The President of the Republic of Argentina would set a private and encrypted call to the new President of the Russian Federation.

Sergey Baburin stood looking out a window from his office in the Kremlin Senate grumbling about the current state of affairs Russia found itself in. However something took his attention, his phone on the desk rang and he slowly turned with a raised eyebrow. Taking a seat at his desk he would pick up the phone that was encrypted and on the SIN and answer the call that had been put to his office. Putting the encrypted and private phone to his ear he paused for a moment."Hello? This is the President of Russia speaking. Sergey Baburin." he said in answering the call and awaited a response as he topped his left index finger on his desk.

Having got the private call through directly to the president himself, President Herrero would reply in a firm but cordial voice:

"President Baburin, I am the President of the Republic of Argentina, Ignacio Herrero. On behalf of my People and Government I wanted to congratulate you formally on your rise to power. It is only natural for the Russian Federation to have a leader on par with its rich history and huge potential.

In the recent years Argentina and Russia have closely cooperated, that much so that the Russian Federation is Argentina's main foreign weapons and equipment provider. This goes along with a firm political understanding with the last few Governments in Moscow.

We are aware that your Government has just stepped in and you must have many things going on that need to be adressed, but once you're ready, we would like to reassumen formal political and diplomatic relations between Buenos Aires and Moscow and work together towards mutual benefit for our people."

The people of Russia are sick of it and have seen rightly to elect me and my party into positions of power. But still even then there are others who have different ideas of where to take this country. Gorbachev." he said practically spitting out the name."Wishes to make it all private concerns and put the power in the hands of greedy businessmen." he said before giving a laugh."Which is why it is with great pleasure that I say the state will be happy to resume such relations with you."

"Indeed, many if not all of the last russian Governments failed at establishing a long term policy and to irradiate the international respect the Russia had years ago. But like we receive these Government with optimism for a change, we receive yours likewise and offer our help to contribute to consolidate your position on the international stage.

Does you already have a consolidated foreign policy you might eb able to share with me? With all the recent changes worldview, Governments and alliances collapsing, and new blocks being formed, it would be interesting to see where Russia stands.

Once you are settled, we wish to initiate commercial exchange between our nations, and also talk about potential arms sales of equipment that might not be listed in the RUSdefence catalogue."

"Our foreign policy is straight forward for the time being. Our aim is to strengthen Russia's geopolitical position within the Eurasia as a whole. We also have an aim to enforce the Union State of Belarus and Russia which previous administrations have neglected. We also aim to develop tighter relations with Serbia. A policy that has been on my plate for a very long time indeed. One policy I wish we could pursue but are unable to at this time is the aided development of developing countries. We must first fully stabilize Russia and make right the wrongs of previous administrations.

As for equipment not on the RUSDefense catalog you will need to set up a Special Order account for that. We are currently taking applications. However unlike the previous administration which sold out the heart of Russia's defence industry we will be more careful."

"Interesting. How do we set up that kind of special account? I understand and completely share your nations policy towards protecting your Industry. In the end, its what makes Russia stand out from so many other, the intellectual property and industrial capacity to field so many great pieces of equipment.

regarding your foreign policy, its clear that your nations needs to focus first on your immedaite sphere of influence before extending beyond it. Argentina understands this very well, as we did secure South America before moving away to play in other continents. But sometimes one cannot do it alone, thats why we recently established the CIS, you might have heard of it."

"Well, to set up the Special Order account you transfer a sum of two billion with two signatures and the purpose of the transfer. The reason for the two billion is simply because the grade of equipment under offer within the realm of Special Order is of a higher quality. However there are still some small restrictions, especially with countries we have just formed relations with. Though what exactly is it you are interested in?

Also yes, I do believe I have heard of it. Though, what would the view of CIS be on our foreign policy be?"

I wouldn't mind paying the 2bn considering that we use a lot of russian equipment, but in that case I would like to know how much we would be charged in attidion to the production costs and if the equipment we are interested in (which seems already expensive to produce) will be available. We are talking here of the A-135, for example.

