to secure the support of airport staff for the purpose of operating the airports essential functions so that the Argentines could land safely and take over the running of the facility. However, the council were unable to persuade them to remain after the arrival of the Argentines. As such, it was relayed to the Argentinian government that once they had arrived, they would be, essentially, on their own due to the inability to keep the airport workers onside for longer than absolutely necessary.

With the approval of the Provisional Executive Council unanimously the operation would begin. The loaded Boeings 767-300ER would depart from their base in an orderly fashion and head directly to their destination, where they would land and immediatly to unload to return to Argentina and get more cargo hauls.

The first aircraft to land would be the one with the personnel. As soon as they were settled a team of argentine air force ATC and air operation personnel would take command of the Mugabe Airport control tower and monitor all aerial traffic, both argentine and from any other international humanitarian mission.

On the tarmac, the cargo of the argentine aircraft would be deposited in the designated sector, which would work as temporary operational and logistical base for the argentine forces. The existing buildings and warehouses would be repurposed to host administrative staff and lodgings. They would be complemented with field tents. 1 large sized energy generator would be installed to provide electricity to this sector and another one to fuel the airports operations. A water treatment plant would also be installed.

A little further away, but still within the airports limits, an area would be cleared to mount the first mobile field hospital, to cover medical needs of the staff and local population. The administrative staff would contact the transitional council requesting to have some vehicles to serve as logistical support and ambulances until vehicle from Argentina arrive. ANother energy generator would be given to the mobile field hospital.

In the meantime, plans for the next phases would begin to be prepared.

70 armed and fully equipped soldiers would be assigned to provide security to the Governmental Palace (seat of the tranitional council), while another energy generater would be installed there, together with satellite phones to enable contiunous communications from the Government of Zimbabwe to the outside world.

Cargo flights would continue to come in and the argentine operational base would continue to be build at Mugabe International Airport.

The Provisional Executive Council relayed to the Argentinian taskforce that there were three abandoned army barracks in Harare; Dzivarasekwa, Kaguyi, and Inkomo Barracks'. In addition, there were five hospitals, and 4 clinics/trauma centres scattered across the city. Any vehicles and equipment that remained in those locations were fair game for the Argentinians to requisition and use.

The troops provided to secure the Parliament Building situated at 53C2+MR Harare, Zimbabwe, were given a formal request by the Provisional Executive Council to secure the perimeter and interior of the building. This would be the first plot of properly secured land of Zimbabwe since Mugabe's removal from power. Hopefully, it wouldn't remain that way for long.

With the Government building secured, and a safe working environment created for the transitional council (in addition to guaranteed electricity supply and international communications), Argentina would request a meeting between their mission specialists and the transitional council to discuss the next steps to do in orer to guarantee stability and reconstruction in Zimbabwe.

In the meantime, the Boeing would have compelted the air bridge and manahed to transport all cargo and personnel to the new operational and logistics command center for the name "Argentine Stabilization Mission in Zimbabwe (ARSTAZ)".

The ARSTAZ Operations Center would have the following facilities installed and operation:

- Living quarters for all argentine personnel.
- Independent Electricity and water provision
- Internal and external communications, including encrypted.
- Fuel and water deposits
- Warehouses and depots with supplies
- Requisitioned civilian transport vehicles.
- Guarded fenced security perimeter.
- 2 entry/exit checkpoints.
- ATC and airport operations outpost (primary in airport itself)
- Mobile Field Hospital with independent outside access for civilian population.
- Additional services for deployed personnel.
- Administrative and planning offices.

2 Boeing 767-300ER would remain assigned to the air bridge to ferry supplies and personnel if required.

The argentine Mobile Field Hospital would open its door to provide medical assistance to urgent cases in the South Harare area. Armed personnel would be assigned to guarantee the safety of the services and the argentine personnel, as well as to order the whole process if the attentance is high. French speaking personnel would be deployed all throught the hospital and outside to ease communications with the local.

In the meantime, the Harare Central Hospital, Sekuru Kaguvi Hospital and the BMC Hospital would be selected to serve as primary health centers and be assigned a tem of argentine doctors to oversee, as well as armed security detachments, a mobile water purification plant and 2 diesel energy generators, with plenty of medical supplies.

Communication between all argentine deployments would be permanent and encrypted. In case of emergency a quick reaction force would stand ready to be deployed.

Due to foreign affairs decisions, and with the involvement of the GA already in effect, the Argentine Republic would order all its assets to return on the same route and aircraft employed for their deployment.

The argentien contingent would leave Zimbabwe with all their logisticals assets but would leave the remainin food, water and medicine supplies to be administered and distributed by the GA personnel.

Mission complete.
