The argentine ambassador in Hanoi would make a call to the vietnamese Minister of Foreign Affairs. The call would be private.

"Hello, good afternoon. Thank you for taking my call, this is a very short call as im going directly tot he point. My Government has tasked me with asking your Ministry about its position regarding the current vote on the international financial regulations draft at the GA. Argentine authorities are very interested in counting with Vietnam's support, specially considering how the politically biased the vote is being carried out, with certain groups of nations teaming up.

If we could count with Vietnam's support, this would be a key step forward in our bilateral relationship and could open the door to cement a stronger relation between 2 of the most powerful nations in the world, eventually tipping the balance of power."

I am to suppose that in future endeavors we can count on Argentina's support as you have mentioned? With the creation of stronger relations I believe we can count on one another. However, the idea of changing the balance of power is a dangerous one that many countries have supported and then failed to do. You may or may not know our own recent history with such movements. But if you really wish to make such a change I must ask you this rather plainly. How far is Argentina willing to go?"

I am well aware of the recent history, specially those chapters that involved our nations. But time paased, and the capabilities Argentina has today are very different from those back then. The international situation also shifted and is more favorable to change than before.

With that said, I understand that in my position as ambassador to Hanoi this strategic discussion outranks me and, with your permission, I can request my Minsitry for instructions and perhaps suggest organizing a high level summit to discuss these issues not on the phone."

The argentine president would take the call on the private and encrypted line:

"Mr. President, thank you for taking my call. It seems as the situation in Europe and involving Brazil seems to continue and does not give signs of wanting to slow down. I have been informed by my Minsitrof of Foreign Affairs that argentine diplomats had a fruitful talk with vietnamese authorities about future cooperation. Seemingly, the european scenario is acceletaring everything we have planned.

With that said, I wanted to propose to Vietnam to contribute to mantain stability by joining Argentina in an ultimatum to Italy and Germany if they persis in their attemp to attack brazilian or other nations assets physycally. We have tried diplomacy and they seem to directly disregard it.

I understand that this is a very delicate proposal, and we do not judge if your nation desides to refuse. However, in case of accepting, we could work on this new relation to further expand our... "common goals".

"A very delicate proposal indeed. We have not exactly been following the situation in Europe, as we have mainly been concerned with the situation at our own border. However, Argentina is viewed as a very close friend in international affairs. So, we may very well consider supporting you in an ultimatum. However, before doing so the question must be asked. Would it just be Italy and Germany? What other countries could join them? It appears France may have a stake in this. What exactly would joining this situation benefit us? I must be very straight forward on that as it is my duty to safeguard the interests of Vietnam, Laos, and Cambodia."

At the moment the involved nations are Italy and Germany, two countries that weren't even affected by the original dispute, which was with Sweden and Taiwan, who decided to lay low and leave the scene for the two central european nations.

As for France, they did comment on the fact that if Italy was attacked, it would defend them. However, they did not say anything about being Italy the aggresor, as would be the case for an argentine intervention.

Finally, Turkey has a rather germanophile position, but it did not mention publicly the interest of joining the struggle. Also, we have surveyed their coasts and they see to not even have an active and operational navy....

We see this as a good opportunity to make it clear that the power-core has shifted, and that we are living times of change were the fate of the world is not only decided in decided in Europe for example."

"Hmm, an interesting opportunity indeed. Alright, we will support you in a ultimatum to Italy and Germany. However, there is one stipulation should the French join the affair. We will want to acquire the French Islands of the Indian and Pacific Oceans. As there is a great risk involved in this since we currently have a conflict brewing with the rather quiet Thai. That is if this even comes to a war that is. I do hope you understand."

"Well, we did have some common points with the People's Republic of China. Nigeria is also a very close ally of Argentina.

And later, once the situation cools down, Brazil would be an obvious candidate to join any more established accord."

The call, originally answered by an encrypted device had been transferred to the Presidents Desk without the specification of Private and/or encrypted; creating a vulnerability in the Vietnamese Leaders call. This would be picked up and listened to in secret and taking a recording of the call the moment the encryption opened, simply given it's public approach. Of course, neither Vietnam nor Argentina would be aware otherwise they'd have encrypted the call sooner which would cause no reason for them to decide to encrypt the new line, but only the words of the Vietnamese President were known. It was enough to incriminate them anyway but the British Intelligence Services merely listened and recorded the call from the Vietnam perspective. Waiting patiently.