The Confederation of Independent States is an alliance of likeminded nations that aim to achieve sustainable and long term growth and development through political and economic cooperation. The principles of mutual assistance, dialogue and support is elemental and one of the foundational pilars of the CIS. Considering that, and the fact that you mentioned regarding Russian being "outcasted" in the recent past by other "more central" Governments, it would perhaps benefit from having a group of stable allies that could support the first steps of Russia into securing their obvios and immediate short term goals."

"Ah, the A-135 anti-ballistic missile system. That is the one that has protected Moscow for a very long time. We can sell it to you no problem, but there are some things to consider before putting money down. It was designed to work with the Don-2 radar. You will also need silos for the missiles to launch properly. Tell you what, we can sell you the Special Order membership for one billion instead if you agree to a package deal. Defensive equipment is always available in the Special order program. Questions however start to rise when it comes to equipment of a more... aggressive variety. But even then, I am sure a deal can be worked out." he would say with a pause as if considering something."You ever heard of the R-36ORB? Amazing piece of hardware, great deterrent... or even greater surprise second striker.

I can see the benefits of such an alliance indeed. Especially in our far east. It would allow us to free up resources for us in the west. However, this would of course be no mere one sided deal of course. Not only would we benefit from it, but the CIS would have to as well. So how about this, if we end up joining CIS would get the Special Order package as a whole. As well as a 20% discount on equipment. For special Order Equipment, we will charge you only 20% profit on key strategic equipment like the A-135."

"I'm going to be honest with you. We have information of the US current ICBM stock consisting of 500 Minutemen III units. Our idea is to be able to resist a simultaneous strike of that number against our territory. We udnerstand that the A-135 has, per unit, around 100 fire-ready missiles. Considering the interception range, we would be deploying multiple units around the argentine territory to be safe from any potential strike.

Regarding offensive capacity, we have just recently acquire a large stock of chinese ICBMs, but we are still looking to complement them with alternatives. In this context, the R-36ORB is a ver interesting prospect.

I can see this idea of the Russian Federation eventually joining the CIS as a very, very good one. As you stated, both sides can benefit. Diplomatic itnegration and commercial exchange between the Partners are accompanied by the augmentation of the geopolitical capacities in an instant, due to the instant access to intelligence resources and foreign military bases.

Now that the CIS has jsut recently be established would be a good moment for new nations to join, given that we are still in the early planification stages on how to implement the logistical projects we have on papers."

"How many units of A-135 would you be needing for this defense project? Though it also sounds like you will require a layered up to date defense. Though I am sure you already have plans for that as well?

The nice thing about the R-36ORB is that it has a nice tendency to sneak past early warning radar as it uses a Fractional Orbital Bombardment System. From what I have been told it is not as accurate, but it is far more stealthy. It also has what is essentially an unlimited range as it moves into orbit then de-orbits itself. However, I am not aware of the defenses that the United States has set up. We would need to gather intelligence ourselves in order to understand their defensive capability.

How would one go about putting in an application for the CIS?"

"With 5 units we should be fine to begin covering our biggest cities and most important industrial centers. We would be expanding the number in a later stage. We currently posses a multitude of radars and sensors, spanning from mobile short range to fixed OTH systems. Everythigna ccompanied by several Anti-Aircraft Systems.

What would be the price of the R-36ORB?

As for the CIS admission process, it is explained in the CIS admission website, however, to sum up, you need to submit a form and a Core Partner to sponsor your nations application. The Argentine Republic would be more than willing to do that. Once done, the Political Board will gather to discuss the candidate, and if everyone agrees we will invite your nation formally to be a Supporting Partner. After a minimum period of 1 month, your nation can also formally request to the Political Board to be upgraded to the status of Core Partner."

"That is about 500 missiles. Each system will cost you $540,000,000.00 per missile installation.

A normal R-36 will cost you about $35,000,000.00 with the Special Order package and a CIS membership. However for the ORB variant I will need to look deeper into it.

"How much would be the final price for the 5 systems with everything needed to install and operate them included? As for the CIS, once you submit your formal expression of interest I will instruct my diplomats in the Political board to push the debate to accept the Russian Federation to have that done quickly."
